Abstract:
North Korea has been such a closed country that it is impossible to accurately assess the state of her economy. However, all measures available to outsiders indicate that the North Korean economy is functioning below subsistence level. It seems to have lost not only the ability to sustain itself without outside assistance but also the ability to recover by itself. Thus, it is now incumbent upon the international community to find a long-term solution for developing North Korea backed by appropriate resources. The purpose of this article is to propose a multilateral framework through which resources can be effectively and sensibly channeled into North Korea, satisfying current political constraints both donors and the recipient face.

Abstract:
President george W. Bush's new Nuclear Posture Review harks back to the stone age, or at least to the 1950s, when America's most beautiful minds struggled to devise a strategy to deal with the original rogue state — the Soviet Union. The latest exercise to devise a nuclear strategy to neutralize threats of weapons of mass destruction wielded by the 2002-class of rogue states such as Iraq and North Korea is proof that time folds over on itself, and that higher-order nuclear intelligence is as elusive as table-top fusion. This repetition of history isn't funny, but it is dangerous.

As is the case with North Korea, experts differ over the seriousness of the Iranian threat. Most experts believe that Iran continues to pursue the development of long-range missiles, and of nuclear and biological warheads. Much will depend heavily on whether President Khatami and the more moderate elements in Iran's leadership can consolidate power and rein in Iran's hardline extremists, as well as on Iran's perception of the threat the US poses once it is ready to deploy and the cost of that deployment. This creates an extremely uncertain political climate.

Abstract:
The Korean peninsula has entered a period of considerable change and uncertainty. This paper attempts to sketch out how internal and external forces may shape outcomes in North Korea over the next several years. The range of plausible outcomes is huge, and the paper identifies four possible end states: successful reform and engagement, “muddling through,” elite conflict that could affect the nature of the state, if not the regime, and finally, mass mobilization that could threaten the regime itself. This analysis proceeds under a number of assumptions.

Abstract:
In his January 29 State of the Union address, President George Bush criticized Iran as one of three states (the other two being Iraq and North Korea) forming an 'axis of evil' and castigated its "unelected leaders" for denying the will of the majority. Indeed, the perennial conflict between Tehran's political factions seems to have escalated, deepening the stalemate that has essentially paralyzed its governing system. The durability of the Islamic Republic has always stemmed from its flexibility and capacity to absorb change. Since the election of Muhammad Khatami in 1997, however, the popular demand for change is outstripping the system's accommodative capabilities. The youths' demands for employment and cultural freedom, the middle class's quest for representation, and the women's clamor for social emancipation are creating tensions and pressures that threaten the foundations of the Islamic Republic.

The temporary seizure by the Spanish navy last week of a ship carrying Scud missiles from North Korea to Yemen was a reminder of the extent of missile proliferation in the Middle East. Similarly, Yemen's insistence on receiving the missiles, despite U.S. pressure, is a reminder of how much priority Middle Eastern states place on missile arsenals.

588. Global Humanitarian Emergencies: Trends and Projections, 2001-2002

Abstract:
The capacity and willingness of the international community to respond to humanitarian emergencies will continue to be stretched through December 2002. The overall number of people in need of emergency humanitarian assistance—now approximately 42 million—is likely to increase: Five ongoing emergencies—in Afghanistan, Burundi, Colombia, North Korea and Sudan—cause almost 20 million people to be in need of humanitarian assistance as internally displaced persons (IDPs), refugees, or others in need in their home locations. All these emergencies show signs of worsening through 2002. In addition, humanitarian conditions may further deteriorate in populous countries such as the Democratic Republic of Congo (DROC) or Indonesia. The total number of humanitarian emergencies—20—is down from 25 in January 2000. Of the current emergencies: Eleven are in countries experiencing internal conflict—Afghanistan, Angola, Burundi, Colombia, DROC, Indonesia, Russia/Chechnya, Sierra Leone, Sri Lanka, Sudan, and Uganda. Two—in Iraq and North Korea—are due largely to severe government repression. The remaining six—in Azerbaijan, Bosnia and Herzegovina, Eritrea, Ethiopia, Somalia, and Yugoslavia—are humanitarian emergencies that have entered the transitional stage beyond prolonged conflict, repressive government policies, and/or major natural disasters. The primary cause of the emergency in Tajikistan is drought. Several other countries currently experiencing humanitarian emergencies—Afghanistan, Eritrea, Ethiopia, North Korea, Somalia, and Sudan—also are affected by major, persistent natural disasters.

Abstract:
The move toward rapprochement between the leaders of North and South Korea, symbolized by their well-documented embrace at the June 2000 summit, gave reasons for hope and new expectations for reconciliation between the two Koreas. The enthusiasm and euphoria generated by this summit, however, failed to move forward to concrete steps toward genuine peace and stability on the Korean peninsula. The reason has less to do with the enthusiasm of the summer as the hard realities of the political and economic issues confronted by each Korea and the geopolitical situation surrounding the Korean peninsula. So far Seoul's engagement policy toward North Korea has given an impression of one side giving and yielding without due reciprocity by the other side. This work will address the post-summit developments in inter-Korean relations, marking the one-year anniversary of the June 2000 Korean summit. It will reassess the meaning and significance of the summit talks by reevaluating the sunshine policy of ROK President Kim Dae Jung, analyzing the progress and problems for implementation of the June 15, 2000, joint declaration, and speculating about the DPRK's possible opening and its reform policy measures.
