I made my first visit to Pyongyang, North Korea, in April 2002 as a private citizen, representing The Korea Society, a nonprofit, nonpartisan organization that promotes greater awareness, understanding and cooperation between the people of the United States and Korea. On that occasion Vice Foreign Minister Kim Kye Gwan asked me three questions. They were: “Why is George W. Bush so different from his father?” “How do you function effectively as a country when you elect presidents who have nothing in common with their predecessors?” “Why don't you understand us better?”

392. Reform from Below: Behavioral and Institutional Change in North Korea

Abstract:
The state is often conceptualized as playing an enabling role in a country's economic development—providing public goods, such as the legal protection of property rights, while the political economy of reform is conceived in terms of bargaining over policy among elites or special interest groups. We document a case that turns this perspective on its head: efficiency-enhancing institutional and behavioral changes arising not out of a conscious, top-down program of reform, but rather as unintended (and in some respects, unwanted) by-products of state failure. Responses from a survey of North Korean refugees demonstrate that the North Korean economy marketized in response to state failure with the onset of famine in the 1990s, and subsequent reforms and retrenchments appear to have had remarkably little impact on some significant share of the population. There is strong evidence of powerful social changes, including increasing inequality, corruption, and changed attitudes about the most effective pathways to higher social status and income. These assessments appear to be remarkably uniform across demographic groups. While the survey sample marginally overweights demographic groups with less favorable assessments of the regime, even counterfactually recalibrating the sample to match the underlying resident population suggests widespread dissatisfaction with the North Korean regime.

As a small country dependent on foreign trade and investment, North Korea should be highly vulnerable to external economic pressure. In June 2009, following North Korea's second nuclear test, the UN Security Council passed Resolution 1874, broadening existing economic sanctions and tightening their enforcement. However, an unintended consequence of the nuclear crisis has been to push North Korea into closer economic relations with China and other trading partners that show little interest in cooperating with international efforts to pressure North Korea, let alone in supporting sanctions. North Korea appears to have rearranged its external economic relations to reduce any impact that traditional sanctions could have.

When the South Korean fast ferry Hankyoreh sailed out of North Korean waters into the cold wind and waves of the East Sea on the morning of 8 January 2006, it carried a sad and somber group of South Korean workers, ROK officials, and personnel from the Korean Peninsula Energy Development Organization (KEDO). These were all that remained of a decade long multinational effort transforming what in 1994 had been only a paper notion into a modern construction complex of steel and concrete. KEDO's profile on the North Korean landscape was unmistakable, its impact on Pyongyang profound. Yet, real knowledge and understanding about the organization in public and official circles in South Korea, Japan, and the United States was terribly thin at the beginning, and rema ins so to this day.

395. Shades of Red: China's Debate over North Korea

Pyongyang's latest round of provocations has prompted Beijing to reconsider its North Korea policy. A rocket launch, the withdrawal from the Six-Party Talks, and the 25 May nuclear test all deepened doubts in China about its policies towards its neighbour. This series of escalating gestures coincided with reports that Kim Jong-il was seriously ill, which set in train succession plans. Together, the nuclear tensions and succession worries drew out an unusually public, and critical, discussion in China about its ties with North Korea. The debate took place between those proposing a stronger line against North Korea (“strategists”) and others advocating the continuation of substantial political and economic cover for China's traditional ally (“traditionalists”). Beijing ultimately supported a strongly worded UN Security Council presidential statement and a resolution mandating a substantial sanctions regime, albeit one focused on missile and defence programs that would not destabilise the economy. Although many in the West have pointed to this debate as a sign of a policy shift, Beijing's strategic calculations remain unchanged. As one high-level Chinese diplomat said, “Our mindset has changed, but the length of our border has not”. North Korea's attempted satellite launch and nuclear test generated significant domestic and international pressure on Beijing, while its withdrawal from the Six-Party Talks stripped China of its primary strategy for dealing with the nuclear crisis. Chinese policymakers began to question whether North Korea's nuclear ambitions and desire for recognition as a nuclear power by the international community were in fact negotiable. Beijing was angered by the latest escalation and was ready to reprimand the North, but in a controlled way that would protect Chinese interests.

Abstract:
North Korea poses two distinct but interrelated challenges. The first is external: the challenge posed by its nuclear weapons program and the threat of proliferation off the Korean Peninsula. The second is essentially but not wholly internal: the challenge posed by the pending transfer of power in Pyongyang and potential for instability as the process plays out. This complex reality underscores the need for balance and strategic patience if the twin dangers of proliferation and instability on the peninsula are to be successfully managed.

Abstract:
The Korean peninsula continues to be a geostrategic and economic nexus for Northeast Asia. As such, relations involve economic, social, historical, and larger regional issues, as well as the nuclear issue. While the specifics are yet to emerge, this article surveys the Obama administration's strategic approach to the region and the peninsula, concluding that it is working with a broad tradition of U.S. approaches to the region: engage China, uphold traditional alliances, and contain the North Korean threat. The economic crisis has affected the specifics of this grand strategy, but not the overall U.S. approach to East Asia.

North Korea, a small country with no economic potential to speak of, has for two decades been a major irritant to the international community. Its nuclear weapons program puts the international nonproliferation regime at risk and threatens to provide assorted rogue states and terrorist groups with the nuclear technology they have long sought. In April, Pyongyang conducted a missile test, and a nuclear test followed in May. In July, however, Kim Jong Il signaled a readiness to talk by inviting former U.S. President Bill Clinton to visit Pyongyang and retrieve two American journalists detained in North Korea since March. Still, this dramatic event was no indication that North Korea is planning to give up its nuclear program. In considering the North Korean nuclear question, U.S. policymakers and experts typically fall into two camps. The optimists believe that negotiating with Pyongyang will set North Korea on the path of Chinese-style political and economic reforms, help it become a "normal state," and convince it to abandon its nuclear ambitions. The pessimists insist that only relentless pressure will cause Pyongyang to denuclearize. The optimists (such as Christopher Hill, who once led U.S. negotiations with North Korea and is now ambassador to Iraq) favor talks and compromise. The pessimists (such as John Bolton, former U.S. ambassador to the United Nations) prefer coercive sanctions. Pyongyang's recent provocations seem to confirm the pessimists' view for now, but at other times the optimists have seemed vindicated, and the pendulum has swung back and forth frequently over the years. In any event, neither camp's approach is likely to work.

The U.S. decision to rescind the designation of North Korea as a state sponsor of terrorism tested the bilateral relationship this quarter as the Bush administration was perceived in Japan as having softened its commitment to the abductee issue in favor of a breakthrough on denuclearization in the Six-Party Talks, which ultimately proved elusive. The Aso government managed to extend the Maritime Self-Defense Force (MSDF) refueling mission in the Indian Ocean for one year, though bilateral discussions on defense issues continued to center on whether Japan could move beyond a symbolic commitment to coalition operations in Afghanistan. Japanese domestic politics remained tumultuous as the opposition led by the Democratic Party of Japan (DPJ) thwarted the Aso legislative agenda to increase pressure for a snap election. Prime Minister Aso's approval rating plummeted over the course of the quarter due mostly to frustration with the response to the financial crisis, prompting him to postpone the widely anticipated Lower House election in an attempt to shore up support for the ruling Liberal Democratic Party (LDP). Public opinion polls revealed increased interest in offering the DPJ a chance at the helm with most observers predicting an election sometime next spring. Other polls at the end of the quarter showed the Japanese public less sanguine about the U.S.-Japan alliance, a sobering development as President-elect Obama prepared to take office.

The final three months of 2008 saw relations between the two Koreas continue to worsen, as they had since South Korean voters in December 2007 elected the conservative Lee Myung-bak as their next president, ending a decade of rule by liberals. Official ties remained frozen as Pyongyang media continued to heap childish insults on Lee. Upping the ante from words to deeds, but also shooting itself in the foot, from December the North placed restrictions on cross-border traffic and expelled most Southerners from the joint Kaesong Industrial Complex (KIC), just north of the Demilitarized Zone (DMZ). But the end of the year brought a possible way forward, with hints from both sides that they are considering a deal where the South would pay for the release of abductees and prisoners of war held by the North. It remains to be seen whether this will fly or how soon the two Koreas can tone down the enmity stoked over the past year. Meanwhile, nongovernmental interaction continues, albeit on a far smaller scale than during the former “Sunshine” policy.
