181. The North Korean Military Under Kim Jong-un Evolved or Still Following a Kim Jong-il Script?

Abstract:
This paper will address many issues and challenges that have occurred in the North Korean military since Kim Jong-un has taken over as the leader in North Korea. There have been numerous issues relating to strife in the North Korean military since 2011, and some have opined that this is because of Kim Jong-un's lack of control over this key institution within North Korea. The evidence confirms that there remain many challenges to Kim Jong-un gaining total control–and loyalty over the military. Largely to make up for this weakness, we have seen numerous purges and movement of officials within the North Korean leadership structure during the early stages of the Kim Jong-un regime. Kim Jong-un showed the world that he would use his military to conduct the same types of saber rattling that his father engaged in during the spring of 2013. But perhaps most importantly, North Korea has continued to advance its weaponry and capabilities since Kim Jong-un took over as the leader of the country. In fact, the country as a whole has not evolved - not in any way that can be easily seen. Quite to the contrary; it appears that the North Korean regime under Kim Jong-un is following a script laid out for it by Kim Jong-il and his advisors - many of whom are now in the power circle of Kim Jong-un. What has obviously been different in the early stages of the Kim Jong-un regime is the fact that, unlike his grandfather and his father, Kim Jong-un does not appear to have a strong grip on the military. This has led to large-scale purges and movement of officials from one position to another - even more so than occurred during the early years of his father's rule. But one thing is for certain, in following a script already laid out for him, Kim Jong-un will continue to maintain and upgrade the conventional military forces, the asymmetric forces, and the nuclear capabilities of his country.

Abstract:
This article will describe the recent status of the North Korean economy and its external trade as well as the derailed North-South economic interaction. Despite several attempts by North Korea to introduce change involving the term 'economic reform', North Korea has not yet advanced during the last thirty years. Its economic deadlocks are owed, first, to its very principles in which economic reform must be permissible only within the set of basic values held by the monoparty about "juche (self-reliant)" socialism. In other words, even partial decentralization is itself being centrally directed and eyed with military-first targets. Second, the North Korean leadership and its supporting elites, the final arbiters deciding how far it is permissible to open its system, are apprehensive that a change in its system would actually lead to the collapse of their established power structure. The fear of reform arbiters regarding a revolutionary bottom-up movement has played a role in inhibiting action. North-South economic cooperation as well as the resistance to North's external openness must also be considered for its potential positive and negative effects on the people in the monarchic hermit kingdom. North Korea is likely to remain little changed as long as Kim's family continues its current rule. The only chance for real change may occur if the young and liberal Kim Jung-eun wakes up and agrees to unite with South Korea.

Abstract:
Ever since previous North Korean leader Kim Jong-il passed away in December 2011, concerns about the new North Korean regime have been growing. Although the international community has worried mainly about the country's foreign policy, especially nuclear and missile threats, recent news about a purge in the North Korean leadership has brought to the fore the question of the regime's internal stability. Kim Jong-un has been steadily building a new system of governance, giving more power to the Korean Workers' Party apparatus at the expense of the armed forces. He has also shown interest in boosting North Korea's economy. In foreign and security policy, however, in the short term, North Korea is likely to continue on its previous uncompromising course.

185. Nuclear Deterrence: The Wohlstetter-Blackett Debate Re-visited

Abstract:
The Cold War debate between Albert Wohlstetter and Patrick Blackett over the requirements of effective deterrence is of profound relevance half a century later. The two thinkers offered systematic arguments for their maximalist (Wohlstetter) and minimalist (Blackett) positions. How we conceive of these requirements shapes the kinds of nuclear weapons doctrines, forces and postures we adopt. Whereas the Wohlstetter-Blackett debate was based largely on deductive logic, the opposing arguments can today be assessed on the basis of evidence drawing from nearly seven decades of strategic behaviour between nuclear rivals. An analysis of major confrontations in five nuclear dyads – United States-Soviet Union, United States-China, Soviet Union-China, India-Pakistan, and United States-North Korea – clearly offers much stronger support for Blackett?s minimalist case than for Wohlstetter?s maximalist one. Effective deterrence does not require second-strike capability as defined by Wohlstetter and the nuclear balance has no effect on a state?s capacity to deter. Consequently, the central tenets of orthodox nuclear deterrence theory and doctrine are shown to be without foundation. For policymakers, the optimal forces and postures required for effective deterrence are therefore less demanding and the hurdles in the path of arms control and at least partial disarmament less difficult to cross.

Abstract:
Nationalism and National Identities There is a strong tendency among public commentators and many scholars to view nationalism as a phenomenon of yesteryears. Hence the 19th and beginning of 20th centuries are usually identified as the heyday of nationalist movements, whereas much of the 20th and the beginning of this century are analysed through the prism of apparently more universalist ideologies: liberalism, socialism, conservatism, religious fundamentalism, anarchism, fascism or racism. The past two decades are in particular viewed as being characterised by the strong forms of universalist creeds: the world-wide proliferation of the neo-liberal doctrines and practices; the ever increasing globalisation of the economy, politics and culture; the intensive expansion of cosmopolitanism, individualism and transnational identities; and conspicuous religious revivals. However, despite all these major organisational and ideological transformations that have taken place nationalism did not vanish. On the contrary, nationalist doctrines and practices have demonstrated resilience and ability to adapt to different political and economic conditions and to co-exist with very different belief systems. Hence, nationalist discourses were crucial for the justification of the communist rule in Romania of the 20th century and in Stroessner's right wing dictatorship in Paraguay just as they were in the democratic USA and France. This has not changed dramatically in this century as the strong nationalist sentiments underpin such diverse political orders as Islamist Iran, communist North Korea, and liberal Denmark. Nationalism remains a potent source of popular legitimacy.

187. See No Evil: South Korean Labor Practices in North Korea

Economic engagement between South and North Korea is often justified as a means of encouraging economic and social evolution in North Korea, with the ultimate goal of national unification. The South has invested heavily in the North, and firms have employed more than 50,000 workers. Yet expectations of a transformational impact rest on unexamined assumptions. The North recognizes the Trojan horse nature of the engagement policy: results of an original survey of South Korean employers show that the North Korean government has largely circumscribed the exposure of its citizens to both South Koreans and market-oriented economic practices, in the process violating labor rights defined by covenants to which both countries belong. The problem seems intractable, given that South Korea's diplomatic commitment to engagement with North Korea trumps labor rights concerns and South Korean firms perceive that the North Korean status quo confers benefits. As the experience of labor rights movements elsewhere shows, conditions will likely improve only if an aroused citizenry—here, the South Koreans—demands change.

Abstract:
This article explains cooperation problems between powerful democratic states and weak non-democratic states in the context of nuclear non- proliferation. Focusing on the interactions of the United States with North Korea, Iran, and Libya, it suggests that power asymmetry and information asymmetry foster mutual distrust by exacerbating two main strategic obstacles to cooperation: the time inconsistency of the stronger state's policy and the incomplete information regarding the non-democratic states. The nature of negotiations over nuclear weapons programs further exacerbates these problems. The overall implications of this article leave us pessimistic about the possibility of negotiated nuclear dis-armament, but the theoretical analysis may help the negotiation strategy of the United States.

In recent years, despite a history of enmity and armed conflict that never really ended after the Korean War more than 60 years ago, South Korea has been a major investor in North Korea, and South Korean firms have employed more than 50,000 North Korean workers. South Korea's stated goal has been to encourage sufficient economic progress by North Korea, emboldening it toward establishing a meaningful basis for reconciliation and, ultimately, national unification. The expectation, or at least the hope, has been to use economic engagement to lessen the North's direct state control over the economy and to encourage the development of a middle class that might demand greater internal opening. The goal, as enunciated by former South Korean President Kim Dae-jung, has also been to foster a rise of interest groups with an enhanced stake in peaceable external relations.
