Abstract:
Clearly, Washington and Beijing do not see eye to eye on North Korea. From the U.S. perspective, North Korea is a rogue state (one that is still technically a U.S. enemy, to boot), with an announced intent to develop further its nuclear capability and acquire nuclear weapons—in spite of formal agreements in which Pyongyang promised not to engage in such pursuits. Pyongyang's rhetoric and behavior highlight its willingness to use nuclear blackmail as a tool for achieving its aims. It has heightened tensions by implying that it might export nuclear weapons or fissile material if its needs are not met. Summed up, North Korea poses a tangible, real-time threat to U.S. allies in East Asia and to U.S. national security interests.

Abstract:
The National Security Strategy of the United States of America (September 2002) provides an important framework from which to examine the current crisis on the Korean Peninsula and other challenges in Northeast Asia. With its focus on terrorism and weapons of mass destruction (WMD), this strategy is concerned with North Korea as much as, if not more than, any other state. In particular, North Korea poses a unique set of challenges in regard to WMD. North Korea stands in sharp contrast to the Republic of Korea (ROK) on issues such as human rights, democracy, and market economies. The National Security Strategy suggests that the United States should revitalize its alliance with South Korea, while encouraging North Korea to transform its political and economic system. Yet South Korea and the United States are currently having some difficulties in developing a consensus on how to approach Pyongyang, and appear to have no clear plan to operationalize the strategy to deal with North Korea.

The North Korean problem is composed of two inter-related issues, namely nuclear weapons and missiles. The current quasi-crisis on the Korean peninsula has resulted mainly from disputes over North Korea's nuclear weapons development that involves three dimensions. The first dimension is the suspicion on its past possession of nuclear warheads (one or two) before the signing of the Geneva Agreed Framework (Agreed Framework) in 1994. The second one centers on present nuclear issues related to reprocessing of 8,000 spent fuel rods stored in water pond and manufacturing and exports of plutonium as well as production of additional nuclear warheads, which were previously frozen by the 1994 Agreed Framework. The third dimension is the future nuclear problem associated with the development of highly enriched uranium (HEU) program. The United States claims that North Korea admitted its existence during its special envoy, James Kelly's visit to Pyongyang in October 2002.

Despite the passage of 50 years since an armistice ended military hostilities, the Korean peninsula remains divided, a Cold War vestige that seemingly has been unaffected by the evolution that has occurred elsewhere. If anything, US confrontation with North Korea—a charter member of its “axis of evil”—has intensified in recent years. Yet today, increasing numbers of South Koreans, accustomed to living for decades in the shadows of the North's forward-deployed artillery, do not regard the North as a serious threat. Growing prosperity and confidence in the South, in marked contrast to the North's isolation and penury, have transformed fear and loathing into pity and forbearance. Instead, it is the United States, an ocean away, that regards the North and its nuclear weapons program with alarm. As the United States has focused on the nuclear program, its ally, South Korea, has observed the North Koreans' nascent economic reforms and heard their talk of conventional forces reduction, and the gap in the two countries' respective assessments of the North Korean threat has widened dangerously, threatening to undermine their alliance.

President george W. Bush's new Nuclear Posture Review harks back to the stone age, or at least to the 1950s, when America's most beautiful minds struggled to devise a strategy to deal with the original rogue state — the Soviet Union. The latest exercise to devise a nuclear strategy to neutralize threats of weapons of mass destruction wielded by the 2002-class of rogue states such as Iraq and North Korea is proof that time folds over on itself, and that higher-order nuclear intelligence is as elusive as table-top fusion. This repetition of history isn't funny, but it is dangerous.

As is the case with North Korea, experts differ over the seriousness of the Iranian threat. Most experts believe that Iran continues to pursue the development of long-range missiles, and of nuclear and biological warheads. Much will depend heavily on whether President Khatami and the more moderate elements in Iran's leadership can consolidate power and rein in Iran's hardline extremists, as well as on Iran's perception of the threat the US poses once it is ready to deploy and the cost of that deployment. This creates an extremely uncertain political climate.

President George W. Bush's reference to an "axis of evil" in his State of the Union address accurately captures the ties among Iran, Iraq, and North Korea. The president also usefully highlighted the overlap between proliferation and terrorism. In the end, there are more benefits than costs in using such confrontational language.
