231. Over-promising and under-delivering? Ambitions and risks in US defence strategy

Abstract:
The United States has entered a period of strategic change. After spending more than a decade fighting a global counterterrorism campaign and two ground wars, it now faces shifting security challenges. The United States has killed Osama bin Laden and decimated the core leadership of Al-Qaeda and like-minded groups in Pakistan, but regional Al-Qaeda affiliates in Yemen and the Horn of Africa have taken the lead in planning and attempting terrorist attacks. American troops have left Iraq and are leaving Afghanistan, but 15,000–30,000 may remain in Afghanistan after 2014 to train Afghan forces and strike terrorist cells. Iran continues to pursue the ability to produce nuclear weapons rapidly should its supreme leader decide to do so, further destabilizing a Middle East region shaken by the Arab Spring. China continues to invest heavily in military modernization, raising sharp concerns among its neighbours. North Korea may continue to lash out militarily as its new leader Kim Jong Un seeks to demonstrate control. Last but certainly not least, the global economy remains fragile, the American economic recovery has stagnated, and US policy-makers have responded to rapidly growing American debt by reducing government spending in numerous areas, including defence. The size of these budget cuts may increase substantially in the months ahead.

232. The UN Arms Trade Treaty: arms export controls, the human security agenda and the lessons of history

Abstract:
The UN-led process aimed at negotiating an arms trade treaty (ATT), formally launched in 2006, reached the end of its mandate on 27 July 2012 after a four-week negotiating conference. The conference had been tasked with reaching consensus on an international treaty to establish the 'highest possible common international standards for the transfer of conventional arms'. Such a task was always going to be hard to achieve, but it was widely assumed that there was broad acceptance of a draft treaty text that was circulated on the penultimate day of the conference. However, on the final day the United States declared that the text needed further work and they proposed convening another conference to conclude negotiations. Russia, North Korea, Cuba and Venezuela supported the US position. At the time of writing it is unclear whether the next stage in the ATT process will be a vote on the adoption of the draft treaty text in the General Assembly in December 2012, an additional round of UN negotiations or something else entirely.

Abstract:
This report on the U.S.-Japan alliance comes at a time of drift in the relationship. As leaders in both the United States and Japan face a myriad of other challenges, the health and welfare of one of the world's most important alliances is endangered. Although the arduous efforts of Assistant Secretary of State Kurt Campbell and his colleagues in both governments have largely kept the alliance stable, today's challenges and opportunities in the region and beyond demand more. Together, we face the re-rise of China and its attendant uncertainties, North Korea with its nuclear capabilities and hostile intentions, and the promise of Asia's dynamism. Elsewhere, there are the many challenges of a globalized world and an increasingly complex security environment. A stronger and more equal alliance is required to adequately address these and other great issues of the day.

234. A Double-Edged Sword: Information Technology in North Korea

With North Korea's tightly controlled and isolated population, the rise of information technology—specifically cell phones and an intranet—is an unprecedented development. In the last decade, a domestic intranet was launched and a cell phone network was created. Both of these form a closed, domestic system, which the regime hopes will allow for productivity gains from increased coordination and the sharing of state-approved information, while keeping out foreign influences. North Korea is now confronted with the challenge of how to reap the economic benefits of an IT system, while avoiding the social instability that may accompany it. The country has made a fundamental shift from a state that limits access to information technology to ensure the security of the regime, to one that is willing to use it as a tool, at least among a certain privileged class, to support the development of the nation. Although North Korea is stable for now, over the next decade, information technology has the potential to transform the state and it also creates a strong incentive to integrate North Korea into the dynamic economies of Northeast Asia.

Abstract:
As the United States resets in the wake of Iraq and Afghanistan, and in the face of growing uncertainty in the South China Sea, a good and important debate is occurring about how best to provide for our national security. Reasonable arguments can be made about the threats posed by potential peer competitors such as China, rogue nations such as North Korea, and prospective revisionist powers such as Russia. Arguments can be made about threats arising from political instability or intrastate conflicts, such as in Pakistan, Uganda, and Syria. Arguments can also be made about the threats posed by jihadi terror groups, organized crime syndicates, and drug trafficking organizations. The dangers highlighted by any one of these arguments are real and perhaps grave. They are not, however, novel.

236. Gender in Transition: The Case of North Korea

Abstract:
This paper uses a survey of 300 North Korean refugees to examine the experience of women in North Korea's fitful economic transition. Like other socialist states, North Korea has maintained a de jure commitment to women's rights. However, the authors find that women have been disproportionately shed from state-affiliated employment and thrust into a market environment characterized by weak institutions and corruption. As a result, the state and its affiliated institutions are increasingly populated by males, and the market, particularly in its retail aspects, is dominated by women. Among the most recent cohort of refugees to leave North Korea, more than one-third of male respondents indicate that criminality and corruption is the best way to make money, and 95 percent of female traders report paying bribes to avoid the penal system. In short, the increasingly male-dominated state preys on the increasingly female-dominated market. These results paint a picture of a vulnerable group that has been disadvantaged in North Korea's transition. Energies are directed toward survival, mass civil disobedience is reactive, and as a group, this population appears to lack the tools or social capital to act collectively to improve their status.

237. The Microeconomics of North–South Korean Cross-Border Integration

Abstract:
Economic integration between North and South Korea occurs through three modalities: traditional arm's-length trade and investment, processing on commission (POC) trade, and operations within the Kaesong Industrial Complex (KIC). In order, these three modalities are characterized by decreasing exposure of South Korean firms to North Korean policy and infrastructure. Through a survey of 200 South Korean firms operating in North Korea, the authors find that these modalities of exchange matter greatly in terms of implied risk. For example, firms operating in the KIC are able to transact on significantly looser financial terms than those outside it. The authors find that direct and indirect South Korean public policy interventions influence these different modalities of exchange and thus impact entry, profitability, and sustainability of South Korean business activities in the North. In effect, the South Korean government has substituted relatively strong South Korean institutions for the relatively weak Northern ones in the KIC, thus socializing risk. As a result, the level and type of cross-border integration observed in the survey is very much a product of South Korean public policy.

238. Networks, Trust, and Trade: The Microeconomics of China–North Korea Integration

A central hope of engagement with North Korea is that increased cross-border exchange will encourage the strengthening of institutions, and eventually, a moderation of the country's foreign policy. An unprecedented survey of Chinese enterprises operating in North Korea reveals that trade is largely dominated by state entities on the North Korean side, although the authors cannot rule out de facto privatization of exchange. Little trust is evident beyond the relationships among Chinese and North Korean state-owned enterprises. Formal networks and dispute settlement mechanisms are weak and do not appear to have consequences for relational contracting. Rather, firms rely on personal ties for identifying counterparties and resolving disputes. The weakness of formal institutions implies that the growth in exchange does not conform with the expectations of the engagement model and may prove self-limiting. The results also cast doubt that integration between China and North Korea, at least as it is currently proceeding, will foster reform and opening.

Abstract:
Is revolution similar to the Arab Spring possible in North Korea? The answer from most scholars and intelligence analysts has been “no”—that the Pyongyang regime's stability in the aftermath of the events in the Middle East and North Africa is an “old question” that was answered in the 1990s when the DPRK (Democratic People's Republic of Korea, North Korea) faced the most critical test of its life, and survived. The collapse of the Soviet Union, the drastic cuts in patron aid from China, and the onset of famine that killed hundreds of thousands all constituted the ultimate test of DPRK stability, and the regime staggered on through it all. Thus, the assumption is that the Arab Spring has little relevance to the DPRK. The scholarly literature tends to support this assessment. Scholars like Georgetown University's Daniel Byman have argued that Kim Jong-il has effectively “coup-proofed” himself through an elaborate system of patronage, bribery, and draconian rule.

240. Strategizing aid: US–China food aid relations to North Korea in the 1990s

Abstract:
This study sets out to analyze strategic relations of two major donors – the United States and China – in delivering food aid to North Korea in the 1990s. By reviewing the historical evolution of US–China strategic relations in line with food aid and adopting a game model to verify historical findings, it addresses two significant observations. First, the North Korean food aid dynamics were constructed and crystallized by donors' strategic interactions, rather than humanitarian intention to save the famine-stricken North Korea. Both donors first took into account strategic interests in aid dynamics, and then utilized food aid as a strategic instrument for their own purposes. Second, any multilateral cooperation for delivering food aid to North Korea dooms to failure, despite the potential of aid coordination among donor states. Donors' competition for the primacy in the region of Northeast Asia hampered policy coordination for institutionalizing aid networks. It is concluded that the two donors were bound to strategize food aid as a logical outgrowth of their own interests in the wake of North Korea's humanitarian disasters.
