21. US Aid to Egypt: The Challenge of Balancing National Interest and Human Rights

Abstract:
The United States provides generous aid to developing countries around the world. However, one of the conditions for aid giving is to first make sure that the receiving country is not involved in human rights violations. In this respect the US has also passed legislation in 1970s that clearly forbids aid, both economic and military, to a country involved in human rights violations. While such legislation is in place, the actual practice of aid giving often ignores the human rights violations. In this article, we focus on the US aid giving to Egypt and explore whether the US took into consideration the aspect of human rights violation by the latter. Examining US economic and military aid to Egypt over an extended period of several decades covering various regimes including that of President Sisi, we conclude that the US has consistently ignored the aspect of human rights violations as the country is vital for safeguarding US foreign policy goals in the region.

Abstract:
The United States has stated it is in a strategic competition with China. Analysts and actors identify the need to rapidly iterate through concepts and capabilities to develop new, more effective means of engaging in that competition. At present, however, the Department of Defense underutilizes publicly available data and the software development community to build tools that enable faster modeling, hypothesis testing, and variability analysis than traditional wargaming or modeling alone. This brief describes the speed and utility of developing a simple software tool to stress test a hypothetical People’s Republic of China (PRC) surprise attack against U.S. facilities in the Indo-Pacific.

Mazarr argues that amid escalating U.S.-China tensions, American policymakers are gravely underprepared to manage the episodic crises that form an inevitable part of great power rivalry. Abstract:
In recent months, the European Union has adopted several sweeping digital regulations, such as the Digital Services Act (DSA) and Digital Markets Act (DMA), while proposing a number of new measures—including the Data Act, the Artificial Intelligence Act, and the Media Freedom Act. These regulations will shape, likely quite dramatically, the environment for doing digital business in Europe and beyond. They will have profound implications on the leading U.S. digital service providers designated by the European Union as “gatekeepers”—large digital services providers that are expected to adhere to regulatory requirements—as well as these companies’ hundreds of millions of transatlantic European business and individual customers. By impacting primarily U.S. companies instead of Asian or European ones, Europe’s digital policies will also shape U.S. and European global strategic and national security interests. This study will assess the potential implications of new and proposed EU digital acts on U.S. digital service providers, on their customers in Europe and the United States, and on the EU and U.S. economies and exports.

Abstract:
The war in Ukraine has already shown how dangerous it is for the U.S. to assume that it can rebalance its forces to one region and count on a lasting peace or detente in others. It now is all too clear that U.S. strategy must continue to focus on Europe as well as China. What is less clear is the extent to which the Ukraine War is an equal warning that the U.S. must have a truly global strategy – and one that continues to focus on other critical regions like the Middle East. The sudden escalation of the Ukraine crisis into a major regional conflict and the need for political and diplomatic support in the UN as well as for sanctions are warnings that much of the U.S. success in deterrence and defense lies in creating long-term global diplomatic and political support as well as true and lasting strategic partnerships.

Abstract:
Although U.S. strategic competition with China and Russia is often presented as a challenge with two separate fronts, this brief argues that the Euro-Atlantic and Indo-Pacific theaters are increasingly linked. Insofar as preserving a favorable balance of power in these two regions hinges largely on U.S. power, and as long as they both continue to exercise a significant pressure on U.S. defense resources, their alliance and deterrence architectures should be looked at from an inter-theater perspective. Thus, optimally managing atwo-front challenge would require a serious effort to bridge U.S.-led alliances in both regions.

Panelists: Eric Heginbotham is a principal research scientist at MIT’s Center for International Studies (CIS) and SSP. He is a specialist in Asian security issues. Before joining MIT, he was a senior political scientist at the RAND Corporation, where he led research projects on China, Japan, and regional security issues. Ketian Vivian Zhang is an assistant professor of international Security in the Schar School of Policy and Government at George Mason University. She studies rising powers, coercion, economic statecraft, and maritime disputes in international relations and social movements in comparative politics, with a regional focus on China and East Asia. Ali Wyne is a senior analyst with Eurasia Group's Global Macro practice, where he focuses on US-China relations and great-power competition. Our reasoning is straightforward: for better or worse, Ukraine will never be as important to the West as it is to Russia—and this would be true even if Ukraine was the only item on their respective stra- tegic agendas. But this last is very far from being the case today—cer- tainly for the United States, whose leadership of the West has again been reaffirmed thanks to the conflict over Ukraine. To main- tain and perhaps even strengthen that leadership against China—a country that Biden defines as being in “competition [with the United States] to win the twenty-first cen- tury”—America stands to benefit greatly from bringing Russia back in from the cold.

Abstract:
Azerbaijan’s victory in the Second Karabakh War has created a new geopolitical reality in the South Caucasus and the Caspian region. This new geopolitical reality creates challenges and opportunities for the United States. Azerbaijan’s victory in the war means that NATO member Turkey’s influence in the South Caucasus, and by extension Central Asia, is on the rise. If Washington and Ankara can get their bilateral relationship back on track, Turkey’s ascendancy in the region can benefit broader U.S. strategic interests. In the aftermath of the conflict there is also an opportunity for America to increase and deepen regional economic and energy cooperation. However, Moscow now has troops—either by invitation or by occupation—in all three countries of the South Caucasus and in Kazakhstan on the other side of the Caspian. From the American point of view, this does not help bring stability or security to the region. Azerbaijan is in a strategic region where many U.S. geopolitical interests converge. Since 2001, Azerbaijan has proven to be a reliable partner for America against terrorism as well as in the war in Afghanistan. With the new geopolitical reality in the region, U.S. policymakers would be remiss to ignore this limited window of opportunity for improving Washington’s relationship with Baku.
