71. Will artificial intelligence challenge NATO interoperability?

Abstract:
NATO has arguably been the most successful alli- ance of its kind, and much of this success can be attributed to its cohesion in the face of various threats. At the heart of this cohesion lie two import- ant notions: burden sharing between members; and interoperability. The Alliance’s cohesion however has increasingly come under pressure over the last two decades, and there are growing challenges with the level of interoperability between member coun- tries. While numerous technical and political factors influence interoperability, the emergence of disrup- tive technologies such as genetic engineering, nano- technology, additive manufacturing and robotics, are likely to make this challenge more acute in the next two decades. Of the many technologies rapidly emerging, none is likely to have as significant an impact as that of artificial intelligence, which combines with other technologies and multiply their effect by allowing the development of advanced autonomous systems. And while the latter holds the promise of develop- ing new classes of weapons with great military po- tential, its asymmetrical adoption among the various NATO allies could also lead to significant interoper- ability problems.

Abstract:
Half of all Americans believe their personal information is less secure now than it was five years ago, and a sobering study from the Pew Research Center reveals how little faith the public has in organizations, whether governmental or private-sector, to protect their data—and with good reason. In 2017, there was a disastrous breach at Equifax, Yahoo’s admission that billions of its email accounts were compromised, Deep Root Analytics’ accidental leak of personal details of nearly two hundred million U.S. voters, and Uber’s attempt to conceal a breach that affected fifty-seven million accounts. Individuals are left stymied about what action they can take, if any, to protect their digital assets and identity. Nuala O’Connor Yet record-shattering data breaches and inadequate data-protection practices have produced only piecemeal legislative responses at the federal level, competing state laws, and a myriad of enforcement regimes. Most Western countries have already adopted comprehensive legal protections for personal data, but the United States—home to some of the most advanced, and largest, technology and data companies in the world—continues to lumber forward with a patchwork of sector-specific laws and regulations that fail to adequately protect data. U.S. citizens and companies suffer from this uneven approach—citizens because their data is not adequately protected, and companies because they are saddled with contradictory and sometimes competing requirements. It is past time for Congress to create a single legislative data-protection mandate to protect individuals’ privacy and reconcile the differences between state and federal requirements.

73. Cybersecurity and the New Era of Space Activities

Abstract:
The tasks of securing outer space and cyberspace are converging. The internet increasingly depends on space-enabled communication and information services. Likewise, the operation of satellites and other space assets relies on internet-based networks, which makes these assets, like cars and medical equipment, devices on the internet of things. New government actors, companies, goals, and technologies are expanding and transforming space activities. However, neither space policy nor cybersecurity policy is prepared for the challenges created by the meshing of space and cyberspace, which could increase national security risks. To meet these challenges, government, industry, and international action is needed. The Donald J. Trump administration’s National Space Council should develop cybersecurity recommendations for space activities, and federal agencies should prioritize these within the government and in cooperation with the private sector. In crafting needed legislation for commercial space activities, Congress should bolster industry efforts to strengthen cybersecurity. Private-sector actors should strengthen their adoption of cybersecurity best practices and collaborate with one another on improving implementation of cybersecurity strategies. Internationally, the United States should pursue collaboration on space cybersecurity through the North Atlantic Treaty Organization (NATO), plurilateral space cooperation mechanisms, and bilateral forums.

74. Access to Capital for Urban Innovators: Report to the Bank of America Charitable Foundation

Abstract:
Urban innovators share a commitment to using new approaches, and often new technologies, to tackle long-standing challenges that seem unsolvable to others and that affect a large number of cities. Despite urban innovators’ insightful ideas on new ways to solve metropolitan areas’ most difficult challenges, many lack access to critical resources, tools, and funding. These access to capital hurdles most severely affect women entrepreneurs and entrepreneurs of color, who historically have lacked opportunities for creating their own ventures, building wealth, and achieving financial empowerment. Throughout 2016 – 2017 the Aspen Institute Center for Urban Innovation worked with partner programs and organizations to demonstrate the sustainable impact urban innovators have when they have access to the capital necessary to start, grow, and stabilize their organizations and businesses. We learned from entrepreneurs, leaders of support organizations, government officials, and funders from capital-heavy places such as Silicon Valley, New York, and Boston, but also from places starting to garner more attention for their innovation-friendly cultures such as Buffalo, Cincinnati, and New Orleans. The Access to Capital for Urban Innovators report highlights the lessons learned from several convenings and programs focused on strategies to eliminate barriers to resources for women entrepreneurs and entrepreneurs of color. We heard firsthand what urban innovators need to achieve success, and put forth principles and ideas on ways different sectors can improve their cities’ economy and become centers of inclusive prosperity

75. Worker Training Tax Credit: Promoting Employer Investments in the Workforce

Rapid advances in technology, including artificial intelligence and automation, are transforming industries and reshaping the skills necessary to secure and keep a job. In response, U.S. workers will need to acquire skills that are not easily automated or that complement ever-changing technology. Yet, data suggest an alarming trend: there is a steady decline in the amount employers are investing in their workforce.[1] Federal and state policymakers should consider using tax incentives to encourage additional workforce training investments. To accomplish this, in May 2017 the Future of Work Initiative proposed the Worker Training Tax Credit. Modeled on the popular Research and Development (R&D) Tax Credit, this new tax credit could be used by small and large businesses to invest in training for their low- and middle-income workers. Based on economic modeling recently conducted by District Economics Group, the Worker Training Tax Credit would cost roughly $146.5 million over ten years, and lead businesses to increase training investments by 8.5 percent. Because the tax credit excludes training provided to high-income workers, these induced training investments would provide greater opportunity to low- and middle-income workers.

This IFPA National Security Update examines electromagnetic pulse (EMP), the potentially catastrophic threat it poses to the United States, the potential impacts of an EMP event, and sets forth as a national priority a two-pronged strategy to counter the EMP threat that includes ballistic missile defenses and the protection of critical U.S. infrastructures. In early 2017, the Institute for Foreign Policy Analysis initiated an online series entitled National Security Update. Its purpose is to examine key foreign policy/defense issues and to set forth policy options. These updates are made available to the broad policy community within and outside government, including key policy makers in Washington, D.C.; members of Congress and their staffs; academic specialists; and other members of the private-sector security community. Future National Security Updates will address a range of topics in an effort to provide timely analyses and policy options.

The issues that faced the Obama administration and will face the Trump administration—as well as the basic policies and programs—had roots in previous generations, some of them going back to the 1970’s and President Richard Nixon’s administration. Many programs conceived and developed during previous administrations continued, evolved, and were expanded during subsequent administrations. These programs include antiterrorism training for American and foreign law enforcement officials, the interagency Counter Terrorism Financing (CTF) and Countering Violent Extremism (CVE) programs, and the ever pressing need for improved international cooperation and intelligence sharing. They are likely to continue, in one form or another, as ongoing efforts. This article is adapted from a draft of a forthcoming book: U.S Counterterrorism efforts, from Nixon to Bush. 79. Hard Times for Soft Power: A Q&A with Joseph Nye

Last December, the Weatherhead Center recognized the upcoming retirement of University Distinguished Service Professor Joseph S. Nye, Jr. by dedicating the 2016 Manshel Lecture on American Foreign Policy to him. One of the most influential foreign affairs scholars of our time, Nye served as Center director from 1989 to 1992—though his roots at the Center trace back to its infancy in 1961, when he was a research assistant to Director Robert Bowie. Nye's accomplishments run deep. He began his distinguished career as a Harvard faculty member at the Kennedy School of Government in 1964, and became the school's dean in 1995. He held security appointments in both the Carter and Clinton administrations, and his thought leadership has influenced heads of state and policy makers around the world. He is perhaps best known for coining the term “soft power,” which describes the ability of states or institutions to attract and persuade others through noncoercive means. The Weatherhead Center sat down with Nye to discuss the fate of soft power in the context of current US foreign affairs—and also asked him to share his memories of early days at the CFIA.

Abstract:
Depending on the industry, piracy either stifles economic growth or fosters innovation. In many technology and pharmaceutical industries, piracy impedes innovation because of its deleterious effect on profits, whereas in the fashion industry, piracy drives participants to produce the latest, trendiest designs. The business strategy of software producers, intellectual property owners, and computer device manufacturers has a substantive impact on piracy, not fully captured in the current literature. My research focuses on how business factors—the competitive landscape of device manufacturers, the evolving strategy of intellectual property owners, and the shift away from traditional licensing models—affect intellectual property rights and software piracy in high-growth countries.
