Abstract:
CCAS, in partnership with the University of Kurdistan, brought together 40+ researchers this spring to discuss durable solutions to forced displacement in Iraq. Iraq has suffered from massive internal displacement for several decades, but with the rise of the Islamic State of Iraq and the Levant (ISIL) the numbers of those displaced have grown drastically. More than three million Iraqis—or ten percent of the country’s population—currently live as internally displaced persons (IDPs). In an effort to address this crisis, the Center for Contemporary Arab Studies (CCAS) and the Institute for the Study of International Migration (ISIM) at Georgetown recently joined efforts with the University of Kurdistan, Hawler (UKH) and the International Organization for Migration (IOM) to host the conference “Migration and Displacement in Iraq: Working Towards Durable Solutions.”

Abstract:
The human rights crisis in Mexico and particularly the one with migrants in transit through Mexico is not coincidental. The increased securitization of migration has transformed it into a security issue, causing it to be a threat to the national security. The mechanisms and strategies to fight against this crisis has led to terrible consequences to the thousand of migrants that pass through Mexico every year. As stated by David Harvey, the conceptualization of the irregular migration as a threat to the Nation-States has occurred as a consequence of the “global unequal capitalist integration”. This is a structural process that promotes global inequality in a parallel way, creating the undocumented as the others unwanted (Álvarez and Guillot, 2012:24). We then have migration as a phenomenon characterized by the economic globalization and the predominance of the logic of social exclusion, that it reveals itself as a feature for nations and families in their need to seek, among other things, improved living conditions in places that are different from their place of origin

33. The Limits of Material Benefits: Remittances and Pro-Americanism in Mexico

Abstract:
We explore how the reception of remittances affects perceptions of the bilateral relationship between Mexico and the United States. Scholars have claimed that the economic benefits of the relationship with the US prevail over imperialistic concerns as a result of the asymmetry of power between the two countries. Empirical research shows that Latin American public opinion is indeed more supportive of the US than theory indicates. However, we identify two gaps in this literature. First, scholars have explored the determinants of generic expressions of sentiment toward the US, overlooking more concrete instances of cooperation between the two countries. Second, scholars have focused on trade and investment and have ignored how the material gains of emigration shape attitudes toward the US. The present paper fills these two gaps by using novel survey data on the bilateral relationship between Mexico and the US. On one hand, we find that while the reception of remittances correlates positively with good sentiments toward the US, the recipients of remittances are consistently more opposed to cooperation with the US in the fight against drug trafficking. We argue that this finding can be explained by the different nature of the migratory phenomenon, and the connection between anti-drug trafficking policies and the close scrutiny of illegal flows of money and people.

The Center for Migration Studies of New York (CMS), a nonpartisan think tank/educational institute focusing on the study of international migration, and the Scalabrini International Migration Network (SIMN), a not-for-profit organization focusing on protection and development programs for migrants, traveled to El Salvador, Guatemala, and Mexico from August 15 to 22 to visit migrant shelters operated by the religious Congregation of the Missionaries of St. Charles Borromeo, Scalabrinians. The delegation toured migrant detention and return facilities, met with public officials and nongovernmental organizations (NGOs), and assessed how the US-Mexico policies of deterrence and interdiction have impacted the region and particularly those seeking to flee the record levels of violence in the Northern Triangle states of Central America.

35. A Medium- and Long-Term Plan to Address the Central American Refugee Situation

Abstract:
It is impossible to understand the flow of refugees emanating from Guatemala, Honduras, and El Salvador—collectively, known as the Northern Triangle of Central America—without understanding the security and economic conditions in each of the three countries. Despite important differences, the three Northern Triangle countries are among the poorest in the Americas and the most violent in the world. Based on statistics from the U.N. Office on Drugs and Crime, or UNODC, Guatemala, Honduras, and El Salvador were three of the five most dangerous countries in the world in 2013—the last year for which U.N. statistics are available. That year, Honduras had the world’s highest per capita homicide rate, at 90.4 homicides per 100,000 people; El Salvador ranked fourth, with a rate of 41.2 homicides per 100,000 people; and Guatemala was fifth, with a rate of 39.9 homicides per 100,000 people. Since then, the situation in El Salvador has dramatically worsened following the 2014 breakdown of a 2012 truce between two of its largest and most powerful street gangs: MS-13 and Barrio 18. In 2015, El Salvador became the most dangerous country in the Western Hemisphere, with a homicide rate of 108.5 per 100,000. This made it 24 times more dangerous than the United States, which had a homicide rate of 4.5 per 100,000 in 2014. The violence in some of these countries’ cities is even worse. For example, San Salvador, the capital city of El Salvador, averaged one murder every hour in August 2015—the highest number of murders since the end of the country’s horrific civil war in 1992.5 The 2015 homicide rates in both Honduras and Guatemala improved to 62.5 and 29.2 homicides per 100,000 people, respectively.

36. A Short-Term Plan to Address the Central American Refugee Situation

Abstract:
Over the past half-decade, rising violence and structural poverty in the Northern Triangle region of Central America—which encompasses El Salvador, Honduras, and Guatemala—have pushed thousands of children and families to flee for safety. These three countries are some of the most dangerous on the planet, with high rates of homicide and specifically femicide—the killing of women and girls. Violence, corruption, and extortion play a big part in everyday life. Since 2014, more than 120,000 children and another 120,000 people in family units from this region have arrived in the United States seeking protection. The flow of these asylum seekers peaked in fiscal year 2014 before dipping, perhaps temporarily, in FY 2015. This drop occurred not because conditions improved in the region but because of a sustained effort by the U.S. government—with the help of Mexico and the Northern Triangle countries—to stop people from making the dangerous journey or to intercept them on the way to the United States. This year, in FY 2016, the numbers of children and families arriving in the United States have begun to rise again as conditions in the region continue to deteriorate. This report lays out short-term recommendations for ensuring that all asylum seekers who reach the United States receive a full and fair shot at protection. The recommendations are structured to follow the process that children and families go through when seeking protection: arrival in the United States, custody determinations and detention, and proceedings in the immigration courts.

Using the concept of political generations, Pedraza traces the evolution of the Cuban exile, mostly in Miami, and the Cuban revolution, in the island. Political generations refers to young people that in their transition from adolescence to adulthood experienced dramatic historical events that marked their consciousness. Pedraza identifies several major political generations that developed during the course of the Cuban revolution and its exile.

38. “Creating a Home away from Home”: Chinese Undergraduate Student Enclaves in US Higher Education

Abstract:
This paper draws on the theory of ethnic enclaves to study Chinese international student communities and their role in constructing Chinese undergraduate student experiences on US campuses. Enclave theory has primarily been used by sociologists to study immigrant and diaspora populations, but it can also provide an important analytical tool for scholars examining the internationalisation of student populations in higher-education settings. Student interviews and participant observation at a representative research-intensive, doctoral-granting institution in the American Midwest indicate that institutional and media characterisations of Chinese international student communities as closed and segregated are far too simplistic. Chinese student enclaves provide their members with crucial information, support, and social spaces that help them adapt to – and in turn change – their host institutions. Chinese students are active participants in and creators of campus cultures that are often in- visible to university administrators, faculty, and peers.

The proliferation of illicit cross-border flows in the Americas—ranging from unauthorized migrant workers and psychoactive substances to arms and dirty money—is often portrayed as an alarming and unprecedented challenge to borders and government authority in the region.1 Policing such border flows has also become an increasingly prominent (and sometimes highly divisive) issue in U.S. relations with its neighbors, as Washington has pushed for tighter border controls and more intensive crackdowns on smuggling.

The human traffic networks of Latin-Americans immigrants, managed by human traffickers or “polleros”, constitute an actual social phenomenon that affects the security structures in all borders of the American continent. The objective of this research is to analyze how the impact that problems, like uneven distribution of income and the lack of job opportunities in Latin America, affect the raising of human traffic networks and “polleros”. At the same time, it will be exposed the abuses that the “polleros” commit against the immigrants, and several measures that have been adopted in the international level to eradicate this problem.
