Abstract:
Puerto Rico’s fate is captive to the changing priorities of the United States. In this essay I will explore how changes in U.S. colonial administration of Puerto Rico appear to closely correspond to changing U.S. national security concerns and geopolitical priorities. For the purposes of this work, I divide the history of Puerto Rico under American colonial rule into three periods: (1) 1898–1945: From the U.S. acquisition of Puerto Rico until the end of World War II. During this period, the United States’ colonial policy focused on using Puerto Rico to contain European expansion into the Caribbean and to protect the Panama Canal. (2) 1946–1991: From the start of the Cold War until the collapse of the Soviet Union. The United States used Puerto Rico as a propaganda tool in its ideological battles with the Soviet Union and its allies, especially Cuba. (3) 1992–Present: From the end of the Cold War to the present. During this most recent phase, Puerto Rico’s strategic importance to U.S. national security comes to an end. The U.S. domestic political and economic situations drive colonial policy.

6. A Tale of Two Storms: U.S. Army Disaster Relief in Puerto Rico and Texas, 1899-1900

Abstract:
This article argues that the disaster relief efforts following hurricanes in Puerto Rico in 1899 and Galveston, Texas, in 1900 represent a watershed in American military history. These two cases highlight a critical juncture where the U.S. Army became the lead federal agency in imperial and domestic disaster relief and established a precedent that lasted well into the twentieth century. By declaring martial law, directly overseeing relief efforts, and plugging into existing social hierarchies, the Army and local elites completely reconstructed the political, economic, and social order of both locales. As this was a relatively new role for the Army, they relied on the local social hierarchy as a matter of expediency because of the absence of any existing doctrine to guide their disaster relief efforts. These Army relief efforts culminated in fostering two antidemocratic governments: a colonial regime in Puerto Rico and the first commission-style government in Galveston that upheld Jim Crow policies that were eventually replicated throughout the United States.

Abstract:
IMPERIAL chutzpah as a phenomenon of international relations has been known since antiquity. It stems from the fact that, as the great Ancient Greek philosopher Thucydides put it back in the 5th century BC: “The strong do what they can and the weak suffer what they must” [1]. Throughout history, the phenomenon of imperial insolence has invariably manifested itself in world politics and diplomacy as a destructive factor that has provoked wars, conflicts, and other calamities. However, one-sided gains and preferences that states on the road of imperial insolence expected to acquire (and did acquire) by disregarding the legitimate interests of other peoples and international security turned out to be fairly limited in the context of history and, in the final analysis, contributed to the downfall of the empire. Imperial arrogance, as embodied in American foreign policy, should never escape our attention and deserves very serious analysis. As an important factor of international relations, it should be resolutely rebuffed by any state that cherishes its sovereignty and seeks to preserve it.

This dossier analyses the composition of Brazil’s armed forces, their relationship to US imperialism, and the militarisation of the public sector. Jorge Cañizares-Esguerra’s work intermingles the colonial histories of the Americas—the United States and Latin America. Cañizares-Esguerra’s expansive historical project is Americanist, yet not in the usual sense of the term. What “America” historically is must engage with a rich contradiction of meaning-making narratives generated by a plurality of social agents. Cañizares-Esguerra resists national containment of such historical narratives and provocatively engages with the early modern and early colonial period (1500s) and with the Enlightenment and nineteenth-century liberalism alike. Themes of belief and faith, of knowledge and science, among a variety of historical agents and subjectivities, feature prominently within his work. This interview explores Cañizares-Esguerra’s Atlanticism and his cautions regarding certain global history tendencies. Cañizares Esguerra details his current project, Radical Spanish Empire. His aim is to historicize, to radicalize, to Americanize (expansively understood), and to show that colonial Massachusetts is unintelligible without Puebla or Tlaxcala in colonial Mexico, that colonial Virginia makes no sense without its Andean and Peruvian counterparts, and that Calvinists should be understood alongside Franciscans. Cañizares-Esguerra wants to pluralize the historical narrative outside the conventional liberal moulds of modernity in the Americas. In this, he catches me by surprise when he negates that plural modernities constitute the telos of his enterprise and when he gives the cold shoulder to cultural studies and postcolonial/decolonial studies. The main intellectual thrust of our discussion regarded the intellectual inevitability of native and foreign entanglements, historical and contemporary, and the political desirability that cuts across the “Anglo” and “Latin” divide, at least initially. He offers an expansive Atlantic History, along provocative Iberianizing lines, mixing the “Anglo” and “Latin” categories. It serves as an invitation to go beyond American histories’ extant boundaries, of which there will be many more than two.
