- Alan Yang examines how ordinary U.S. Latinos of different national origin ancestries have become an increasingly cohesive panethnic political group since the time of the 1990 Latino National Political Survey. He argues that this trend towards increasing convergence across national origin has been both reinforced and disrupted on questions related to politically relevant sentiments and perceptions two years into the Trump presidency.

- On Feb. 11, 2016, Prime Minister Justin Trudeau briefed the Ottawa press corps after a meeting with the United Nations (UN) secretary-general, Ban Ki-moon. Having pledged during the 2015 election campaign to re-engage with the UN, he noted that doing so would include “looking towards a bid for the Security Council.” Perhaps this comment should not have surprised. The Conservative government’s failure to win a Security Council (UNSC) seat in 2010 had been a subject of Liberal ridicule for years. Yet, council membership was not included among the Liberals’ 167 campaign promises, nor was it mentioned specifically in then-Foreign Affairs minister Stéphane Dion’s mandate letter. One month later, Trudeau met with Ban again, this time in New York. Afterwards, with Dion looking on, Trudeau announced that Canada would be joining the 2020 Western European and Others Group (WEOG) election for one of two non-permanent seats on the Security Council in 2021-2022. The move was unprecedented. It marked the first time that a Canadian prime minister, and not the Foreign Affairs minister or a member of the foreign service, had publicly declared Canada’s initial interest in a council seat. It was also the first time that Canada had deliberately entered an already contested election: Ireland, Norway and San Marino would be its opponents for two WEOG seats. This brief history of Canadian interest in Security Council membership will suggest that attempting to return to the UNSC was the right decision, made at the wrong time, and for the wrong reasons.

4. A Guide to Canadian Diplomatic Relations 1925-2019

- Much has changed since A Guide to Canadian Diplomatic Relations 1925-1983 was first published in 1985. The Soviet Union and Yugoslavia no longer exist. New states have emerged not only in Europe, but also in Africa. Canada quickly established diplomatic relations with the member states of the former Soviet Union and Yugoslavia after their respective dissolutions. In 2003, Canada recognized Eritrea as a separate state and in July 2011, Canada recognized the new state of South Sudan. Finding the date of Canadian diplomatic recognition of a given country or state, the date when diplomatic relations were established with Canada and the date when the first Canadian ambassador or high commissioner took office continues to be a challenge. The print publication, Canadian Heads of Post Abroad 1880-1989, issued by External Affairs and International Trade Canada in 1991, is an excellent source of information, but it is limited by its publication date. A similar online source, Canadian Heads of Posts Abroad Since 1880 (http://w03.international.gc.ca/headsofpost/searchhp-recherchecm.aspx) provides some information specifically pertaining to heads of posts for Canadian diplomatic missions abroad, but it does not always provide information about the date of diplomatic recognition of any given state. In many cases, only the recent information, rather than the historical information concerning the first diplomatic recognition or the date of establishment of diplomatic relations, is provided. Other important sources of information include Canadian Representatives Abroad, the annual reports or annual reviews of the Department of External Affairs (now known as Global Affairs Canada), the External Affairs communiqués and press releases, the publication called External Affairs (which was issued from 1949-1971) and its successor, International Perspectives (published from 1980 to 1991). In this most recent edition of A Guide to Canadian Diplomatic Relations, the following information (if it could be determined) is included for each country: the date of diplomatic recognition, the date that diplomatic relations were first established and the date when the first diplomatic mission was opened (frequently, a legation staffed by a diplomatic representative of lower rank than an ambassador or high commissioner). It also includes the date when the Canadian ambassador or high commissioner first presented his/her credentials and the diplomatic mission officially became an embassy or a high commission. In those few instances where diplomatic relations between Canada and another state were severed, this date, as well as the date when diplomatic relations were re-established, is also provided.

5. Turkey and the United States on the Brink: Implications for NATO and the US-Turkish Strategic and Military Partnership

- This monograph analyzes the current political tensions between the United States and Turkey and suggests ways to manage them. The two countries have been strategic allies since at least the end of World War II—Turkey became a North Atlantic Treaty Organization member and participated with its military forces in the Korea War, and during the Cold War protected NATO’s southern flank against Soviet communism, and Turkey’s military and intelligence services maintained close relationships with their Western and Israeli counterparts. These relationships were not without problems, due mostly to differences over minority and civil rights in Turkey and over Turkey’s invasion of Cyprus in 1973 and continued tensions with Greece. The special relationship with the United States was put to the final test after the Islamic conservative populist political party, Justice and Development, and its current leader, Recep Tayyip Erdogan, came to power in 2002. Turkey opposed the US invasion of Iraq in 2003 and the NATO-backed regime change in Libya in 2011. Most recently, Turkey has had strained relations with Cyprus, Greece, and Israel—all key US allies—and has alienated the US Congress and select NATO members further by its October 2019 invasion of Syria against Kurdish forces aligned with the US military against the Islamic State in Iraq and Syria, all against a background of a military rapprochement with Russia. This monograph highlights differences between US agencies concerning Turkey and ways to reconcile them, and offers several policy recommendations for new directions.

- Leaders often believe that states that demonstrate disloyalty toward an ally will acquire a reputation for disloyalty, and thus damage other alliances. But in some circumstances, excessive loyalty to one ally can damage—perhaps even destroy—other alliances. The First Taiwan Strait Crisis (1954–55) shows that alliance interdependence is governed not by a reputation for loyalty, but by assessments of allied reliability.

- The 1994 Agreed Framework called for North Korea to dismantle its plutonium-production complex in exchange for civilian light water reactors (LWRs) and the promise of political normalization with the United States. Today, scholars look back at the Agreed Framework as a U.S. offer of “carrots” to bribe the regime, but this framing overlooks the credibility challenges of normalization and the distinctive technical challenges of building LWRs in North Korea. Political and technical analysis reveals how the LWR project helped build credibility for the political changes promised in the Agreed Framework.

- In a 1956 State Department memo, J. Burke Wilkinson, Deputy Assistant Secretary of State for Public Affairs, articulated the Department’s need for a “display room or museum for the preservation and exhibition of documents and objects important in the history of the Department of State and the Foreign Service.” Again in 1958, a series of internal memos urged the creation of a “Department Museum” and the development of a “related presentation program” to include “eighty additional galleries in the U.S. posts all over the world,” an idea supported by then-Secretary of State John Foster Dulles. For over sixty years, the effort to establish a “Department Museum” has waxed and waned. Intervening issues like war, international crises, changes in administration, and the ever-present need for office space, have often taken priority. However, the long-held vision of establishing a Department museum is finally taking shape in the form of the National Museum of American Diplomacy. With a projected opening date of 2022, this long-awaited museum promises to be a platform where the American people can finally see the “devoted efforts of the Department’s officers and employees to further the interest of our nation.” This article will explore the development of the National Museum of American Diplomacy and its goal to shed light on the history and practice of American diplomacy through the stories of its people.

- David A. Bateman’s new book explores nearly all of the crucial questions concerning democracy and inclusion that we are grappling with today, from the very broad—how do the ways in which we think about the origins of our nation inform the welcoming or hostile attitudes we assume in relation to immigrants and outsiders?—to the very narrow—do requirements that voters present physical documents verifying their identity reduce the electoral participation of minority groups? In answering these questions, Bateman offers a detailed portrait of the political machinations that result in electoral reforms, describing elites’ efforts to blur lines between expediency and morality and the circumstances that led conservative parties (the same that today seek to abolish laws that give special status to protected classes of people) to work hard to establish and maintain legal provisions that awarded different rights to different groups. Fundamentally, Bateman explains why steps toward inclusive democratic institutions are often accompanied by steps back, which leave us uncertain of our accomplishments and anxious about our future. Remarkably, though, Disenfranchising Democracy considers these familiar dynamics and dilemmas not in the contemporary world but in the rather distant past, drawing on a wealth of archival sources to analyze the timing of electoral reforms, the emergence and ossification of party- based patterns of support for franchise reform, and the political ideas of would-be reformers and resisters in three of the world’s first semidemocratic countries: the United States, the United Kingdom, and France.

- Robert Caro’s monumental study of Robert Moses (The Power Broker) and multivolume (four books completed and a fifth in progress) work on Lyndon B. Johnson comprise years of intensive data collection about each individual’s formative years, strategic advancement in public leadership and political power, and mastery of policymaking. To develop these unique and authoritative biographies, Caro undertakes a daunting research agenda that includes comprehensive scrutiny of the public archival record, interviews with numerous people who knew or worked with Moses or LBJ, and immersion in the physical setting that molded each individual. In Working, Caro takes readers into his world of analyzing how these two leaders acquired and used political power, providing an inside look at the diligent, indefatigable search for truth underlying these unparalleled biographies. The advice that has guided Caro throughout his writing career, first as a journalist and then in his books, comes from an editor who memorably said, “Turn every page. Never assume anything. Turn every goddamned page” (p. 11). Caro heeded this advice when he began working on the Moses book, which he decided to write after learning that Moses, as commissioner of New York City’s Department of Parks, had succeeded in getting state approval for a study to construct a new bridge, despite multiple traffic and pollution concerns. As Caro writes, Moses “had enough power to turn around a whole state government in one day” (p. 13).
