1. White Homeowners’ Racialized Opposition to Affordable Housing Development

Abstract:
I investigate the effects of the race of the perceived beneficiaries of an affordable housing development on white homeowners’ support for the project, using an online survey experiment with 520 participants. I find that priming respondents to believe a nearby proposed project’s residents will likely be Black significantly increases opposition compared to the white prime. However, the effect is moderated by respondents’ racial attitudes, such that self-reported racially sensitive individuals instead become more supportive when led to believe a project’s residents will be Black. Despite racial cues increasing opposition, respondents do not express different concerns with development in a racialized context. These results suggest that race is a central factor driving attitudes toward affordable housing; however, racially motivated public commenters mask their concerns behind those ostensibly unrelated to race. Policymakers concerned with advancing equity while addressing the housing crisis may reconsider public comment’s role informing them of the public’s preferences toward development.

Abstract:
For many people, primary care is their first point of contact with the health system, and decades of evidence shows it is critical for population health, health equity, and the overall efficiency of health care systems.1 Primary care is also uniquely positioned to screen for social needs and provide integrated behavioral health services.2 Ensuring people have access to high-quality, comprehensive primary care is vital to good health outcomes and positive experiences with the health system at large. Despite the importance of primary care, health systems around the world are facing challenges at the patient and provider level. Many countries struggle to ensure access to care, or first contact; continuity of care; comprehensiveness of care; and coordination of care. These four core components of high-quality primary care are essential to better overall health outcomes.3 Factors like workforce shortages, physician burnout, and dwindling access for patients, driven in part by underinvestment and growing administrative burdens, pose significant barriers to care.4 To better understand how patient care can be improved in a changing primary care landscape, this brief compares the state of primary care in the United States with nine other high-income nations. It updates an earlier Commonwealth Fund study comparing primary care performance in the U.S. with nine peer countries: Australia, Canada, France, Germany, the Netherlands, New Zealand, Sweden, Switzerland, and the United Kingdom. Our data come from the Commonwealth Fund’s 2022 International Health Policy Survey of Primary Care Physicians and the 2023 International Health Policy Survey of adults age 18 and older. The 2022 and 2023 surveys asked different questions of the participating physicians and responding adults, so this edition includes new measures on access to telehealth, preparedness to treat behavioral health conditions, and care coordination. Abstract:
U.S.-based businesses and government agencies face a shortage of between 350,000 and 600,000 cybersecurity professionals, and 56 percent of companies believe that their staffing shortfalls put them at moderate or extreme risk. Focusing on diversity, equity, and inclusion (DEI) can help organizations address that shortage by increasing the pool of available talent. Beyond the social good that comes with successful implementation of DEI policies, a 2018 McKinsey & Company report notes that organizations can also realize a positive impact on growth and performance. This is due to improved problem solving and idea generation: “Diverse teams have been shown to be more likely to radically innovate and anticipate shifts in consumer needs and consumption patterns—helping their companies to gain a competitive edge.” These benefits carry over to the cybersecurity realm. A diverse workforce can contribute to a better understanding of user behavior and the ever-evolving threat landscape. Additionally, diverse representation can help organizations identify and address implicit biases that may be impacting their ability to hire and retain talent, develop new products and services, and understand market demand across a broader demographic base. MITRE recently conducted a study, funded by the Hewlett Foundation, that examined the current state of data on the diversity of the nation’s cyber workforce. The results of that study point to a data gap that needs to be addressed

Abstract:
We document the rise in the share of zombie firms starting from the late 1990s in the U.S. economy across various sectors. We compare multiple definitions used in literature to identify zombies and discuss how they continue to survive. We find zombies issue more debt compared to non-zombies. A subset of zombies defined as growing zombies are able to raise equity too.

The annual Aspen-Nicholas Water Forum, a collaborative initiative between the Aspen Institute Energy and Environment Program and the Nicholas Institute for Environmental Policy Solutions at Duke University, serves as a platform for addressing domestic water challenges in the 21st century. In light of the COVID-19 pandemic, the 2020 Forum took place across a series of virtual sessions exploring what constitutes good water governance through the lenses of water affordability and equity. While this topic was chosen prior to the outbreak of COVID-19, the pandemic has further revealed and exacerbated health and financial disparities across racial, gender, and geographic lines.

Local governments are big buyers. Here in the U.S., our state and city governments collectively spend 1.6 trillion dollars per year. But for too long, how and with whom our local governments spend their money has reinforced economic inequities in our country. Minority-owned small businesses have been historically locked out of opportunities to contract with governments, and the current crisis has disproportionately impacted these very enterprises.

Abstract:
Portfolio rebalancing is a key driver of the Uncovered Equity Parity (UEP) condition. According to UEP, when foreign equity holdings outperform domestic holdings, domestic investors are exposed to higher exchange rate exposure and hence repatriate some of the foreign equity to decrease their exchange rate risk. By doing so, foreign currency is sold, leading to foreign currency depreciation. We examine the relationship between U.S. investors' portfolio reallocations and returns and find some evidence consistent with UEP: Portfolio shifts are related to past returns in the underlying equity markets. But we argue that a motive other than reducing currency risk exposure is likely behind this rebalancing. In particular, U.S. investors may be exploiting mean reversion in underlying equity markets, rebalancing away from equity markets that recently performed well and moving into equity markets market just prior to relatively strong performance. Such behavior suggests tactical reallocations to increase returns rather than reduce risk.

Abstract:
U.S. investors are the largest group of international equity investors in the world, but to date conclusive evidence on which types of foreign firms are able to attract U.S. investment is not available. Using a comprehensive dataset of all U.S. investment in foreign equities, we find that the single most important determinant of the amount of U.S. investment a foreign firm receives is whether the firm cross-lists on a U.S. exchange. Correcting for selection biases, cross-listing leads to a doubling (or more) in U.S. investment, an impact greater than all other factors combined. We also show that our firm-level analysis has implications for country-level studies, suggesting that research investigating equity investment patterns at the country-level should include cross-listing as an endogenous control variable. We describe easy-to-implement methods for including the importance of cross-listing at the country level.

Abstract:
Counter to extant stylized facts, using newly available data on country allocations in U.S. investors' foreign equity portfolios we find that (i) U.S. investors do not exhibit returns-chasing behavior, but, consistent with partial portfolio rebalancing, tend to sell past winners; and (ii) U.S. investors increase portfolio weights on a country's equity market just prior to its strong performance, behavior inconsistent with an informational disadvantage. Over the past two decades, U.S. investors' foreign equity portfolios outperformed a value-weighted foreign benchmark by 160 basis points per year.
