Abstract:
America is in the midst of a housing crisis. For millions of Americans, stable housing is simply out of reach. A full-time worker earning minimum wage cannot afford a two-bedroom apartment in any county in the United States. Twenty-one million households, nearly half of all renters, are rent-burdened, with rent claiming more than a quarter of their income. There are a number of contributing factors to the crisis, including pervasive economic inequality and the lack of rising wages over an entire generation for nonmanagerial workers, but many economists, political scientists, and housing experts point the finger at a lack of housing supply. Specifically, much ink has been spilled over the “not in my back yard” (NIMBY) phenomenon, whereby local residents support more housing in theory, just not in their own neighborhoods. But do local residents really have the power necessary to slow new and denser development in ways that curtail housing supply and contribute to rising house prices? In their timely and important book, Katherine Levine Einstein, David M. Glick, and Maxwell Palmer provide an excellent analysis of the political institutions that empower certain local residents to resist change in their neighborhoods. While the NIMBY sentiment is worthy of consideration regarding the housing crisis, without the right institutions, the movement would not have legs. Neighborhood Defenders provides an in-depth study of how institutions initially designed to democratize local zoning and development decisions have resulted in unintended consequences. Specifically, they document how participatory institutions that could, in theory, keep developers accountable to the people have instead backfired, leading to a shortage of housing supply and a precipitous rise in prices.

The coronavirus outbreak is spreading throughout the United States. After its initial underestimation of the threat, the Trump administration has acted to fight against the pandemic, including the introduction of a national emergency. The effectiveness of these actions will be an important factor in whether Trump is re-elected. The limits on social life despite the enormous financial support from the government and the Federal Reserve have dramatically slowed the economy, heading into a recession. Public debt will increase much more rapidly, which may force budget cuts in the coming years.

Abstract:
The 1994 Agreed Framework called for North Korea to dismantle its plutonium-production complex in exchange for civilian light water reactors (LWRs) and the promise of political normalization with the United States. Today, scholars look back at the Agreed Framework as a U.S. offer of “carrots” to bribe the regime, but this framing overlooks the credibility challenges of normalization and the distinctive technical challenges of building LWRs in North Korea. Political and technical analysis reveals how the LWR project helped build credibility for the political changes promised in the Agreed Framework.

Naval incidents in the Gulf have spotlighted the danger that a U.S.-Iranian skirmish could blow up into war. The two sides have little ability to communicate at present. They should hasten to design a military-to-military channel to lower the chances of inadvertent conflagration. What’s new? Tensions between the U.S. and Iran have repeatedly brought the two sides to the brink of open conflict. While neither government seeks a full-fledged war, a string of dangerous tit-for-tat exchanges amid mounting hostile rhetoric underscores the potential for a bigger military clash. Why does it matter? Due to limited communication channels between Tehran and Washington, an inadvertent or accidental interaction between the two sides could quickly escalate into a broader confrontation. The risk is especially high in the Gulf, where U.S. and Iranian military vessels operate close to one another. What should be done? The U.S. and Iran should open a military de-escalation channel that fills the gap between ad hoc naval communications and high-level diplomacy at moments of acute crisis. A mechanism facilitated by a third party might contain the risk of conflict due to misread signals and miscalculation.

Abstract:
Hurricane Lane, which struck the Hawaiian islands on 22–25 August 2018, presented a textbook example of the compounding hazards that can be produced by a single storm. Over a four-day period, the island of Hawaiʻi received an average 17 inches of rainfall. One location received 57 inches, making Hurricane Lane the wettest tropical storm ever recorded in the state and the second wettest ever recorded in the US. At the same time, three wildfires on the island of Maui and one on Oʻahu burned nearly 3,000 acres of abandoned agricultural land. As the global climate warms, the number and strength of hurricanes is expected to increase, both in Hawaiʻi and in the Pacific region generally. A better understanding of the relationship between hurricanes and global climate change is critical in order to predict the vulnerability of people and resources during a severe weather event and to plan an appropriate course of action.

It was noted that the pandemic has not brought about systemic change but has instead accelerated and exacerbated existing trends. Both the US and the EU see the pandemic furthering disagreements and on both sides of the Atlantic by causing rise to internal political divisions on how to tackle the pandemic. One of the big lessons of this global crisis is that collaboration is crucial. Not even powerful countries, such as the US, can tackle it on their own. Now more than ever, it is time to move beyond competition and focus on strengthening international cooperation, otherwise we risk a success of non-democratic actors seeking to undermine democracy and rule of law.

While the US prepares to withdraw its troops from Syria, it considers redeploying its troops in Iraq. Although this might not have caused a crisis between the two countries, as the US troops have been in Iraq for the past 15 years, the US president Donald Trump justification for the move, to “watch Iran”, has pushed relations between Washington and Baghdad to this path. To make things worse, this move was accompanied by selecting a site in the Anbar governorate for that purpose, which is to reduce Iran’s movements towards Syria through the Iraqi territory, putting Baghdad in trouble with its frenemies.
