61. Restoring Civic Trust in the Post-Pandemic Era: What makes citizens trust governments?

Abstract:
We are still engaged in a race against time of increasing urgency, not only in terms of flattening the pandemic curve in situations such as those India and many Latin American countries face, but also in restoring trust that government and international institutions can act, and act successfully, in face of 21st century crises. We are seeing both deeply negative and truly positive developments. Many parts of the world enter the depths of the third wave of the pandemic, with record highs in new daily infections, and in human suffering behind the numbers. Yet at the same time there is positive news: on medical innovation, on international liquidity, on tax cooperation, and on climate. The question is which will win out: can positive progress move fast enough to counteract the trust crisis? In 2020, CIC published a number of pieces on trust in high-, middle- and low-income countries and in international organizations. Last summer, trust in government had in many parts of the world increased: we made the argument that people were faced with a brutal reminder of what governments are for and hence had turned back to the state, but also warned that trust bubbles in crises often evaporate within a year if people do not see sustained and credible action. This analysis from the CIC team looks at what empirical research says about why trust matters for many different forms of political, social, and economic development—and why we should take declining trust seriously. The team also takes a look at what we know about the determinants of trust, in particular corruption, inequality, and history. Lastly, this analysis discusses the different policy options to restore and nurture trust.

In the midst of a national discussion about the need to update our infrastructure, the Midwest is primed for a new round of investment. The agenda for the country and for the Midwest must reflect the realities of an economy and society shaped by longstanding structural, economic, racial, and geographic inequities, accentuated by the onset of the COVID-19 pandemic. At the same time, this moment offers a clear opportunity to ensure that a new infrastructure development plan capitalizes on the unique assets and economic opportunities inherent to each region to accelerate economic growth and spread its benefits to more people and places. In the Midwest, this agenda includes several core components. It must adapt to the economic realities of the post-COVID-19 world. It must also contribute to innovation in a host of sectors—from manufacturing to product-delivery systems to health care—while enhancing the ability to organize state- and local-level infrastructure initiatives. Finally, it must dovetail with the urgent need and newfound political will to close gaps in equity and opportunity based on race, income, and geography.

Abstract:
The global economy continued to recover in the winter semester, despite the number of new infections with the coronavirus rising sharply and containment measures tightened again in many countries. Industrial production and world trade have already fully catched up with activity levels before the pandemic and appear to be little affected by the second wave of Covid-19. While the European economy did slip into recession again, the decline in GDP is not expected to be dramatic and should be followed by a strong recovery from spring onward, provided that progress in vaccination allows a substantial and sustained relaxation of measures designed to suppress the virus. In the course of this year, the global upturn will thus increasingly extend to economic sectors that remain severely impeded for the time being, such as tourism and entertainment, and to economies that are particularly geared to these activities. On a purchasing power parity basis, global output is expected to increase by 6.7 percent in 2021 and by 4.7 percent in 2022, thus progressively closing the gap to the pre-crisis path of activity towards the end of the forecast period. We have raised our December forecast by 0.6 percent for both this year and next, with a particularly strong improvement in the outlook for the United States. World trade in goods is expected to grow by 7.5 percent this year. With growth of 4.7 percent this year and next, respectively, Towards the end of the forecast horizon world trade will thus be even higher than expected before the crisis.

64. COVID-19 and California’s Detained Youth: Vulnerable and Overlooked

Abstract:
The COVID-19 pandemic is an unprecedented and ongoing calamity, laying bare the vulnerabilities of California’s public health and emergency response systems. Although youth confined in juvenile detention facilities are among those at highest risk of suffering from the effects of the virus, the plight of these young people has been largely invisible to the public and overlooked by the state. This article describes the unique dangers posed by the coronavirus to youth incarcerated in county-run detention facilities in California. It summarizes the policies and procedures necessary to protect the health and well-being of detained youth based on the recommendations of public health officials and youth justice stakeholders nationally. It then describes the county and state agencies whose coordinated action is essential to respond to COVID-19, the efforts of the authors and other California advocates to urge these government stakeholders to implement essential health and safety protocols, and the obstacles and challenges encountered. Those efforts met with a range of responses ranging from lack of certainty about authority to act to non-responsiveness. As a result, California failed to provide systematic guidelines for releasing youth from custody, proactively oversee conditions in detention facilities, report data in meaningful ways, or respond to concerns and complaints from youth and families. The article, finally, draws on the experiences of the past year and a half to offer recommendations for the systemic changes necessary to prepare for the next pandemic or similar public health emergency.

Since the collapse of the Soviet Union, the Russian Federation’s powerful nuclear arsenal has stood as a cornerstone of its political and military influence. In 2020, despite the COVID-19 pandemic and related restrictions, Russia’s strategic nuclear forces maintained a high degree of activity. The number of nuclear exercises and air and sea deterrence patrols was stable and not much different from 2019. The Russian strategic nuclear arsenal remains an integral tool of the Kremlin’s pressure on rivals in Europe and North America.

66. Will the Biden Administration Support Global US Leadership in the Innovative Medicines Industry?

Given the historically unprecedented speed with which the US pharmaceutical industry has developed COVID-19 vaccines—3 of the 4 first products likely to be approved for marketing are almost certainly from US firms—it would seem appropriate for a renewed sense of confidence, support and even acclaim for the economic model that lies behind this success. Instead, the sector remains under pressure to lower prices and protections for its patented products, both in the United States and globally. It is worth noting that the entire world benefits from the new medical advances in treating the worst pandemic in at least 50 years. Instead, President Trump has continued to criticize the industry for its pricing model for newly developed drugs, while countries such as India, Pakistan, and Brazil call for breaching of the patent shield for the new vaccines (and recent treatments such as those for HIV and Hepatitis C), and developed countries in Europe, East Asia, as well as Canada, persist in questioning the medical value of the new medicines to their citizens.1 To add to the current uncertainty about US leadership, there is ever-increasing competition from China in terms of basic science and pharmaceutical products. The Chinese national goal of self-sufficiency in these two fields has resulted in a huge increase in research and development funding and purchases of leading biotechnology firms in the United States and Europe. At the same time, China’s global market share in generic drugs and active pharmaceutical ingredients (APIs) is steadily growing. Chinese government funding for research in these fields has grown by 20 percent annually since 2008. The incoming Biden administration is calling for new pricing models and the use of compulsory licensing for some new products, especially those related to the new virus pandemics. Compulsory licensing allows a government to license entities other than the patent holder to produce and sell patented products without the patent holder’s permission. If the economic and scientific model which promotes constant advances in medicines and new treatments is to survive, the current domestic ecosystem for research and development ought to be strengthened, instead of being undermined by reducing private sector incentives and weakening the protection of intellectual property (IP). Additionally, ways to address the problem with other countries enjoying a “free ride” at the expense of US consumers and public health systems, need to be considered.

67. The Role of County Veteran Service Officers

Abstract:
This assessment examines the role of county veteran service officers (CVSOs) throughout the United States. The report highlights the services and support available to veterans via CVSOs around the country, and compares their effectiveness against the help offered by staff through other types of veteran service organizations (VSOs). CVSOs provide resources to veterans at the local level, and their roles and experiences vary according to the state- and federal-level VSOs available in that area. Using quantitative analysis, the effectiveness of CVSOs is measured through grant rates of disability compensation claims submitted, as compared to those submitted by state and nonprofit VSOs. This report examines the effectiveness, challenges, barriers, and resources that CVSOs face when serving veterans in their jurisdictions.

Abstract:
This paper analyzes the 2020 election, focusing on voters, not political money, and emphasizing the importance of economic geography. Drawing extensively on county election returns, it analyzes how spatial factors combined with industrial structures to shape the outcome. It treats COVID 19’s role at length. The paper reviews studies suggesting that COVID 19 did not matter much, but then sets out a new approach indicating it mattered a great deal. The study analyzes the impact on the vote not only of unemployment but differences in income and industry structures, along with demographic factors, including religion, ethnicity, and race. It also studies how the waves of wildcat strikes and social protests that punctuated 2020 affected the vote in specific areas. Trump’s very controversial trade policies and his little discussed farm policies receive detailed attention. The paper concludes with a look at how political money helped make the results of the Congressional election different from the Presidential race. It also highlights the continuing importance of private equity and energy sectors opposed to government action to reverse climate change as conservative forces in (especially) the Republican Party, together with agricultural interests.

Abstract:
In addition to its widespread public-health and economic impacts, the COVID-19 pandemic has challenged social cohesion in many countries by forcing changes in how people interact. Physical connection, the most human response to collective adversity, has been largely out of reach during long periods of lockdown, social distancing, and remote work and learning. The temporary closure of public spaces such as libraries and schools has also limited the spontaneous, casual encounters that can build bridges between disparate groups. This MPI Europe report explores ways to assess the pandemic’s effects on social capital and social infrastructure in Europe and North America. It also presents an initial analysis of how and where social cohesion is in peril and where it may actually be gaining strength, and highlights the importance of governments taking an inclusive approach and prioritizing social cohesion as societies move toward recovery. The authors identify three trends: Bridges between groups are weakening, even as new forms of connection may be strengthening bonds within existing networks. Immigrant integration programs have worked hard to move their offerings online, but digital tools may capture only a fraction of what in-person programming can and they may leave behind some people who most need assistance overcoming integration barriers, such as those with limited access to and familiarity with technology. A wide range of volunteering, mutual aid, and other grassroots forms of solidarity have emerged during the pandemic, but it remains to be seen which can make the switch from emergency response to longer-term engagement.
