21. Four Decades of Canadian Earnings Inequality and Dynamics across Workers and Firms

Abstract:
This paper studies the evolution of individual earnings inequality and dynamics in Canada from 1983 to 2016 using tax files and administrative records. Linking these individuals to their employers (and rich administrative records on firms) beginning in 2001, it also documents the relationship between the earnings dynamics of workers and the size and growth of their employers. It highlights three main patterns over this period: First, with a few exceptions (sharp increase in top 1% and declining gender gap), Canada has experienced relatively modest changes in overall earnings inequality, volatility, and mobility between 1983 and 2016. Second, there is considerable variability in earnings inequality and volatility over the business cycle. Third, the earnings dynamics of individuals are strongly related to the size and employment growth of their employers.

22. The value of franchising

Abstract:
The franchise business model plays an important role within the U.S. economy. Prior to the pandemic, in 2019, the economic output of franchise establishments in the United States was about $787.5 billion and represented 3% of the country’s GDP. Most people immediately associate franchising with fast food restaurants. However, quick service restaurants are just a fraction of the entire sector, making up only a fourth of all franchised establishments, less than half of the workers, and just over a third of the economic output. Beyond their economic contribution, we find that franchises offer pay, benefits, and training on par with comparable non-franchise small businesses. In addition, 32% of franchisees report they would not own a business if they were not franchisees. Lastly, we highlight how franchisees are embedded in their local communities through their local supply chains and charitable giving.

The physical infrastructure base of the US economy, once an advantage in global competition, has become a liability. This problem has multiple causes, several of which CED has addressed in recent policy statements, and our nation’s elected policymakers are now taking up the need for additional funding. But the nation needs not only adequate funding but also a more-efficient regulatory process for our infrastructure investment—choosing the right projects, with the minimum delay, and executing them at the least possible cost. Regulatory paralysis is one of the causes of our infrastructure shortfall. It needs attention if we are going to spend our tax dollars on infrastructure wisely and efficiently so that the US economy remains globally competitive. Streamlining regulatory procedures, promoting competition, and cutting red tape across federal, state, and local governments are key to increasing investment, decreasing cost, and maximizing efficiency. Business as usual will not suffice. It takes too long and costs too much to deliver infrastructure projects, preventing us from achieving the advancements and improvements that a future-focused, competitive economy requires. CED has consistently advocated “smart regulation,” subjecting new regulations to rigorous cost-benefit analysis and reviewing existing regulations for continuing cost effectiveness to enhance efficiency and achieve quicker execution, greater benefits, and lower costs. With long delays between project conception and execution, and often multiple layers of jurisdiction and review, a smart regulation approach could ensure that the rules governing review and permitting of projects address all important concerns and ensure that net benefits are maximized over time at all levels of government on a comprehensive and timely basis.

With most Americans dependent on reliable, high-quality, high-speed internet services to work, train, consult with doctors, or attend school from home, the COVID-19 pandemic vividly demonstrates that affordability and access barriers leave too many families behind. As America’s leaders in business and policy work toward a postpandemic economic recovery that delivers increasing prosperity for American families and preserves our nation’s economic leadership, they must also build toward a vision of a fully wired nation that meets the internet needs of all its citizens. Innovation and competition in information technology have been essential to delivering a higher quality of life and modern commerce, and they will be integral to lasting solutions that close two stubborn gaps that leave a minority of Americans behind. First, millions of Americans—particularly in the least densely populated areas—lack access to reliable high-quality internet services that could connect them to essential educational, employment, and entrepreneurial opportunities. Second, large numbers of low-income Americans with physical access to such services cannot afford them at current market prices, leaving them “underserved,” with less economic opportunity than their higher-income peers. In too many areas, a lack of competition among providers contributes to underservice. As needed internet speeds and associated hardware and technologies have advanced, closing these high-speed internet service gaps—increasing economic opportunity and strengthening businesses and communities—is essential. Policymakers must leverage the dynamism and innovation of the private market, increase competition in the provision of services, and invest wisely to close the gaps, boost deployment and affordability, and meet the universal service and critical technologies goals that have motivated nearly a century of federal telecommunications law.

25. A US Workforce Training Plan for the Postpandemic Economy

Abstract:
Though the US economy is expected to recover to its prepandemic level of production (gross domestic product or GDP) by the second quarter of 2021, the postpandemic economy will be different in many important ways. The pandemic’s acceleration of trends toward remote work, digital transformation, and automation could permanently reduce demand for low-skill jobs. To build a large and fully competitive US workforce and reduce inequality, aggressive reskilling will be needed. Even before the global pandemic’s onslaught, preparing the future workforce to drive rapidly advancing technology in an increasingly competitive global economy—and minimize the adverse fallout from these trends—was one of the nation’s greatest challenges. COVID-19 has made this challenge more urgent. Now, an estimated 40 percent of workers will need short-term training and reskilling by 2025.1 American leadership, prosperity, and competitiveness will hinge on maximizing the skills of our nation’s workers. The pandemic has disproportionately displaced minority workers, women, youth, and workers with lower educational attainment, many of whom are among the near-record 40-plus percent of the jobless who have been unemployed more than six months. Such displaced workers, or the “long-term unemployed,” typically find it hard to get a new job the longer they are without one. For many of them, securing a new job will require training for skills that are in demand.

26. A U.S.‐Japan Dual‐Citizen Arrangement Can Benefit Both Countries

Although Japan does not recognize dual citizenship, the United States and Japan would both benefit from such an arrangement. A combination of on-the-ground realities of dual citizens in Japan, the emerging needs and capabilities of the Japanese state (namely digitalization of public services and taxation), and the interests of U.S.-based corporations operating in Japan should inspire the United States to encourage dual citizenship initiatives by the Japanese government. The driving forces of globalization and the benefits of exploring new avenues of U.S.-Japan relations combine with domestic developments in Japan to make dual citizenship a “common sense” goal for both countries, at both the institutional and person-to-person level of international diplomacy and mutual understanding. Just as foreign professionals proved indispensable to modernization in Japan’s Meiji Period (1868 - 1912), bi-national Americans currently on the ground in multinational corporations and other entities in Japan are playing a part in economic and cultural synergy, while contributing to a more well-informed U.S. stance on a number of important bilateral issues. Giving these agents of positive change the benefits of dual citizenship will make their lives in Japan easier and more fulfilling, while inviting more Americans with talent and knowledge to the grand project of mutual cooperation.

27. Lessons Across Borders: Women’s Entrepreneurship in the U.S. and China

Abstract:
In both the United States and China, thousands of women are becoming entrepreneurs. Over the past 20 years, the number of women-owned businesses in the United States has grown 114 percent. Similarly, the All-China Women’s Federation reports that women accounted for one-quarter of total China-based entrepreneurs as of 2017. The upward trends in both countries underscore the growing economic opportunities for women in the entrepreneurial ecosystem, especially in the rapidly growing technology industry. However, despite the availability of national data highlighting these trends, we know little about the patterns of opportunities and challenges faced by women entrepreneurs, specifically those in tech. This report, produced in collaboration with The Mulan Foundation, seeks to address this gap by examining the key challenges faced by female founders in tech in the United States and China. Part I investigates these trends by synthesizing and sharing insights from 330 survey respondents across both countries, comparing the opportunities and challenges faced by women tech entrepreneurs in each economy. Part II then dives deep into the U.S. perspective, analyzing the survey responses from American women entrepreneurs in the tech sector and drawing from in-depth profiles of 17 individual founders. Their diverse experiences offer lessons for other women entrepreneurs. Our findings in both countries suggest that limited access to capital and networks are key challenges faced by female entrepreneurs in tech. In addition, gender bias and stereotypes inhibit growth opportunities for women-founded businesses. This report provides recommendations for how to support women entrepreneurs in technology, and it highlights opportunities for women founders and aspiring entrepreneurs.

Abstract:
The cauldron of conflict in South Asia has been bubbling since August 5, 2019 when the Hindu nationalist Bharatiya Janata Party (BJP)-led Indian government diluted the provisions of Article 370 of the Constitution of India, giving special status to the disputed state of Jammu and Kashmir, control over which remains at the core of the international dispute between India and Pakistan. Three of the four wars fought between India and Pakistan have been over Kashmir, and the separatist movement (backed by Pakistan) demanding independence has spawned the growth of both insurgent and terrorist groups waging war against the Indian state. India’s sudden, unilateral decision to withdraw Kashmir’s special provisions drew sharp reactions at home and abroad. The Indian government subsequently trifurcated the state, shut down the internet in Kashmir, and detained much of Kashmir’s political leadership without charges in the interest of “public safety.” Muscular action in Kashmir, against a backdrop of what many economists are now calling a structural economic decline in India have led to strong disruptions in India’s diplomatic ties, especially with the United States.

30. United G20 must pave the way for robust post-COVID-19 recovery

The world is facing unprecedented health and economic crises that require a global solution. Governments have locked down their economies to contain the mounting death toll from the COVID-19 pandemic. With this response well underway, now is the time to move into a recovery effort. This will require a coordinated response to the health emergency and a global growth plan that is based on synchronized monetary, fiscal, and debt relief policies. Failure to act will risk a substantial shock to the postwar order established by the United States and its allies more than seventy years ago. The most effective global forum for coordinating this recovery effort is the Group of 20 (G20), which led the way out of the global financial crisis (GFC) in 2009, the closest parallel we have to the current catastrophe. Eleven years ago, world leaders used the G20 meeting in London as the forum to deliver a unified response and a massive fiscal stimulus that helped stem economic free fall and prevented the recession from becoming a second Great Depression. A decade on, it is clear that the G20 is the only body with the clout to save the global economy. This does not mean that the G20 should be the only forum for actions for its member states. The United States, for example, should also work closely with like-minded states that support a rules-based world order, and there are many other fora where it can and must be active with partners and allies. But no others share the G20’s depth and breadth in the key focus areas for recovery. The other multilateral organizations that could take up the challenge lack either the substance or membership. The United Nations may count all countries as members but is too unwieldly to coordinate a response. The International Monetary Fund (IMF) has the resources but requires direction from its 189 members. The Group of Seven (G7), which once oversaw financial and economic management, does not include the fast-growing emerging economies. The G20 represents both the world’s richest and fastest-growing countries, making it the forum for international collaboration. It combines that representation with agility.
