Abstract:
The Arctic ice is melting. If current trends continue, there will be dramatic changes in the region, with far-reaching implications. At the same time, the receding ice opens the region to economic development, including through the exploitation of previously inaccessible hydrocarbons and minerals. In September 2011, both the Northern Sea Route (along Russia's north coast, formerly known as the Northeast Passage) and the Northwest Passage (along the northern coasts of Alaska and Canada) were open for some time, potentially creating shorter shipping routes between Asia, Europe and North America. Increased human activity in the sparsely populated and in hospitable Arctic requires new initiatives to achieve safety and security for the region's environment and its inhabitants and visitors.

Abstract:
U.S.-China relations, difficult in the best of times, have lurched in a dangerous direction since 2009. Against the backdrop of a weakened global economy and sharpened ideological tensions, there has been a disturbing new atmosphere of crisis in East Asia over the last two years, with incidents occurring in greater frequency and sowing serious doubts about the sustainability of the "long peace" that this region has enjoyed for decades. Indeed, any one of the following incidents could have escalated into a serious regional crisis: the sinking of the South Korean frigate Cheonan; the collision between a Japanese coast guard cutter and a Chinese fishing trawler and the ensuing Chinese restrictions on the export of rare-earth minerals; and a string of confrontations between Chinese patrol ships and vessels from both Vietnam and the Philippines.

304. Should Brazil be “Special” for Canada?

Abstract:
After years of mutual neglect and sometimes outright tension, Canada’s relations with Brazil are smoother than ever. As Brazil emerges as a relatively powerful and influential global player, shouldn’t Canada try to build that increasingly fluid relationship into a strategic partnership, making Brasilia a key prong of its global policy? Looking at Brazil’s place in the world, and at the ways in which its foreign policy meshes – or not – with Canada’s, this paper argues that such an option has little appeal and in fact few chances of success. Brazil’s rise has its limits, and the country’s global reach and power remain heavily constrained. Beyond the Americas, and even within, Brazil’s power is very soft and could hardly be harnessed effectively by Canada. Moreover, the two country’s international agendas do not overlap much. In global governance circles, Brazil’s global star is on the rise just as Canada’s is in decline. On democracy and human rights, Canada is much more willing to put sovereignty between brackets, and in the face of nuclear proliferation, Brazil is much more critical of the asymmetry of the global regime and the advantage this gives to established powers. Crucially, Canada largely embraces globalization and sees Asia’s rise primarily as an opportunity, whereas Brazilians feel more threatened by it. In that context keeping things running smoothly, without dreams of “grandeur,” is the most that should be sought: normal is great, special would be too much.

Abstract:
China\'s innovation policy and its perceived threat to American innovation and competitiveness is a hot topic in U.S.-China economic relations. The role of standardization, together with intellectual property rights and government procurement, are at the center of this conflict. Fundamental differences in their levels of development and economic institutions lead to quite different approaches to standards and innovation policy by the two countries. China\'s strategy of pursuing indigenous innovation based on local standards faces internal challenges in trying to bring together a diverse group of stakeholders with conflicting interests, as well as external pressures to adopt international standards. Enhanced cooperation on standards and innovation policies should be possible, once the United States and China accept that, while their economic and innovation systems are different, they are deeply interdependent. Both sides would benefit, creating new Chinese markets for American firms and easing technology licensing restrictions for Chinese firms.

306. The Panda Bear Readies to Meet the Polar Bear: China Debates and Formulates Foreign Policy Towards Arctic Affairs and Canada’s Arctic Sovereignty

Abstract:
The rise of China to international prominence by virtually every measure conceivable is the single most important international and geopolitical fact of the early twenty-first century. The insatiable Chinese colossus combs the earth in search of energy to fuel its economic juggernaut; its trade networks now bestride the globe; and its investors now hold the single largest proportion of United States foreign debt in the form of US Treasury securities. China now has many very astute and acutely observant geostrategic thinkers, and several of them have begun lately to focus their attention squarely on Canada. Why? Because of two things: the tremendous untapped wealth and the currently still largely unused Northwest Passage in the Canadian Arctic Archipelago (CAA). The Canadian Arctic has what China wants: natural resources and the possibility of a major new shipping route. China knows that Canadian control over these resources makes Canada a major international player, a country with natural resource wealth and geostrategic advantage befitting its sheer geographical size, but out of proportion with its relatively small population. Over the past decade or so China has been paying increased attention to the Arctic and Arctic affairs and since 2004, China has had a permanent land-based presence in the Arctic, specifically in the Svalbard Archipelago, or Spitsbergen (well inside the Arctic Ocean in the Barents Sea). This is where it maintains its Arctic Yellow River Station (Huang He zhan), a facility for oceanic and climatological research. China became the eighth state to establish research facilities there. There are currently energetic discussions and debates in China about the Arctic as the country formulates official foreign policy regarding the region. While it is certainly not an Arctic state, China nonetheless feels entitled to a voice in Arctic affairs and does not want wealthy and powerful northern states to grow even more so at the expense of the wider world’s access to Arctic resources and navigation routes.2 While it seems unlikely that China has any ambitions of becoming an armed belligerent in a future war over the Arctic, or of making serious territorial claims in the region, it can be expected that China will become more assertive and opinionated in its commentary on Arctic affairs, especially as they pertain to extended continental shelf territorial claims currently being prepared by Arctic states – Canada, Denmark, Norway, Russia and the United States. Canada needs to be aware that in the course of these discussions and debates, some Chinese scholars are carefully examining Canada's claims of historical sovereignty over the Arctic in general and the Northwest Passage in particular. Although it appears at present that Beijing does not want to affirm the accuracy or appropriateness of Canada's historical claims, Canada should be aware that the small number of scholars in China who consider these claims in detail seem largely to end up sympathetic with, and supportive of, them. Even so, the Chinese government itself does not seem ready to affirm Canadian Arctic sovereignty. Canada needs to be on its guard against Chinese attempts to water down Canada’s Arctic sovereignty and should strengthen cooperation with democratic Arctic states for the security and stability of the region.

This week, David Cameron will visit Washington for the first time as Prime Minister to reaffirm Great Britain's 'special relationship' with the United States. Cameron will look to build on his June meeting with President Obama in Toronto as well as the recent visit of UK defense secretary Liam Fox by returning to Great Britain with concrete deliverables in exchange for London's long-standing staunch support of U.S. foreign policy goals. Despite his criticism of former PMs Blair and Brown's handling of the relationship with Washington, Cameron has vowed early in his tenure as prime minister to continue the UK's strong engagement in Afghanistan and to put a priority on relations with Washington. His ministers have nonetheless cautioned that London would not "slavishly" follow Washington's lead. A successful visit, as judged by the British public and media, will help end the unhelpful debate in the UK on the health of the 'special relationship.'

For many years, I have been engaged in debate with other foreign policy practitioners over the question of whether the United States and Russia should work together. An improved U.S.-Russian relationship offers the prospect not only of improved cooperation on areas of mutual bilateral interest, but also enhanced cooperation within multilateral institutions such as the Organization for Security and Cooperation in Europe (OSCE) where I was the U.S. Ambassador between 2001 and 2005.
