Abstract:
These are critical times for those who work to further the public interest. Across the globe, divisions and distrust erode the clarity required to tackle the great challenges of our day. Those who advocate for truth find themselves under attack from those who fear what they might lose if the status quo is changed. There is exceptional need today for powerful voices speaking on behalf of sound policy. The 10 articles in this 29th edition of the Journal of Public and International Affairs all reflect a dogged determination among young policy professionals around the world to press ahead in spite of the headwinds. These pages contain fresh ideas on electrifying rural Myanmar, reforming the U.S. banking system, strengthening the Jordanian labor market, and preventing recidivism among convicted sex offenders in Texas, to name just a few. The JPIA was born from the conviction that graduate students have a unique and invaluable voice in key policy debates. The authors of these articles, together with the 45 editors from 13 graduate programs around the world who selected and reviewed them, will shape the future of economic, international, domestic, and development policy in the decades to come. We strive continually, especially at this moment, to amplify their voices.

Abstract:
The research has explored the nature of US-Pakistan relationship particularly after the major event of 9/11 of 2001 in United States. It has highlighted the major points between Pakistan and the United States that have diverted them from each other in case of gaining their common goals in the region ranging from the containment of terrorism to the assurance of security and democracy. Through describing and analysing the facts and figures, mentioned in the published books, research articles, newspapers and other prevailing and relevant data and literature, the research has attempted to mention drone attacks by America in Pakistan‘s Tribal Areas, US-India strategic partnership, US covert military actions in Pakistan, US do more policy, nuclear proliferation, US‘ pressure tactics, US policy towards the Muslim world and America‘s antiIslamic propaganda as the points of divergence due to which Pakistan and United States are experiencing the lowest ebb of relations. The research is helpful for the students of foreign policy of Pakistan, current affairs and the American Studies. In addition to that, the reader will be able to know about the initiatives taken by the Pakistani and the US leadership that have caused deterioration to the cordial relationship of cold war, of late 1980s and mutual concerns to get rid of terrorism and militancy in the 21st century. The last section of this research paper prepared some of the recommendations which can be followed to restore the lost prestige of Pak – US relations based on the mutual understanding for achieving the common goals and to find a better position in the comity of nations.

Abstract:
Igor A. Istomin is a Senior Lecturer at the Department of Applied Analysis of International Issues at MGIMO University. He holds Ph.D. and M.A. degrees from MGIMO University as well as an undergraduate degree from Saint Petersburg State University. Istomin teaches undergraduate and graduate classes in methods of applied analysis of international affairs. He is an executive editor at International Trends, a leading Russian academic journal. He is also a visiting fellow at the School of International and Public Affairs at Jilin University in China. Istomin is the author of more than 50 publications on U.S. foreign policy, relations in the Euro-Atlantic space, and international security. His most recent book is The Logic of State Behavior in International Politics (2017). He has also prepared policy reports and papers for the Russian International Affairs Council, the Valdai Discussion Club, the Center for Strategic Research in Moscow, and the European Leadership Network.

Professor Tatiana Shakleina sat down with the Fletcher Security Review in November 2017 in conjunction with the Conference on U.S.-Russia Relations between The Fletcher School and Moscow State Institute of International Relations (MGIMO). In a detailed and engaging conversation that spanned over 25 years of history, Professor Shakleina traced the post-Cold War origins of the current tension between the United States and Russia. While personnel within the Trump Administration have moved on to new positions or left government altogether since the interview, Professor Shakleina’s rich historical overview of post-Cold War U.S.-Russia relations remains extremely relevant in understanding the recent trajectory and current state of the bilateral relationship. ​

Celeste Wallander is President and CEO of the U.S.-Russia Foundation. She served as Special Assistant to the President and Senior Director for Russia/Eurasia on the National Security Council (2013-2017), as the Deputy Assistant Secretary of Defense for Russia/Ukraine/Eurasia (2009 to July 2012), professor at American University (2009-2013), visiting professor at Georgetown University (2006-2008), Director for Russia/Eurasia at the Center for Strategic and International Studies (2001-2006), Senior Fellow at the Council on Foreign Relations (2000- 2001), and professor of Government at Harvard (1989-2000). She is the author of over 80 publications on European and Eurasian security issues, focused on Russian foreign and defense strategy. She received her Ph.D. (1990), M.Phil. (1986) and M.A. (1985) degrees from Yale University. She is a member of the Council on Foreign Relations, the Atlantic Council of the United States, and the International Institute for Strategic Studies.

Abstract:
Dr. Evelyn N. Farkas is a nonresident senior fellow at the Atlantic Council, and a national security analyst for NBC/MSNBC. She served from 2012 to 2015 as deputy assistant secretary of defense for Russia/Ukraine/ Eurasia, responsible for policy toward Russia, the Black Sea, Balkans, and Caucasus regions and conventional arms control. From 2010 to 2012 she served as senior adviser to the supreme allied commander Europe and special adviser to the secretary of defense for the NATO Summit. Prior to that, she was a senior fellow at the American Security Project, and executive director of the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism. From April 2001 to April 2008, she served as a professional staff member of the Senate Armed Services Committee on Asia Pacific, Western Hemisphere, Special Operations Command, peace and stability operations, combatting terrorism, counternarcotics, homeland defense, and export control policy. Dr. Farkas obtained her MA and PhD from The Fletcher School of Law and Diplomacy and is a member of the Council on Foreign Relations. She is a member of the board of trustees of Franklin & Marshall College and Aspen Institute Socrates Seminar, and Harold Rosenthal Fellowship advisory boards. She has received several Department of Defense and foreign awards and an honorary doctorate from Franklin & Marshall College. In January 2018, Dr. Farkas discussed a range of issues concerning Russia and the post-Soviet space with the Fletcher Security Review. The conversation took place in the run-up to the March 2018 presidential elections in Moscow and before President Putin’s highly publicized Presidential Address to the Federal Assembly, in which he unveiled a number of new nuclear weapon systems currently under development by the Russian Federation.

El propósito central de esta obra radica en evaluar el deterioro que ha tenido lugar en las relaciones Cuba-Estados Unidos durante el primer periodo de mandato del presidente Donald J. Trump. El texto es resultado de la XVI Serie de Conversaciones Cuba-Estados Unidos de América, celebrada en diciembre de 2017 y patrocinada por el Centro de Investigaciones de Política Internacional adscrito al Instituto Superior de Relaciones Internacionales “Raúl Roa García” de La Habana (CIPI-ISRI). Desde diferentes ángulos se analizan el entorno internacional y el regional, así como los acontecimientos que están teniendo lugar en Cuba y en Estados Unidos, lo cual brinda múltiples explicaciones a procesos en pleno desarrollo. Sin embargo, estos contextos reflejan signos contradictorios que expresan una circunstancia histórica concreta, donde nacionalismos y populismos de extrema derecha han capitalizado el momento político internacional. En esa dirección es lógico prestarle atención a Estados Unidos y a la presidencia de Donald J. Trump, la cual más que causa es síntoma de la crisis que vive el país y refleja inmensas transformaciones y grandes desalientos basados, entre disímiles causas, en una insondable inequidad socio-económica y política. La respuesta es la agenda conocida como “America First”, que adolece de una mirada estratégica a mediano y a largo plazo, y pone en duda el papel de ese país en el Orden Mundial en el siglo XXI. El libro está destinado a audiencias interesadas en entender estas profundas problemáticas, sus causas y, particularmente, las negativas consecuencias que han tenido en el incipiente proceso hacia la normalización de relaciones con la República de Cuba, iniciado en diciembre de 2014. Al mismo tiempo, intenta explicar esta coyuntura como un paréntesis pues, más tarde que temprano, se deberá regresar a la lógica de la cooperación y la colaboración entredos países que, más allá de sus diferencias, comparten historia y un mismo entorno geográfico.

239. Trump, Kim and the North Korean Nuclear Missile Melodrama

Abstract:
The Trump–Kim summit is a distinct new phase in the dramatic cycle that defines the North Korea nuclear issue and the peninsula’s highly theatrical brand of geopolitics. Now that North Korea has finally reached the threshold of a nuclear missile capability to directly threaten the US mainland, its scripted brand of hyperbole and brinksmanship is encountering a different sort of melodrama: the political theatre of Donald Trump. The North Korean nuclear issue cannot be understood without an appreciation of the fundamental tension within inter-Korean relations. There is no precedent for a minor, revisionist power developing an asymmetrical nuclear deterrence relationship with the United States. The result is unlikely to be stable.

240. Tensions in U.S.-Korea Economic Relations

Abstract:
Following a relatively successful period for U.S.-South Korea economic relations under the Bush and Obama administrations, Washington and Seoul have entered a new period of economic tension in the Trump administration. Unlike prior U.S. presidents, who placed a priority on negotiating fair rules in the United States’ economic relationships, President Trump has prioritized outcomes. As a result, one of his administration’s earliest moves was to renegotiate the KORUS Free Trade Agreement. While the results of the renegotiation were modest, they may help to expand the sale of American automobiles in the Republic of Korea in the long-run. The largest outcome of the negotiations may be to protect the Ford Motor Company from South Korean competition in the U.S. market as the company transitions to sales focused on light trucks. While the renegotiation has eased tensions for the moment, the prospect of economic engagement with North Korea, the Trump administration’s continued use of national security to erect trade barriers, and the emergence of new technologies such as artificial intelligence and autonomous vehicles could result in growing tensions in the relationship.
