Abstract:
The JIRD is a global journal with Central European roots. We have established a diverse editorial team of scholars from Europe and North America linked first by a commitment to publish highest quality scholarship in international relations (IR) and development, broadly conceived, regardless of substantive or methodological focus; and second by a common awareness of the contribution the Central and East European (CEE) experience can make to the study of international politics. We envision the JIRD as a globally relevant journal with a CEE touch. This does not mean dealing primarily with CEE themes, although the region will naturally remain more strongly in focus than in comparable IR journals. More profoundly, it means nurturing both CEE IR scholarship and also the broader transnational scholarly context in which it develops.

Abstract:
Thanksgiving 2010. No turkey. No gravy. No pumpkin pie. Instead: armed men in ski masks, hitchhiking through the mountains, and a Catholic church filled with incense and two thousand candles. I divided the holiday between two villages near San Cristobal de las Casas in Chiapas, Mexico. Both of these villages are notable for their distinct cultures. The first place I visited, Oventic, is operated by indigenous rebels who seized autonomy through the 1994 rebellion by the Zapatista Army for National Liberation (the Zapatistas) in protest of the North American Free Trade Agreement (NAFTA). The second place, San Juan de Chamula, is operated by local political bosses and village elders, who serve as the leaders of a distinct belief system that mixes Catholicism and indigenous spirituality into a literally intoxicating local religion.

Abstract:
This paper examines the ways in which the EU greenhouse gas (GHG) emissions trading system (ETS) affected the design of similar programs in North America. It investigates the conditions under which EU pioneering policy can play a role in extra-EU jurisdictions' policy-making. The empirical investigation finds that the EU's promotion of emissions trading was successful to some extent. The EU did not influence or trigger the inception of GHG emissions trading programs in North America. The EU ETS, however, played a role in the design process of the North American programs. Actors learned from elements of the EU system. Domestic North American factors were the triggers and drivers of the agenda-setting stage and dominated the policy adoption stage while the EU ETS significantly contributed to the policy formulation processes. The EU ETS played a role at the technical level rather than at the level of political deliberations and decision- making. The EU's policy promotion efforts depended on the demand in North America. The resonance and receptiveness in North America were decisive factors. The EU was not an importunate persuader. Learning from the ETS was to a significant part demand-driven.

Abstract:
The bulk of the world's proven oil reserves are concentrated in places that are hostile to the West, unstable or a combination of the two. Since the US is the world's largest importer of oil, concerns about energy security have long simmered in Washington. On top of this, global oil prices have hit new highs in recent years and remained persistently strong. This adds to anxieties about the security of energy supplies and places a burden on the US economy. Partly as a result of elevated prices, however, something new—and, arguably, revolutionary—has happened.

1346. Forging a New Strategic Partnership between Canada and Mexico

Abstract:
Both Canada and Mexico are recovering well from the global economic recession of 2008-2009, but must work harder to make their bilateral relationship work to their mutual benefit. Bilateral trade and investment have grown steadily from very low pre-North American Free Trade Agreement (NAFTA) levels, but there remains enormous, untapped potential, particularly in Mexico. Student, tourist, investor and temporary worker exchanges are enhancing familiarity with each other, but unhelpful stereotypes remain common. New investment and trade opportunities should flow from the new Mexican administration's commitment to open up the energy sector to foreign participation. The assessment and recommendations contained in this special report point to the benefit of efforts that will intensify bilateral partnerships, not only in their own right, but also in strengthening the two countries' ability to deal more effectively with the United States in pursuing matters of mutual concern.

Abstract:
The shrinking Arctic ice cap is creating unprecedented geophysical change in the circumpolar region, a trend that is very likely to continue. Together, this “great melt” and the delineation of extended national economic zones afford increased access to economic resources in the Arctic Ocean. Intense activities in commercial, investment, diplomatic, legal, scientific and academic sectors abound in the new Arctic, but the region's long-term significance is only gradually penetrating North American public consciousness. Media reports such as the recent, virtually ice-free trans-polar transit of a Chinese icebreaker through the Russian Northern Sea Route, or the transit of the Northwest Passage by a large cruise ship, are only the tip of the proverbial economic iceberg. In preparing for the commercialization of the Arctic Ocean, Canada and the United States, as major nations bordering the Arctic, face enormous opportunities in protecting economic and environmental interests; however, a number of challenges impede the fulfillment of this vision.

1348. Resources, risk and resilience: scarcity and climate change in Ethiopia

Abstract:
Ethiopia's resource scarcity context presents a daunting challenge, but also a significant opportunity. The country's current scarcity context includes: Low agricultural yields and farm sizes: Even if farm productivity were to increase by a factor of three, the average farm would still not produce enough food for a family of five. With 83% of Ethiopia's people directly dependent on agriculture for their livelihoods, the country has a major food security challenge; 7.5 million people depend on food safety nets. Major exposure to drought: Ethiopia has erratic rainfall, and acutely limited water storage capacity: the country has only 43m3 of reservoir storage per person, compared to 750m3 in South Africa and 6,150m3 in North America. Levels of irrigation are also low: the World Bank estimates that only 5% of irrigable land in Ethiopia is actually irrigated. Limited access to energy: Ethiopia's total primary energy supply is less than 60% of the African average, and only just over a fifth of the global average. The country depends on waste and biomass for 90 of its energy needs – leading to consequences including deforestation, and soil degradation as a result of biomass not being returned to the soil. High dependence on imported oil and food: Ethiopia currently imports all of its liquid fuels and a significant proportion of its food. This creates major exposure to global commodity price volatility, with the attendant risk of balance of payments problems, inflation and outright supply interruptions.

Stability operations are complex military-civilian interventions to address the security, economic, and governance issues that fuel disorder and violence in fragile and conflict-affected states. The United States Department of Defense has described stability operations as: various military missions, tasks, and activities conducted outside the United States in coordination with other instruments of national power to maintain or reestablish a safe and secure environment, provide essential governmental services, emergency infrastructure reconstruction, and humanitarian relief.
