Peace may yet be possible in Northern Uganda in 2005. Many elements seem to be in place, but they need to be pursued by President Museveni's government in a more comprehensive framework, given stronger international support and - most urgently - be committed to by the rebel Lord's Resistance Army (LRA) in the context of a specific process with a clearly definable endgame.

Exporting through international supply chains was a successful way for East Asian countries to develop their textile and apparel industries in the 1970s and 1980s, but it is a less clear route for countries like Egypt trying to compete today. The challenge is particularly acute given the strength of competitors like China, and even more so in the post-MFA era. Some analysts suggest that "lean retailing" increases the importance of geography in exporting in the world of rapidly changing apparel fashion, in a way that could benefit a country like Egypt with its proximity to European end markets. Using a supply chain model, this paper suggests that shortening lead times can indeed have an impact on profits, but that the effect is not tremendous, being in the range of a 0.3 percent to 0.9 percent increase in profits for every week of improvement in lead times. The study also finds that the business environment in Egypt lags key comparator countries in several areas that help the firms compete in global apparel chains, although recent reforms by the Egyptian government are working to address several of these aspects. It concludes by exploring to what extent geography, trade preferences, and local production factors may help Egypt's textile and apparel industry carve out a role for itself in global supply chains, and provide an engine to drive industrial upgrading throughout the country.

On November 11, Bahrain will welcome government officials and civil society groups to the second meeting of the Forum for the Future. The forum was founded at the 2004 G-8 summit at Sea Island, Georgia, as the centerpiece of the Broader Middle East and North Africa Initiative to promote change in the region. Political reform tops the forum's 2005 agenda with two-thirds of the conference sessions set to address political reform, human rights, women's empowerment, and the rule of law. The agenda, U.S. deputy assistant secretary of state for Near East affairs Scott Carpenter says, reflects the Bahraini government's willingness to discuss sensitive issues of reform, and U.S. secretary of state Condoleezza Rice will address the conference.
November 9 marks the start of legislative elections in Egypt. These are the first elections to be contested after Egyptian president Hosni Mubarak pledged to implement political reforms during his presidential campaign in September. The political opposition maintains that the legislative elections will not reflect the true will of the Egyptian people and that the political environment is still not conducive to truly democratic politics.
On November 2, the UN General Assembly's Third Committee is due to consider a Canadian resolution condemning Iran for human rights violations. A similar resolution was approved by the General Assembly in 2004 by a vote of 71-54 with fifty-five abstentions. Iran's human rights violations have recently worsened, and the Iranian government is becoming less concerned about international complaints on the matter.
In the third week of October, Egypt saw some of its most significant sectarian clashes in the last five years. Violence broke out as police forces protected a church in the Mediterranean port city of Alexandria against Muslims protesting a play that was staged inside the church and that they considered offensive to Islam. Sporadic tensions are an expression of Egypt's general political malaise.
On September 29, Algerians will vote on President Abdelaziz Bouteflika's proposed Charter for Peace and National Reconciliation, a policy that would provide amnesty for most of the one-thousand Islamic terrorists the government believes are still hiding in Algeria and neighboring countries. Between three hundred and five hundred of the terrorists still at large belong to the Salafist Group for Preaching and Combat (GSPC). This cadre of Afghanistan-trained, al-Qaeda-linked militants was behind the September 24 ambush of a police patrol east of Algiers that killed eight people. These holdouts have shown no interest in a government amnesty, despite the Algerian population's clearly waning interest in Islamist-inspired political violence.

The August 3 bloodless military coup in Mauritania that removed president Maaouiya Ould Taya from power took place in one of the world's most impoverished nations, situated on Africa's northwest coast between Arab North Africa and black sub-Saharan Africa. The coup had all the familiar trappings of an African military overthrow of a corrupt and detested civilian regime. Mauritania has supported the American-led war on terror and actively supports Washington's counterterrorist and training operations in the trans-Sahara region. It is also among only three Arab League members (along with Egypt and Jordan) that maintain full diplomatic relations with Israel. As Mauritania's new leaders seek to stabilize their authority, they are likely to come under considerable pressure from local opposition forces opposed to existing pro-American policies and its links with Israel.

FOR NEARLY TWO DECADES THE MIDDLE EAST AND NORTH AFRICA (MENA) has languished in economic stagnation and lassitude. At a time when the logic of market-driven reform and exportoriented growth has become nearly canonical worldwide, the MENA region has proven steadfastly unenthusiastic about reform, shutting itself out of the benefits of economic globalization and falling behind most other regions in economic development. At the same time, the MENA region has distinguished itself by spurning another worldwide trend: democratization. As democracy has spread in Latin America, Central and Eastern Europe, Asia, and sub-Saharan Africa, the Middle East has remained largely authoritarian, experiencing at most only mild liberalizing political reforms. This dual resistance to world trends is intriguing and resurrects the question of the relationship between political and economic reform. Is this dual resistance to reform coincidental? And what does this resistance say about whether and how Western policy makers and aid practitioners should try to link or sequence their efforts to promote political and economic reform in the region?
