Abstract:
European Union policy towards the Middle East and North Africa suffers from geographic fragmentation and an increasing functional imbalance which reflects a growing trend towards securitisation. While policy towards the Mediterranean is highly institutionalised, the Gulf Cooperation Council states receive much less attention and policies towards Iran, Iraq and the occupied Palestinian territories exist in isolation. A narrow focus on an exclusionist approach to security has taken over to the detriment of political and economic concerns. The shortcomings in European foreign policy towards the broader Middle East in terms of lack of breadth and coherence need to be addressed in order to forge a more cohesive and effective policy.

Abstract:
The impacts of human-induced climate change are often considered a future prospect, yet in the Middle East and North Africa (MENA), indications of a changing climate are clearly evident. Most of the predicted outcomes associated with international climate models are already occurring in the region, compounding existing problems of water scarcity, water pollution, desertification, salinization, and sea-level rise. Since most of the MENA region is arid and hyperarid, small changes in water availability and arable land have significant consequences for human security. Thus, “if mitigation is about energy, adaptation is about water” (Clausen and Berg 2010). Particularly through effects on the variability and quality of scarce and degraded water resources, human-induced climate change exacerbates already existing problems affecting urban and rural development, human health, and economic productivity in MENA.

Abstract:
Over the five year period from 2003 to 2008, private equity and venture capital investments have grown exponentially, both globally and in emerging markets, making private equity firms and funds increasingly important actors in emerging markets. In this paper, we examine the hypothesis that private equity firms in emerging markets are entrepreneurial-i.e., are more focused on creating new firms or growing and globalizing existing ones, based on a case study of Egypt.

Depuis l'arrivée au pouvoir de Mouammar Kadhafi en 1969, la Libye est devenue le voisin le plus important du Tchad. Pendant la présidence d'Hissène Habré, la relation devint hostile et fut marquée par différentes interventions militaires. Depuis l'entrée en fonction d'Idriss Déby, la Libye a abandonné toute revendication territoriale sur le pays et s'est transformée en parrain régional, jouant un rôle actif dans les négociations de paix entre le régime et ses rebellions. Elle a en effet les moyens financiers et l'autorité pour amener les protagonistes à négocier, mais son suivi de la mise en oeuvre des accords passés laisse souvent à désirer. Sa diplomatie a connu de brefs succès en facilitant la cooptation des rebelles par N'Djamena mais a suscité peu de progrès à long-terme pour une stabilisation du Tchad. Le contraste entre les pressions exercées pour obtenir des signatures sur les accords de paix qu'elle chaperonne et son manque d'intérêt pour leur application suggère que les médiations de Kadhafi sont moins fondées sur un désir de stabiliser le Tchad, que sur une volonté de préserver son influence régionale.

425. Shifting Sands: The Impact of Satellite TV on Media in the Arab World

Media in the Middle East and North Africa (MENA) are freer than they were a decade ago, with a proliferation of satellite television news channels leading the way. Arab newscasts cover events in real time, sometimes scooping their Western competition with spot news coverage of regional conflicts. Talk shows regularly stir controversy by airing contentious views, breaking social taboos, and giving regional platforms to political opposition groups. Government-run media have been forced to compete or lose audiences. Yet most governments in the MENA region have managed to retain a tight grip on media, whether through the arbitrary application of restrictive and vague press laws, limits on media production, or a kinship, political, or business relationship with media owners. There are exceptions, and transnational news channels generally operate under fewer constraints than local broadcasts. But only three Arab countries, for instance, were ranked “partly free” for media by Freedom House in its 2009 Freedom of the Press index; the rest remained “not free.” Similarly, the International Research Exchanges Board (IREX), in its 2006/2007 Media Sustainability Index (MSI) for the Middle East and North Africa, found that media freedom in a majority of Arab countries had worsened or remained stagnant since a 2005 survey; only in five of the 18 countries surveyed had media freedoms slightly improved.

426. Climate-Resilient Industrial Development Paths: Design Principles and Alternative Models

Abstract:
This paper argues that trade and capital account reforms within autocracies underlie the primacy of foreign currency procurement. A longitudinal comparison of four countries (Morocco, Tunisia, Egypt and Jordan) in the Middle East and North Africa region shows a historical sequencing of reforms. In the 1960s and 1970s, the foreign exchange scarcity was managed primarily by rising restrictions, accumulation of debt and a number of unilateral country-specific strategies, including broader economic openings (infitah) and isolated capital account liberalizations. However, IMF-friendly reforms (orthodox trade liberalization) only became a political option in the context of the extreme fiscal scarcity of the 1980s and 1990s, after the failure of these earlier policies and the drying up of alternative unconditional finance. Additionally, the time differences regarding when orthodox reforms are implemented within autocracies mainly relate to global and regional cycles of different external windfall gains. These findings complement recent debates about the rush to free trade in at least two regards. First, they point to distinct causal mechanisms depending on the type of political regime (for example, autocracy versus democracy), explaining the beginning of trade and capital account liberalizations among developing countries. Second, they reveal the conditional historical influence of neoliberal ideas among structurally similar autocracies.

Abstract:
In 2003, the Danish government launched the Partnership for Dialogue and Reform (PDR) with the dual objective of 1) establishing a basis for improved dialogue, understanding and cooperation between Denmark and the Arab region; and 2) supporting existing local reform processes in the Middle East and North Africa. With the first objective, which is the focus of this study, PDR was intended to demonstrate the trivialization of Huntington's thesis of a clash of civilizations that Al Qaeda, only few years before, had brought back to the limelight of international politics and endeavoured to prove. PDR was to show populations in Europe and the Arab world that there was indeed a strong, shared agenda between the so-called West and the mother-region of the Islamic world and that mutual misconceptions and prejudice could be overcome through the joined pursuit of this agenda of progress.

With President Hosni Mubarak's health reportedly deteriorating, the stage is set for an uncertain transition. Egypt's botched parliamentary elections have been the first act in this succession drama, paving the way for next year's decisive presidential elections. As the Middle East's traditional powerhouse, the outcome of this transition process is going to have important repercussions that will be felt far beyond Egypt's borders.

The Nile River basin is a vast area covering ten states, of which five are among the poorest in the world. Home to more than 350 million people, it is a troubled region that has been ravaged by armed conflicts, state failure, genocide, severe drought, and aid dependency. But it is also an area with great potential and geopolitical significance. In the past, the Nile River, with its origin in East and Central Africa, has been at the center of international affairs, most critically during the Suez Canal Crisis in 1956. Currently, the Nile is among the postreferendum issues being negotiated by parties to the Comprehensive Peace Agreement in Sudan: the National Congress Party (NCP) and the Sudan People's Liberation Movement (SPLM).
