Abstract:
The current government of Egypt has frequently stated that external financial assistance is necessary in the present economic situation and has expressed a strong preference for receiving it in part via debt relief. The question asked in this policy brief is whether there is a case for debt relief and if so what form this relief should take. This policy brief reviews a number of cases in which debt relief has been granted to draw out the lessons and implications for Egypt.

392. Holding Libya Together: Security Challenges After Qadhafi

As the recent upsurge of violence dramatically illustrates, the militias that were decisive in ousting Qadhafi's regime are becoming a significant problem now that it is gone. Their number is a mystery: 100 according to some; three times that others say. Over 125,000 Libyans are said to be armed. The groups do not see themselves as serving a central authority; they have separate procedures to register members and weapons, arrest and detain suspects; they repeatedly have clashed. Rebuilding Libya requires addressing their fate, yet haste would be as perilous as apathy. The uprising was highly decentralised; although they recognise it, the local military and civilian councils are sceptical of the National Transitional Council (NTC), the largely self-appointed body leading the transition. They feel they need weapons to defend their interests and address their security fears. A top-down disarmament and demobilisation effort by an executive lacking legitimacy would backfire. For now the NTC should work with local authorities and militias – and encourage them to work with each other – to agree on operational standards and pave the way for restructured police, military and civilian institutions. Qadhafi centralised power without building a central state. His successors must do the reverse.

Abstract:
The Egyptian economy is going through a critical period as the country transitions to democracy. While the shift from authoritarianism is certainly welcome, it has inevitably incited instability unknown to Egypt for the past thirty years. The implementation of economic reform amid this uncertainty is particularly challenging as political demands take precedence. The state attempted several times to revive the Egyptian economy since the Infitah, or “open door,” policy initiated by President Anwar Sadat in the mid-1970s. Successive, though unsuccessful, reform programs during the 1990s contributed to the pervasive poverty that served as a central driver of the 2011 Egyptian revolution and persists today. Past experiences can provide useful lessons for what to avoid in the future, even if they are unable to impart what exactly should be done.

395. Algeria at the Crossroads, Between Continuity and Change

Algeria is the only country in North Africa which seems to be relatively immune to the so-called “Arab spring”. Popular protests did erupt in Algeria at precisely the same time as they were enveloping neighbouring countries, but the demands of the protesters never reached a popular consensus calling for the demise of President Abdelaziz Bouteflika. Drawing on the country's extensive monetary reserves, the Algerian authorities have responded by implementing a series of economic and social reforms, which have further weakened the resolve and unity of the protesters. After repealing the emergency laws in late February 2011, the government appeared to have regained the upper hand, but strikes and demonstrations have continued. Algeria still faces the real prospect of future popular unrest if the government fails in its promise to enact wide ranging political and economic reforms by early 2012. Given the country's geostrategic importance at both regional and international levels, the international community and in particular the EU must do more in order to ensure that Algeria is set on a sustainable path for the future.

Abstract:
Who the rebels are in Libya has been a common question surrounding the revolution that overthrew Muammar Gadhafi. This report maps out the factions in Libya's east, centering on Benghazi. It identifies the various groups, their narratives, their part in the revolution, and emergent grievances that could translate into instability or future conflicts. Libyans share a strong sense of historical narrative and ownership of the recent revolution, but complexities lie within that ownership. There are tensions between the youth movement and the National Transitional Council; between local Libyans and returning members of the Libyan diaspora; between secular groups and religious ones, particularly the Muslim Brotherhood; within militia groups that did the fighting; and among Libya's tribes and ethnic groups. The widespread sense of ownership of the revolution, which kept morale high during the fighting, has translated to expectations of quick improvements, both overall and in people's day-to-day lives. Managing expectations will be key to ensuring that tensions within Libyan society do not overcome the sense of unity that the revolution fostered. International actors should ensure that local ownership of the political process remains at the fore and is not undermined. In addition, research is needed to understand the situation in Libya more clearly, in order to identify ways that the international community can support, aid, and advise local efforts in forming a stable and secure environment in Libya.

Abstract:
As expected, Egypt's first parliamentary election after the overthrow of longtime leader Hosni Mubarak confirmed the popularity and organizational strength of the Muslim Brotherhood and Freedom and Justice Party, which won 77 of the 156 parliamentary seats contested in the first electoral round. Surprisingly, it also revealed the unexpected strength of the Salafi alliance, dominated by the al-Nour party, which secured 33 seats. Much to the discomfort of secular Egyptians and Western governments, Islamist parties now dominate the Egyptian political scene.

Abstract:
With the enlargements of 2004 and 2007, the EU reached at borders with new neighbors stretching from Northern Africa, to Middle East and Southern Caucasus. Despite their structural instability, those three regions possess rich energy resources. The EU promulgated the blue prints of the Union's future relations with the new neighbors in March 2003 with the paper on "Wider Europe Neighborhood: a New Framework for Our Relationships with the Eastern and Southern Neighbors." The framework redefined the basic parameters of the so-called neighborhood policy. The major difference that differs the neighborhood policy from the rest of the Union policies with non-member countries is its unique approach to the concept of human security. Human security is a distinct security approach distancing "the state" from being the major subject of security and instead individuals have been placed gradually in the center of relations between the EU and Central, Eastern and Southeastern Europe. This study which tries to lure attention to the symbiotic bonds between human security and security community approaches, unfolds the problematic aspects of the neighborhood policy which is based on human security and offers some solutions to those problems.

THE ONGOING UNREST IN ARAB COUNTRIES has been at the center of international attention for months. The “arab spring” has a different color in each middle eastern and north african country. nevertheless, the causes of crisis are similar in each country. They include unsolved domestic problems such as the lack of legal and clear mechanisms of power rotation that would be accepted by society; economic and political stagnation; poverty (absolute or relative) of the overwhelming majority of the population despite the enormous incomes of the political elite; corruption; and unemployment. These crises are interdependent to a certain extent, which has led people to compare them to a “domino effect.”
