381. Al Qaeda in the Islamic Maghreb

Abstract:
Al Qaeda in the Islamic Maghreb (AQIM) emerged from a decades-long militant Islamist tradition in Algeria. In 1998, the Salafist Group for Preaching and Combat (Groupe Salafiste pour la Prédication et le Combat, or GSPC) broke away from the Armed Islamic Group (Groupe Islamique Armé, or GIA) because of the GIA's extensive targeting of civilians. Gradually, the GSPC evolved to encompass global jihadist ideology in addition to its historical focus on overturning the Algerian state. In 2006, the GSPC officially affiliated with al Qaeda core, soon rebranding itself as al Qaeda in the Islamic Maghreb. In the following years, AQIM was able to conduct a small number of large-scale attacks, most notably its 2007 bombing of the UN headquarters in Algiers. In recent years, counterterrorism pressure and weak governance have combined to shift the center of AQIM's presence to the Sahara-Sahel region. AQIM continues to make its presence known through smuggling operations, kidnappings, and clashes with security forces in the desert. In the coming years, general instability within the region could allow AQIM to further expand its influence.

382. Inward FDI in Egypt and its policy context

Abstract:
Egypt, starting from the second half of the first decade of the 21st century, has begun to realize its potential as an important recipient of foreign direct investment (FDI) among developing economies. Having received only US$ 500 million of inward FDI (IFDI), amounting to 0.5% of GDP in 2001, Egypt attracted US$ 9.4 billion (approximately 5.7% of GDP), in 2008. While investment in oil and gas accounted for a large share of IFDI (over half in 2006-2009), the remainder is fairly well diversified. Developed economies account for three-quarters of Egypt's IFDI, but the share of emerging markets has risen recently. Largely because of the global financial crisis, inflows dropped in 2009, by 30%. IFDI is likely to be adversely affected in 2011 following the political turbulence associated with the January 25 Revolution. However, this democratic transformation carries the seeds of genuine political stability based on effective institutions and the rule of law, which would encourage long-term domestic and foreign investment.

Abstract:
Some crises flare up and are forgotten fairly quickly. Others offer lasting insights into the global balance of power and the state of international diplomacy. The Libyan crisis falls into the second category. In a period in which serious commentators dwell on "the decline of the West" and "the erosion of the post-Cold War order", the war has been both a test of Western military might and international cooperation. There have been multiple surprises. A pundit who predicted in January 2011 that NATO was about to embark on a new war involving a Muslim country would have been dismissed. But it would have seem equally outlandish to suggest that China and Russia might permit Western military actions against an Arab leader to win a UN mandate, let alone that the Arab League would actively support this outcome. Wellestablished assumptions about the evolution of the international system in the wake of Iraq and the financial crisis have been found wanting.

Abstract:
Once the first protests erupted in Tunisia in December 2010, a wave of unrest quickly spread across the Middle East and North Africa as citizens expressed their discontent with the region's regimes. The Arab Spring was the result of mounting dissatisfaction with the status quo but also the result of blatant government corruption, brutal human rights violations, the economic downturn, low wages and rising unemployment rates. The socio-economic problems were truly the boiling point that pushed protesters, particularly youth, over the edge.

Abstract:
Shrines, squares and soccer stadiums have provided the settings for anti-government protests and people power in Southeast Asia and the Middle East in recent decades. At times used for mass detentions and torture of regime opponents by the security forces in the Middle East and North Africa, soccer stadiums became battlefields of resistance by soccer fans against autocratic rulers as the fans became politicized, clashing with security forces and increasingly using matches to shout anti-government slogans. The authors project those spaces as venues of political entitlement. They enabled protestors to overcome fear in confronting the regime in Cairo's Tahrir Square, Benghazi and elsewhere. They also generated a sense of entitlement and demands for far-reaching reforms in post-revolution Egypt and other North African and Middle Eastern countries.

Ten years ago this Fall, al-Qaeda carried out the most devastating attacks on the U.S. homeland in our country's history. That brazen attack propelled the United States—and the world—into a qualitatively new kind of global conflict. Ten years on, the anniversary of the 9/11 attacks provides the opportunity to reflect upon where we are in this effort. To do so, The Journal convened a symposium of seventeen of the country's premier counterterrorism specialists. These experts—drawn from Congress, the U.S. military and the Beltway policy community—have shared their unique insights into how far we have come in the past decade in our struggle against terrorism, and how far the United States and its allies still need to go. From there, we turn to the other pressing topic of the day: the so-called “Arab Spring.” The past half-year has seen unprecedented change sweep over the Middle East and North Africa. Long-standing regimes in Egypt, Tunisia and Libya have fallen. Others (such as Syria) continue to struggle against widespread domestic discontent.
