371. The EU and the Arab Spring: Between Spectatorship and Actorness

Abstract:
Throughout the first seven months of the Arab Spring, starting with the self-immolation of Mohammed Bouazizi in the Tunisian town of Sidi Bouzid on December 17, 2010, the EU clearly revealed itself as both an actor and spectator by resorting to both activism and passivism in a seemingly erratic fashion. Against this background and based on the EU's recently adopted Partnership for Democracy and Shared Prosperity with the Southern Mediterranean, this article aims at understanding this dualism more precisely and shedding some light on the EU's rather anachronistic foreign policy behavior in the Middle East and North Africa (MENA) in recent months. The article identifies five dichotomies, all of which contribute to the situation in which the EU continues to be torn between being a relevant political actor in the MENA region and a simple spectator that continues to be overwhelmed by local and regional political developments.

Abstract:
Recent uprisings and unrests across the Middle East and North Africa (MENA) have brought new leadership to Egypt and Tunisia, and could possibly result in more leadership changes. While it is too early to assess the meaning and implications of the MENA uprisings, it is even more difficult to predict whether the current ferment could fundamentally reshape the region by bringing real democratic transformation. What is evident, however, is that the United States' old bargain with autocrats is collapsing; and that U.S. strategic interests are seemingly better served, at least during this historic period, by working with governments that genuinely reflect the will of their people. This essay's central argument is that change and transformation in MENA has resulted from bottom- up, anti-establishment popular movements that have exposed the flaws of the U.S. foreign policy and will most likely challenge the conventional U.S. policies in the region for years to come.

373. Questioning the Veil: Open Letters to Muslim Women

Abstract:
Leaving aside the academic discourse, the “theoretical and methodological shields that usually ensure a semblance of detachment,” (p.ix) Marnia Lazreg, a professor of sociology at Hunter College and the City University of New York Graduate Center, adds her voice to the ever-expanding bibliography on the veil. Committed to writing this book, as she declaredly has reached a point where she could no longer keep quiet about the issue, (p.2) the author addresses Muslim women who either have taken up the veil or are considering wearing it. In doing this, she finds incumbent to reveal herself personally while recounting her experience as a Muslim woman growing up in colonial Algeria and that of several women she has interviewed over the past fifteen years in the Middle East, North Africa, France, and the United States. In each of her five open letters, Lazreg presents different veiling or reveiling experiences, interprets them and takes issue with their justification, pointing out that the custom of “covering” should be always regarded in its historical, political, and socio-cultural context, as long as “the veil is never innocent,” (p.125) it is both a discourse and a practice. Based on these grounds, in the Introduction, when clarifying certain terms used in the book, Lazreg states that by the expression “Muslim women” she refers to the “the women who have taken up the veil as a way for them to display their religious affiliation” (p.12) and she adds: “The best but cumbersome way to refer to these women would be 'women-who- wear-the-veil-because-they-think-it- is-a religious-obligation-in-Islam.' There is no generic 'Muslim woman,' just as there is no generic 'Christian woman' – only concrete women engaged in concret actions.”

374. Globalizing West African oil: US 'energy security' and the global economy

This article examines the nature of US oil intervention in West Africa and in particular the ways in which US strategic policy is increasingly being wedded to energy security. It argues that academic debates of a 'new oil imperialism' overplays the geostrategic dimensions of US policy, which in turn underplays the forms of globalization promoted by Washington in the postwar world. Specifically, the US has long sought to 'transnationalize' economies in the developing world, rather than pursue a more mercantilist form of economic nationalism. This article argues that US oil intervention in Africa conforms to this broader picture, whereby processes of transnationalization and interstate competition are being played out against the backdrop of African oil. The recent turmoil in the Middle East and North Africa will add to these dynamics in interesting and unpredictable ways.

Like clock-work, as US gasoline prices approached $4 a gallon in spring 2011, energy security moved to the forefront of the American political debate. Global oil prices have recovered from their collapse during the financial crisis more quickly than expected due to resilient developing-country demand and political instability throughout the Middle East and North Africa. As with past oil price spikes, politicians have been quick to offer silver bullet solutions to lower gas prices and make America more energy secure. But given the complexity of the US energy system and global energy markets, it is difficult for even informed observers to evaluate how far current proposals go in solving the country's energy security challenge.

Abstract:
Arab armies are closed and secretive actors. Yet they have been propelled to the fore in 2011, acting as midwifes and active participants in the revolts in Tunisia and Egypt. Their posture vis-à-vis incumbent regimes is crucial in other Arab countries too - Libya, Yemen, Bahrain, Syria - as the wave of popular uprisings against authoritarian regimes has spread. In view of this, there is an essential need to understand what kind of actors Arab armies are. The nature of armies in authoritarian settings shapes the pattern of resilience or of breakdown for regimes facing popular uprisings, and the prospect for various transition countries in the Arab world.

377. The EU and the Libyan Crisis: In Quest of Coherence?

The EU's reaction is slow, the EU is divided, the EU is unable to deliver: time and time again, newspapers depict the image of an incoherent and uncoordinated EU foreign policy. This time, the topic under discussion is the EU's response to the Libyan crisis. Many have compared the EU's internal divisions over Libya with those over the Iraq war, an often-used example to illustrate the limits of the Common Foreign and Security Policy (CFSP). This paper aims to assess the coherence of the EU's short- to medium-term response to the Libyan crisis. It distinguishes between the horizontal, interinstitutional, vertical and multilateral dimensions of EU coherence. The analysis shows that unilateral actions or inactions of the member states mainly account for the EU's incoherent response. The post-Lisbon institutional structure has done little to compensate for these internal divisions. While the EU cannot change the course of national foreign policies, it should increase its 'leadership for coherence', communitarize its crisis response in the medium term and aim at preventing incoherence in the longer term.

To what extent is foreign policy driven by norms and/or by interests? Considering the main trends of Italian foreign policy after World War II and two case studies, the Balkans and Libya, this paper investigates the role played by norms and interests and the interconnection between the two in Italian foreign policy. In the Balkans, norms and interests have neatly dovetailed: supporting democratization and the rule of law has also meant furthering Italian security and economic interests in the region. By contrast, Libya was the theatre of an essentially interest-driven foreign policy. Nevertheless, the Italian government's response to the Libyan crisis between March and May 2011 has interestingly marked a rupture from the recent past.

The revolts sweeping across North Africa and the Middle East in 2011 have shaken long-held truths about the region. Most strikingly, the sustainability of these regimes has proved a chimera. The events in the region and the many truths they uncovered call for a serious rethink in Western policies towards the region. The aim of this paper is to explore what such a rethink might entail for the European Union. Reviewing the European Neighbourhood Policy by revamping the benefits on offer, reconsidering the effective use of conditionality, establishing adequate monitoring mechanisms and engaging with a plethora of partners both within and beyond the region is imperative. Such a review is contingent on the recognition of a reversed hierarchy of priorities, induced by the force of historical events unfolding in the region. To reverse policy priorities is no small feat, considering the entrenched logic that has sustained Euro-Med policies so far. Nonetheless, various dynamics press for a new way of thinking. The proposals contained in this study constitute concrete steps to rethink the EU's Mediterranean policies in line with the fundamental rights and principles which the Union seeks to advance in its external action.

380. Libya's year zero: Finding opportunity as a country rebuilds

Abstract:
Libya's rebels have pushed the regime of Muammar Qadhafi out of power, and are poised to take complete control of the country. This in itself is a monumental achievement, but it marks only the start of what is likely to be a long and fraught process of rehabilitation. The new leadership must rebuild a state that for decades was run on the whims of an authoritarian leader, determined both to monopolise and to hold on to power. There are few institutions that work, and even fewer that work to the benefit of the general population, so the challenge amounts to little short of building a functioning state from scratch. Views on what form that state should take are as diverse as the regional, ideological and sectarian interests making up its would-be architects, and these stake holders must be persuaded to support the process — or at least not to obstruct it — before it can even begin.
