Abstract:
Chinese universities first reopened after the Cultural Revolution in 1977. Since 1949, no academic degrees had been awarded in China. The professors agreed with us that the time had come to invite specialists in American history and American literature to teach about our cultural patrimony rather than just teach English. Were we interested to learn about traditional Chinese opera, recently resurrected from the dead after the Gang of Four's departure? How did he, alone of all the officials I met in my two and a half years in Beijing, remain warm, curious, cheerful, open, enthusiastic, ever flashing a thousand watt smile and above all, so alive? I have photos of Ma grinning as he tried out my colleague's American motorcycle, Ma helping my two-year-old daughter with her chopsticks, Ma joking with the newly arrived Fulbright professors, who ended up relying on Ma as their interlocutor for every request or misunderstanding with the BeiDa authorities.

122. Famine Early Warning and Information Systems in Conflict Settings: Challenges for Humanitarian Metrics and Response

Abstract:
Attention to the growing number of people caught in crises characterized by extreme and often protracted levels of food insecurity, malnutrition, and mortality is increasing. The information systems that track these conditions and inform humanitarian decision-making have expanded substantially in the past two decades and in many cases have reached a degree of unprecedented sophistication. These famine early warning systems have become increasingly sophisticated in the past decade, but they still tend to be based on several assumptions that are important to understand. This paper briefly describes existing famine early warning systems and outlines some of the assumptions on which they are based— both in theory and in practice. Then it gives four brief case studies of recent famine or “famine-like” events and pieces together the formal analysis process with an attempt to reconstruct events on the ground from a conflict analysis perspective—highlighting the extent to which the formal famine analysis did or did not deal with conflict analyses and the political kryptonite around the discussion of “intent.” It closes with a summary of gaps in the current system and an assessment of the risks of trying to address those gaps through famine EWS or alternative means.

Abstract:
This is the third in a series of three briefing papers that form part of the Mind the Gap: Bridging the Research, Policy, and Practice Divide to Enhance Livelihood Resilience in Conflict Settings project. The first two briefing papers accompany regional case-study reports on Chad, South Sudan and the Sudan, and on Uganda that challenge many long-held assumptions about nutrition and livelihoods in countries struggling to recover from conflict, violence and fragility. FAO reviewed these regional case-studies on resilience and vulnerability at a two-day high-level workshop in Rome in November 2018. This brief summarizes the report highlights on the resilience and vulnerability of populations affected by conflict, including insights from the workshop participants and some implications for policies, programs, and future research.

Abstract:
This is the second in a series of three briefing papers that form part of the Mind the Gap: Bridging the Research, Policy, and Practice Divide to Enhance Livelihood Resilience in Conflict Settings project. This briefing paper accompanies a report that examines the parallel but separate trajectories of peace-building, recovery, and transformation over post-conflict periods in northern (Acholi and Lango subregions) and northeastern (Karamoja) Uganda. Parallels between these areas include a history of marginalization from the central state, underdevelopment and endemic poverty, and vulnerability to climate change and crossborder incursions. We argue that throughout the post-conflict periods, the initial peace processes in both locations were largely top-down in nature, with little participation from the affected populations. While keeping in mind the key differences in these areas, we highlight the nature of recovery, the ongoing challenges, and the need for external actors to be cognizant of the continuing fragility as they design policies and interventions for these locations.

125. Constraints and Complexities of Information and Analysis in Humanitarian Emergencies: Evidence from Yemen

Abstract:
Since 2014, Yemen has been engaged in a civil war between the Houthi group and supporters of Yemen’s internationally recognized government. By the end of 2018, the UN estimated that 15.9 million people—more than half the population—were facing severe acute food insecurity and in need of immediate food assistance. This report analyzes the challenges facing famine analysis in Yemen, including the Famine Risk Monitoring system recently put in place, and the integrated Phase Classification (IPC) system, used globally. The IPC is managed by a technical working group with the support of the food security and nutrition clusters and close involvement of the Yemeni authorities. Following the analysis, the report offers recommendations for ways to improve data collection and analysis on famine and famine risk in Yemen.

Abstract:
National politicians and international actors cannot ignore the resilience of premodern tribalism in Libya. Libyan governance structures have historically relied on the top-down distribution of favours to selected tribal allies, rather than on inclusive and representative governance. Such arrangements took the shape of cyclical processes of selective co-optation, exclusion, rebellion and, again, new forms of selective co-optation. Even the uprisings of 2011, which symbolise the appearance of a national Libyan polity, was mobilised and organised along tribal lines. Accordingly, efforts to build a new Libyan state today should take into account the strong tribal character of Libya and should look into integrating tribal forces into the state in a manner that favours the central state project while simultaneously allowing for true representation and inclusion of all local and tribal entities. In this policy brief authors Al-Hamzeh Al-Shadeedi and Nancy Ezzedine provide recommendations on how to realistically and effectively engage with tribal actors and traditional authorities for the benefit of the current central state-building process while avoiding past mistakes.

127. Libya’s global civil war

Abstract:
Foreign actors have long been an underappreciated driver of conflict in Libya, to the detriment of European and UN policymaking in support of a political solution there. These actors facilitate their Libyan client groups’ belligerence and escalate the conflict through financial, media, and military support. Europe must understand the role of other foreign actors in Libya if it is to prevent the conflict from devolving into an intractable proxy war akin to that in Syria or Yemen. Such a war would destabilise Libya’s neighbours, directly threatening European security interests and global energy markets. Major powers such as the United States and Russia are unwilling or unable to play a constructive or unifying role in Libya, putting the onus on Europeans to lead the effort to reach a solution. This will require European countries to neutralise or co-opt other foreign actors’ partisan support for Libyan groups. It will also require them to establish an inclusive international working group on Libya, using a mixture of incentives and disincentives designed to prevent escalation.

128. Assessing Tunisia’s Upstream Petroleum Fiscal Regime

The authors of this paper examine Tunisia’s upstream petroleum fiscal regime, in consideration of the government’s stated policy priority of reversing a decade-long decline in reserves and production. Although the country’s “Jasmine Revolution” led to improved civic rights and the country is a strong regional performer on the Natural Resource Governance Institute’s (NRGI) Resource Governance Index, foreign investment has dropped since 2011, in part because of regulatory ambiguity and political instability. Tunisia’s proven oil and gas reserves are very small, especially by regional standards. With limited geological prospects, the existing context is not conducive to oil and gas investment, especially for exploration. Tunisia offers different contractual arrangements and fiscal regimes: a concession-based system, which often involves joint ventures between the state-owned company, ETAP, and international oil companies and production sharing contracts. This paper analyses the various arrangements and fiscal instruments, focusing primarily on production sharing contracts, which have become the dominant contractual forms for foreign investors and do not require any public (ETAP) capital investment. The government of Tunisia publicly discloses all contracts and concessions.

129. A Confluence of Crises: On Water, Climate and Security in the Middle East and North Africa

The Middle East and North Africa region (MENA) faces simultaneous crises of security, water scarcity and climate change. They are interlinked—the water crisis is exacerbated by climate change and may fuel conflict, while insecurity is an obstacle to dealing with other pressing issues. Together, the three constitute a confluence of crises that need to be addressed together. Authoritarian and militarized governments in MENA countries repress public discourse and action related to water and climate crises, viewing critics as threats to national security. But the elite’s own economic interests and role in the political economy make them vulnerable to the new risks and threats. The water and climate crises are mostly transboundary and require states to act together. But by prioritizing narrow security interests, states accord weak mandates to regional institutions, preventing agreements on shared challenges. A regional security framework is needed, encompassing water, climate and the current conflicts.

Abstract:
Why is water important in the MNA region? • It matters for people. MNA countries cover 10 percent of the world’s area and home to 6% of the world’s population but receive less than 2% of the world’s renewable water supply. With rapid population growth since the mid 1970s, this has caused dramatic contraction in per capita renewable water resources. The MNA region is now the world’s driest region in the World. • It matters for the economy. Over 60 percent of the population of MNA lives in area of high-water stress compared to some 35% for the rest of the World. Water stress in MNA will be severe in the next 20 years as freshwater per resources per capita is estimated to keep on declining steadily unless fundamental shift occurs. The MNA region has the greatest expected economic losses from climate-related water scarcity, estimated at 6–14 percent of GDP by 2050. The MNA region will have to learn to do more with less – no matter what. • It matters for the environment. wastewater, 82% of which is not being recycled in the region, compared to just 30% in highincome countries. This presents a major threat to human and environmental health but also a massive opportunity to better satisfy water demand. Wastewater is the only natural resource that increases, as cities and populations grow. • It matters for equality. Equality between men and women; between urban and rural and between nations. MNA countries need to comprehend water as a political, economic and security issue in the region that plays a profound role in the future of the region and its growth and development, and take more concerted actions now.
