Abstract:
Nowhere in the world has sports in general and soccer in particular played such a key role in the development of a region than in the Middle East and North Africa. Yet, the nexus of sports, politics and society is one area that Middle East studies with few exceptions have ignored. Similarly, sports studies have focused on all parts of the world with one exception: the Middle East and North Africa. Nonetheless, sports and particularly soccer has been in various parts of the Middle East key to nation formation, nation building, regime formation, regime survival and the struggles for human, gender and labour rights. This working paper is an attempt to fill a gap in the literature and contribute to the development of theory on the role of sports in the Middle East and North Africa.

Abstract:
An analysis of the Middle Eastern and North African militaries has produced a laundry list of literature, much of which was either valid for a specific post-World War II period or highlighted one of more aspects of military interest in the status quo or attitudes towards political change. Leaving aside the geopolitical differences between Southeast Asia and the Middle East and North Africa, a comparison of the transition in both regions brings into focus the building blocks that are needed for an armed force to embrace change. Southeast Asian nations succeeded whereas the countries in Middle East and North Africa, with the exception of Tunisia, have failed for several reasons.

Abstract:
Since the eruption of the Arab Spring in 2011, centralized military power has broken down in North Africa, the Levant, and Yemen, and several weak Arab states have turned to local militias to help defend regimes. While these pro-government militias can play important security roles, they have limited military capacity and reliability. Transitioning militia fighters into national guard forces with formal ties to the national command structure can overcome some of these limitations, but the shift must be accompanied by a wider commitment to security sector reform and political power sharing.

Abstract:
Already-weak states in Libya and Yemen crumbled as struggles for control over their security sectors became central to transitional politics after the popular uprisings of 2011. Instead of being reformed and upgraded to enhance the fragile legitimacy of interim governments, the security sectors collapsed by 2014. Libya and Yemen are now caught in a vicious circle: rebuilding effective central states and cohesive national identities requires a new consensus on the purpose and governance of security sectors, but reaching this agreement depends on resolving the deep political divisions and social fractures that led to civil war in both countries.

As extremist groups in the Middle East and North Africa perpetrate sexual violence against women as part of their campaigns to further their interests and propagate fear, scholars are reaching a deeper understanding of the ways in which sexual violence, before, during, and after conflict, arises from a complex pattern of political, military, social, and economic factors. International actors can draw from this work to craft responses that better assist survivors and hold perpetrators accountable.

Authoritarianism under military auspices has been reimposed in Egypt since mid-2013. The state has outlawed protests, strikes, and sit-ins in the public sphere and has subjected public spaces and private media to tight surveillance. It also has mounted repression of the independent labor movement. When taken together, these factors suggest that the labor movement is likely to wane in the near future. Whether this will last over the long term remains uncertain.

Algeria is emerging as an indispensable broker of stability in North Africa and the Sahel. Where insecurity, foreign meddling and polarisation are on the rise across the region, it has at key moments promoted dialogue and state-building as the best means for lifting neighbours out of crisis, thus to safeguard its own long-term security. What some call Algeria’s “return” to regional politics after a long absence since its “black-­decade” civil war in the 1990s has been positive in many respects: its approach of promoting inclusion and compromise to stabilise its neighbours, driven by enlightened self-interest, presents an opportunity for an international system that has struggled to tackle the challenges engendered by the Arab uprisings. Yet, its ambitions have self-imposed limits. A moribund domestic political scene – a regime riven by factionalism and uncertainty over who might succeed an ailing President Abdelaziz Bouteflika – cast a fog over the political horizon. Relations with other powers with clout in the region, notably Morocco and France, have room for improvement
