Abstract:
Social Currents in North Africa is a multi-disciplinary analysis of the social phenomena unfolding in the Maghreb today. The contributors analyse the genealogies of contemporary North African behavioral and ideological norms, and offer insights into post-Arab Spring governance and today’s social and political trends. The book situates regional developments within broader international currents, without forgoing the distinct features of each socio-historical context. With its common historical, cultural, and socio-economic foundations, the Maghreb is a cohesive area of study that allows for greater understanding of domestic developments from both single-country and comparative perspectives. This volume refines the geo-historical unity of the Maghreb by accounting for social connections, both within the nation-state and across political boundaries and historical eras. It illustrates that non-institutional phenomena are equally formative to the ongoing project of post-colonial sovereignty, to social construction and deployments of state power, and to local outlooks on social equity, economic prospects, and cultural identity.

132. Exporting for Growth: Identifying Leading Sectors for Egypt and Tunisia Using the Product Space Methodology (التصدیر من أجل النمو: تحدید القطاعات الرائدة في مصر وتونس باستخدام منھجیة فضاء المنتجات)

Abstract:
This discussion paper is available below in both Arabic (2019) and English (2018). The structural transformation of countries moves them towards more sophisticated, higher-value products. Network analysis, using the Product Space Methodology (PSM), guides countries towards leading export sectors. The identification process rests on two pillars: (1) available opportunities, that is, products in the product space that the country does not yet export which are more sophisticated than its current exports; and (2) the stock of a country’s accumulated productive knowledge and the technical capabilities that, through spillovers, enable it to produce slightly more sophisticated products. The PSM points to a tradeoff between capabilities and complexity. The methodology identifies very basic future products that match the two countries’ equally basic capabilities. Top products are simple animal products, cream and yogurt, modestly sophisticated plastics, metals and minerals such as salt and sulphur for Egypt; and slightly more sophisticated products such as containers and bobbins (plastics) and broom handles and wooden products for Tunisia, which is the more advanced of the two countries. A more interventionist approach steers the economy towards maximum sophistication, thus identifying highly complex manufactured metals, machinery, equipment, electronics and chemicals. Despite pushing for economic growth and diversification, these sectors push urban job creation and require high-skill workers, with the implication that low-skilled labour may be pushed into unemployment or into low-value informal jobs. A middle ground is a forward-looking strategy that takes sectors’ shares in world trade into account. This approach identifies medicaments in the chemicals sector; seats (e.g. car and aeroplane seats) in the “other highly manufactured” sector; inflated rubber tyres in the chemicals community (plastics and rubber); containers, bobbins and packages of plastics also in the plastics and rubber section; and articles of iron and steel in the metals sector for Egypt. The top product for Tunisia is furniture in the highly manufactured and special purpose goods community, followed by three products in plastics and rubber in the chemicals community, and finally three machinery sectors.

134. From Right to Permission: Asylum, Mediterranean Migrations, and Europe’s War on Smuggling

Abstract:
The European Union (EU) and its member states have sought to curb unauthorized maritime migrant arrivals through a proactive combination of deterrence, intelligence, surveillance, anti-smuggling activities, border enforcement, and policing and readmission collaboration with Turkey, Libya, and Libya’s African neighbors. Through these actions, the right to seek asylum is being de facto transformed into a state-granted permission to seek asylum. Containment policies ensure that one cannot ask for sovereign permission without first paying smugglers. In support of their policies, EU and national authorities widely employ an anti-smuggling discourse that focuses on the ruthlessness of smugglers and the passive victimhood of migrants, including asylum seekers and refugees. This rhetoric aligns itself with what is perceived to be politically palatable, and contributes to preserving a volatile status quo. EU and national policies have failed to curb significantly maritime arrivals. Migrants face worsened conditions on Libyan soil, and death at sea. In recent memory, 2011 was seen as the deadliest year on record for Mediterranean migrations, only to be surpassed first by 2014 and then by 2016. During 2017, at least 3,119 persons died or went missing in the Mediterranean Sea (UNHCR 2017b). Deterrence, containment, and the related war on smuggling prove ineffective, and do not justify such a heavy cost. They quell the outrage cyclically generated by powerful images of Mediterranean carnage, even as they fail to mitigate the carnage itself. European and other liberal-democratic governments can act in more pragmatic, just, and dignified ways, including by attending to migrant agency and to local civic engagements. Provisions for family reunification, refugee resettlement, study visas and temporary protection should be enhanced. More ambitiously, governments need to reverse the very policies that eviscerate the right to seek asylum. Additionally, labor immigration quotas should be set that go beyond attracting skilled “talent” and seasonal workers, to reflect the demands of the job market and of Europe’s ageing societies, while protecting worker rights. Such measures would lessen unauthorized arrivals and the demand for smugglers, ease asylum workloads, and challenge nativist arguments. There is always a political market for effective policies such as these, but until European authorities begin to reject easy resort to tropes of ruthless smuggler criminality, that market will remain disturbingly untapped.

135. Maghreb Neutrality: Maghreb-Gulf Arab Ties Since the GCC Split

One year since a diplomatic crisis split the Gulf Cooperation Council (GCC), Morocco, Algeria, and Tunisia have maintained neutral positions towards the feud. In light of deepening ties between the Maghreb and GCC states—and the pressure by some Gulf regimes on their allies to choose sides—the Maghreb’s neutrality has been particularly notable. The ability of Maghreb governments to stay out of the crossfire of the intra-GCC conflict demonstrates pragmatism and confidence as well as the limits of GCC influence in the Maghreb. The stakes were different for each Maghreb country in pursuing neutrality on the Gulf rift. At stake for Morocco were billions of dollars in aid and investment promised by Saudi Arabia and the UAE, as well as diplomatic support for Morocco’s sovereignty over Western Sahara, Rabat’s top foreign policy priority. For cash-strapped Tunisia, Gulf aid and investment are critical, but aligning with either side in the Gulf dispute would have jeopardized its single most important political achievement in the post-Ben Ali era—the political compromise between the Ennahda and Nidaa Tounes parties. Algeria’s financial independence and mistrust of external intervention has made it the least susceptible to GCC intervention and influence. Conflict-torn Libya is an outlier, and for the foreseeable future will continue to be an arena for GCC intervention and proxy struggles. Gulf Arab-Maghreb ties will continue to matter for both sides. The Maghreb will continue to be dependent on Gulf aid and investment, and the Gulf will look to maintain strategic ties with its Maghreb partners. But moving forward, those ties will be shaped more by pragmatism and self-interest than political or ideological cohesion.

136. Terrorism: U.S. Strategy and the Trends in Its “Wars” on Terrorism

Abstract:
The United States has now been at war in Afghanistan for some seventeen years and been fighting another major war in Iraq for fifteen years. It has been active in Somalia far longer and has spread its operations to deal with terrorist or extremist threats in a wide range of conflicts in North and Sub-Saharan in Africa, South Asia, and South East Asia. In case after case, the U.S. has moved far beyond counterterrorism to counterinsurgency, and from the temporary deployment of small anti-terrorism forces to a near "permanent" military presence. The line between counterterrorism and counterinsurgency has become so blurred that there is no significant difference. The national academic consortium for the Study of Terrorism and Responses to Terrorism (START) has just issued new trend data on terrorism that are updated through the end of 2017. When they are combined with other major sources of data on terrorism, they provide the ability to trace the history of U.S. "wars" against terrorism in countries like Afghanistan, Iraq, and Syria. They show the results of America's "long wars" of attrition where it is increasingly unclear that the United States has a strategy to terminate them, or has the capability to end them in ways that create a stable and peaceful state that can survive if the United State should leave. The resulting graphics and maps are provided in the full text of the report on which this summary is based, and which is available on the CSIS website here. This summary both summarizes how the trends in such data reveal the patterns in terrorism and impact on U.S. strategy. The key conclusions, and an index to these graphics, are provided in this summary.

The Defense Department is considering adjustments to its North and West Africa posture in response to a fatal ambush on a U.S. special operations forces team in Niger last fall.1 Without some historical context, it is difficult to assess if these adjustments reflect substantial changes in U.S. presence, and how they might affect U.S. Africa policy in the future. This brief provides such context.

In the first issue of our 20th volume, the cooperative and conflictual nature of climate change in international relations is explored. Rafael Leal-Arcas analyzes the necessity of a symbiotic relationship between bottom-up and top-down negotiations to implement clean energy consumption. Following, Caitlin Werrell and Francesco Femia begin this issue's dialogue on climate change and security. Carmel Davis discusses the effects of climate change on Sub-Saharan Africa's ability to develop and subsequently mitigate conflict. Similarly, Ziad Al Achkar outlines the economic, environmental, and security threats in the Arctic as its ice continues to melt. Zhao Ang then discusses China's ability and incentives to pursuing a greener economy. Following, Buddikha Jayamaha, Jahara Matisek, William Reno, and Molly Jahn discuss the security and development of climate change implications in the Sahel region. The main portion of this issue proudly concludes with the Journal's interview with former Swiss Ambassador Therese Adam on climate change negotiations and the great potential for civil society engagement. Following the climate change portion of this issue, we feature a special sup-topic: Africa Rising. Here, Peter Schraeder discusses the effects of President Donald Trump's foreign policy in Africa. Twenty years ago, I arrived in Morocco as the new U.S. Ambassador. It was the beginning of a close-up view of the changes going on in Morocco for the next two decades. During my first meeting with King Hassan II, shortly after my arrival, he wasted no time in addressing Morocco’s agenda with the United States, challenging me on our nation’s positions, especially in regard to his Kingdom’s existential issue regarding sovereignty over the Sahara. This unexpected candid and warm exchange set the tone for regular meetings throughout my tenure during which concerns and grievances were voiced in private, rather than aired publicly. King Mohammed VI would continue this practice with me after his father’s death. My first few months in the country also coincided with the beginning of the first government of Alternance, led by opposition leader Abderrahmane El Youssoufi—a watershed moment for Morocco that many political analysts mark as the beginning of significant democratic reform and economic liberalization in Morocco after years of a strong-armed approach to governing and limited civil rights. Abderrahmane El Youssoufi, whose political activities had previously resulted in two years in jail and then 15 years of exile, became Prime Minister after his party, the Socialist Union of Popular Forces (USFP), won the most seats in the November 1997 elections. Since then, the international community has confirmed Moroccan elections as occurring in a fair and transparent manner. In 1998, the unemployment rate in the country was 17 percent and growing, with youths making up a disproportionate percentage of the population. Women lacked equal rights with men. The percentage of the population living at or below the poverty line for lower middle-income countries was around 28 percent, and more than half of the entire adult population was illiterate, with rates among rural women much higher. Electricity in the country reached only around 60 percent of the population, and almost a quarter did not have access to potable water. Infant mortality rates were 23 percent higher than the regional average, and maternal mortality ratios were nearly double the regional average. Overall, the micro-economic picture was in dire shape. The economy was too dependent on agriculture, accounting for 20 percent of gross domestic product (GDP) and heavily reliant on rainfall. Infrastructure was lacking throughout the country, and environmental degradation was widely apparent throughout the cities and the countryside, presenting a challenge to the growth of tourism. Of particular note, the northern part of Morocco was completely neglected after a series of militant actions created an irreparable rift between King Hassan and his citizens there. In contrast to the micro-economic indicators, by 1998 King Hassan had established a strong macro-economic climate: a low ratio of debt to GDP, a low budget deficit and an open, competitive economic system. He adopted International Monetary Fund (IMF) and World Bank reforms that, had Morocco been a member of the European Union, would have qualified it for inclusion in the Monetary Union. Upon his death in 1999, King Hassan left the country unified, with a very strong nationalistic belief in country and King, a reasonably performing economy and, most important, with a solid commitment in its support for U.S. objectives regarding counterterrorism and economic openness, and in promoting peace in the Middle East. Twenty years later, where is Morocco today? Where is it headed tomorrow?

140. Counter Terrorist Trends and Analyses (CTTA) – Volume 10, Issue 11: Need for Flexible and Adaptive Counter-Terrorism Policies

Abstract:
The November issue features three articles highlighting the need for flexible and adaptive counter-terrorism frameworks. In the digital age, rigid and bureaucratic models of counter-terrorism slow the pace of Preventing and Countering Violent Extremism (P/CVE) interventions while giving an edge to violent extremist groups. As such, contemporary counter-terrorism policies should focus on gendered-specific roles, qualitative changes in terrorist-landscapes of different conflict theatres and evolving tactics by violent-extremist groups. In the lead article, Ryamizard Ryacudu underscores the need for intelligence sharing, coordination and joint counter-terrorism frameworks in Southeast Asia to overcome the ever-changing threat of terrorism. The author notes that Southeast Asian threat landscape has evolved in two waves: Al-Qaeda-centric and Islamic State-centric phases. The current landscape which comprises of the third generation of Islamist militants is decentralised and necessitates collaborative efforts by security agencies to prevent violence. As such, adopting the Our Eyes Initiative (OEI) in October 2018 will facilitate strategic information exchange among ASEAN Member States on terrorism, radicalism and violent-extremism as a template to create more regional platforms. As terrorists operate, train and grow with networks transcending geographical boundaries networked efforts by the nation-states at the regional level are critical to defeat terrorism. V. Arianti examines the participation of children and their parents, in a wave of terrorist attacks in Surabaya in May 2018. The author notes that due to the institutionalised indoctrination of children by groups affiliated with the Islamic State (IS), participation of children could become a trend in Indonesia’s militant landscape. As many as 101 children from Indonesia have been trained by IS as ‘cubs of caliphate’ in Iraq in 2017. The author has examined the schooling of children in five Jamaah Ansharud Daulah (JAD) operated madrassas (also known as Pesantren) in South Java, South Sumatra and Central Sulawesi. These schools promote and inculcate a pro-IS ideology while providing employment to pro-IS individuals as teachers and administrators. The current anti-terror laws and other legal frameworks in Indonesia do not address the indoctrination of extremism towards children. Notwithstanding the significantly low number of pro-IS madrassas in Indonesia, the author highlights the need for joint government and civil society intervention to curb the pro-IS indoctrination. Lastly, Alberto Ballesteros explores structural and ideological differences between Euskadi Ta Askatasuna’s (ETA) nationalist-separatist terrorism and IS-inspired Islamist militancy in Spain. The author argues that the counter-terrorism strategy which defeated ETA is outdated in the present struggle against Islamist extremism. The author notes that Islamist militant groups’ focus on Spain is due to the country’s history of being ruled by Muslims (then known as Al-Andalus), Western/un-Islamic values and participation in international military campaigns against Al-Qaeda and IS. There is a need for holistic counter-terrorism approaches to deal with the challenges of Islamist extremism in Spain. Spanish authorities have relied extensively on intelligence gathering, sharing and coordination, border security and other law-enforcement related measures. However, more focus on social integration and trust-building between the mainstream and marginalised communities is necessary.
