1. Quantifying the Demand, Supply, and Welfare Effects of Natural Disasters Using Monthly Trade Data

Abstract:
We estimate the short-run trade effects of natural disasters using monthly trade data and data on the physical intensity of earthquakes and storms. We find large negative effects for heavily indebted poor, least developed or landlocked developing countries but only small effects for other economies. We use our estimates to identify key parameters of a dynamic quantitative trade model to disentangle the effects of disasters on supply, demand, and welfare and their spillovers on third countries via trade linkages. We apply our model to quantify the effects of the 1992 earthquake in Nicaragua, a small, heavily indebted poor country, and the 2011 Tohoku earthquake in Japan, a large developed economy. We find that spillovers are negligible if the country affected by a disaster is small but sizable for large economies. Similar disasters have heterogeneous effects on countries’ demand and supply, highlighting the importance of event-specific policies in the aftermath of disasters.

Abstract:
This paper addresses from a comparative perspective the national elections (legislative and presidential) held between 2009 and 2011 in seventeen Latin American countries. There are five key issues that guide this analysis: the institutional conditions of electoral competition, the electoral offer, election results, party systems, and post-electoral executive-legislative relations. The political consequences of these electoral processes—except perhaps in the cases of Honduras and Nicaragua, where some minor negative trends have arisen—reveal a pattern of apparent normality and political alternation, with a change in the presidential elite and winning proposals that were articulated via institutions. The paper concludes by outlining how countries in the region have successfully overcome challenges of a varying nature and importance, that until recently generated a degree of uncertainty in their respective political systems.

3. The Static and Dynamic Benefits of Migration and Remittances in Nicaragua

Abstract:
This paper utilizes a unique three-wave panel of household data from Nicaragua, which allows a thorough exploration of the relationships between migration, remittances and household consumption. The paper distinguishes between the effects of emigration and the impacts of remittances received. There is a self-selection bias in the decision to send a migrant, as well as in the decision to receive remittances. To adequately correct for these selection biases, we develop a bivariate selection correction procedure. Perhaps surprisingly, the results show that households do not benefit (in terms of higher consumption growth) from receiving remittances, but rather from having migrants abroad. This suggests that not only money are remitted from abroad, but also something more subtle, which could be business ideas, belief systems, aspirations, patterns of social interaction, and other intangibles, which have been dubbed social remittances.

4. What Makes a Difference in Achieving Higher Labor Productivity? The Case of Low-Income Countries in Latin America

Abstract:
This paper uses firm level surveys from Ecuador, Guatemala, Honduras and Nicaragua to estimate the determinants of labor productivity. This study started out with the hypothesis that the adverse external business conditions that firms in poor Latin American countries face, may be an important explication of the generally low levels of productivity. However, the empirical results, based on the survey of more than 1300 businesses, do not confirm this hypothesis. Compared to all the variables that are under the firms control, such as capital intensity, energy use, and worker skills, the external business environment (macroeconomic instability and labor regulations) has very little impact on productivity.

Abstract:
Since 1997, FADCANIC has been implementing a training program for unqualified teachers working in primary schools of Nicaragua's Southern autonomous region of the Atlantic Coast. SAIH, the Norwegian NGO that has been funding this program, has commissioned the present evaluation. It concludes that the program has had a significant impact in terms of improving education in the region through addressing one of the most urgent needs of the educational sector, namely teacher qualifications. However, the evaluation also points out a number of other limitations for the sector, including lack of resources for materials, physical infrastructure and reasonable teacher salaries, as well as general social problems of the region. It recommends that the program is continued, and that even greater emphasis is put upon creating a teacher education appropriate to the multilingual and -cultural reality.

Abstract:
The overall purpose of this project is to make detailed population and poverty projections that take into account expected demographic changes (in terms of fertility, mortality, migration, and education) as well as differentials in social mobility by household type. Such projections could be useful for a variety of purposes ranging from assessment of necessary social investments (education facilities, health facilities, pension systems, etc), projections of the size of the working age population who will demand jobs, targeting of poverty alleviation policies, projections of migration flows, to negotiations with external donors and creditors.
