Abstract:
Claims about the international, the imperial and the exceptional are all currently used to analyse contemporary political life. This paper explores what is at stake in each of these three concepts and examines the relationship between them ; affirms the decreasing salience of concepts of the international and the imperial and the increasing force of concepts of the exceptional ; sketches a threefold critique of Schmitt's particular understanding of sovereignty as a capacity to decide exceptions ; considers the implications of this critique for Kant's status as a critical theorist ; and tries to open up the question of what it has come to mean to invoke the exceptional since the attacks of New York and the invasion of Iraq. Il est souvent fait recours aux termes international, impérial etexceptionnel pour analyser la vie politique contemporaine. Cet article explore ce qui se joue en chacun de ces trois concepts et examine les relations qu'ils entretiennent ; il insiste sur la saillance perdue des concepts d'international et d'impérial et la force croissante des concepts de l'exceptionnel ; il esquisse une triple critique de la conception particulière de la souveraineté par Karl Schmitt, entendue comme la capacité à décider des exceptions ; il prend en considération les implications de cette critique sur le statut de penseur critique attribué à Kant ; il essaye enfin d'ouvrir sur la question de savoir ce que signifie le fait d'invoquer l'exceptionnel depuis les attaques sur New York et l'invasion de l'Irak.

Abstract:
During the 1990s the United States and its allies enjoyed a much sought-after period of prosperity and tranquility following the end of the Cold War. In hindsight, however, it is now apparent that Al Qaeda, a fiercely anti-American global terrorist network, was taking root in over sixty countries during this period, culminating in the devastating September 11 attacks on New York and Washington, D.C. The Bush administration, which had entered office determined to secure U.S. primacy amid the emergence of major power centers in Asia, such as China, soon found itself forced to confront a worldwide Islamist insurgency. This study analyzes the relevance of terrorist groups as substatal actors in international politics, their influence on deeper dynamics of the international system, and the challenges facing the United States posed by transnational terrorist organizations. It argues that international terrorism, although currently salient, does not necessarily replace or even alter the traditional concerns of international politics, but rather subsists among them. On balance, the United States has managed these interlocking challenges with partial success, and needs to pay greater attention to pursuing the legitimacy and protecting the economic foundations of its power. Failing to do so, or waging a poorly defined “war against all,” carries the risk of far-reaching economic and political reverberations that may, in the not-too-distant future, enervate the United States, undermine its legitimacy as the sole superpower, and gradually erode continued American dominance in the world order.

Cela dit, Priscilla Ferguson nous a proposé une explication de l'intérêt paradoxal suscité par mes travaux: la Frenchness de mes French Stories ferait que mes livres plaisent aux lecteurs anglo-saxons, ou les agacent. Je veux dire aussi ma reconnaissance. L'identité de chacun de nous se forge sous le regard de l'autre. Aussi est- il évident que, de ces deux jours, je vais sortir transformé. Abstract:
Fidel Castro was given up for dead, and his would-be revolution written off, in the months after his disastrous invasion of the Cuban coast in late 1956. Then a New York Times editorial writer named Herbert L. Matthews published one of the great scoops of the 20th century, reporting that not only was Castro alive, but that he was backed by a large and powerful army that was waging a successful guerrilla war against dictator Fulgencio Batista. Matthews, clearly taken by the young rebel's charms, and sympathetic to his cause, presented a skewed picture. He called Castro a defender of the Cuban constitution, a lover of democracy, and a friend of the American people: the truth as he saw it.

266. Rebuilding Liberia: Prospects and Perils

Abstract:
Liberia is a collapsed state that has become in effect a UN protectorate. Whether its political and economic reconstruction can begin depends on how quickly security spreads throughout the country. Squabbles over jobs by leaders of the armed factions have caused near-paralysis in the transitional government. Faction leaders tried to block disarmament until they received more jobs, boding ill for the peace process. The display of cynicism and greed by fighters and political leaders alike has undermined international confidence ahead of the donors' conference that meets in New York, 5-6 February 2004.

When Luiz Inácio "Lula" da Silva was elected president of Brazil in October 2002, popular expectations nearly across the political spectrum were so enormous that he was bound to disappoint someone. Indeed, what is remarkable about the present situation in Brazil is just how popular Lula remains (60 percent approval rating) in spite of a conservative fiscal policy, a modest uptick in the unemployment figures, a willingness to expend valuable political capital on pension and tax reforms, a financial scandal involving his chief of staff, and an embarrassing threat to expel a New York Times journalist.

The International Peace Academy (IPA), in collaboration with and thanks to generous support from the Permanent Mission of the Kingdom of the Netherlands, convened a high-level retreat on May 16-17 entitled From Promise to Practice: Revitalizing the General Assembly for the New Millennium. The retreat brought together, in an informal setting, approximately twenty-five permanent representatives and a very few deputy permanent representatives in addition to a member of the Secretariat and a key outside expert respectively over dinner and one full day of deliberations at the Greentree Estate in Manhasset, New York.

270. The Global Epidemic of Illegal Building and Demolitions: Implications for Jerusalem

In recent decades, municipalities and governments in all parts of the world have struggled with illegal building. However, compared with the incessant denunciation of rather infrequent demolitions by the Jerusalem Municipality, there has been nearly a complete lack of publicity when other governments demolish illegal structures. Those who complain that many Arabs cannot afford housing in Jerusalem ought to recognize economic reality; Jewish residents of Jerusalem who also cannot afford the high cost of housing find it necessary to move to the periphery of the city where housing is more affordable. In New York, nobody would excuse or tolerate people building illegally in Central Park, whatever their attachment to Manhattan or however large their family. Even the Palestinian Authority has demolished houses constructed illegally. Particularly refreshing was PA leader Sari Nusseibeh's statement that the "gangs that build illegally on land that does not belong to them should be thrown into jail," and that "Nobody in their right mind is in favor of illegal building."
