India-US relations were characterized by a degree of ennui while India-East Asia relations were overshadowed by public tensions between China and India throughout much of the year. The Obama administration, preoccupied by multiple high-stakes domestic and foreign policy priorities, offered up two high-profile visits for New Delhi with Secretary of State Hillary Clinton going to India in July and Prime Minister Manmohan Singh coming to Washington in November as the first head of state visit. But the newly strengthened Congress-led government, which returned to power after the April-May national elections, remained wary of the Obama administration's priorities and approaches toward a range of issues including its Afghanistan-Pakistan (AfPak) strategy, nuclear nonproliferation, and climate change, as it felt some nostalgia for the primacy of place and purpose offered to India by the bygone Bush administration. Meanwhile, in India's ties with East Asia, even though New Delhi made diplomatic forays ranging from Mongolia to Papua New Guinea to the Pacific Islands Forum to Australia while sustaining its traditional relationships with Japan and ASEAN, the tense Beijing-New Delhi interaction over the decades-old border dispute was the focus of attention for most observers.

23. India and the Civil War in Sri Lanka: On the Failures of Regional Conflict Management in South Asia

Abstract:
The paper provides an assessment of India's role in the final years of the civil war in Sri Lanka (2003-2009). In particular, it looks for explanations for India's inability to act as a conflict manager in its own region, which is in contrast to predominant assumptions about the role of powerful regional states. It also seeks to explain the surprising turn in India's approach to the conflict, when in 2007 New Delhi began to rather explicitly support the Sri Lankan government—in disregard of its traditional preference for a peaceful solution and its sensitivity for the fate of Sri Lankan Tamils. While historical and domestic pressures led to India's indecisive approach during the years 2003-2007, starting from 2007 regional and international factors—most notably the skillful diplomacy of the Sri Lankan government and the growing Chinese presence there—induced New Delhi to support the government side in order to keep some leverage on Sri Lankan affairs. The analysis of the Sri Lankan case opens several avenues for further research in the fields of regional conflict management and foreign policy analysis.

Over the past few years, the Indian government spent $8.5 billion to host the Commonwealth Games (CWG), a multisport event akin to the Olympics, which were held in New Delhi from October 3 through 14, 2010.1 The official purpose of the CWG was to generate “national prestige” for India.2 But the Games did no such thing. In fact, the CWG were a national disgrace. The games showcased a contradiction embraced by Indians that threatens to destroy the economic and political progress they have achieved over the past two decades.

But in envisioning "dynamic great-power rivalry" between Beijing and New Delhi there, he is too pessimistic about the United States' ability to maintain influence, too optimistic about China's ability to exert influence rapidly, and too dismissive of India's inherent regional advantages.

Many previous attempts to improve economic ties between India and Pakistan unfortunately have been derailed by periodically heightened political tensions between the two countries—be it Kargil in May 1999, the terrorist attack on the Indian Parliament in December 2001, or most recently, the Mumbai attacks in November 2008. Although successive Indian and Pakistani governments have often repeated the desire for peaceful relations, reaching a comprehensive agree ment that settles outstanding disputes still seems far off. But this does not mean that steps toward better economic relations cannot be taken. Indeed, there was a major breakthrough in trade relations at the meeting between then President Pervez Musharraf of Pakistan and Prime Minister Manmohan Singh of India in New Delhi in April 2005 (Joint Communiqué 2005). A number of trade-related issues were discussed at this meeting, and several key decisions were taken to move the process along.

India's relations with countries in the Asia-Pacific region during 2007 were wide-ranging as New Delhi sought to consolidate and expand ties with both small and large countries from Singapore to Australia to South Korea. With the U.S., India was on the verge of a landmark agreement on civil nuclear energy cooperation. But in India's relations with both Asia and the U.S. there was unfinished business. In the case of Southeast Asia for example, the failure to conclude an FTA agreement despite long, complex and sometimes quite testy negotiations blunted what has generally been a positive if incremental trajectory in India-Southeast Asia relations. With China, India's relations crawl forward year by year with little progress on fundamental issues such as the border/territorial dispute. With Japan, for all the excitement of the Abe-Aso tenure with India, the facts on the ground, especially on economic relations, remain limited. There are some more interesting openings for India in the region such as relations with Australia and South Korea, but they too are somewhat unusual rather than an established pattern. What is undeniable is that India is now a thread in the fabric of Asia. Similarly, despite the failure of the U.S. and India to conclude the civilian nuclear energy deal in 2007, the thickness of U.S.-India relations is unlikely to be diluted, even if it will take a lot of work from both Washington and New Delhi to keep them going.

Abstract:
Neither India nor Pakistan has been able to impose its preferred solution on the long-standing Kashmir conflict, and both sides have gradually shown more flexibility in their traditional positions on Kashmir, without officially abandoning them. This development has encouraged the consideration of new, creative approaches to the management of the conflict. The approach holding the most promise is a pragmatic one that would “make borders irrelevant”—softening borders to allow movement of people, goods, and services—instead of redefining or removing them. The governments of India and Pakistan have both repeatedly endorsed the concept, but steps to implement it have been limited. Myriad suggestions for putting this new mantra into practice have been made, from establishing more bus services to increasing trade and tourism across the Line of Control (LOC). While some of these suggestions still await official consideration, others are being examined, and some have already been implemented. Liberalization of the travel regime would be a major step toward enabling the two parts of Kashmir to develop a multifaceted and normal relationship. Such liberalization requires overcoming a mixture of political, bureaucratic, and regulatory challenges. A survey of opinion on both sides of the LOC reveals that the public mood in both countries favors peace, stability, and a softening of the LOC. The international climate is also propitious for confidence-building measures. It remains to be seen, however, if New Delhi and Islamabad can muster the political will necessary to overcome the resistance of key stakeholders within both countries' bureaucracies and militaries.

30. Expanding the DDR Model: Politics and Organisations

Abstract:
The immediate post-conflict environment requires a number of interventions from national and international actors. The international community has developed several mechanisms and methodologies to assist stabilization strategies that support the development of the wider peace process, or the transition from armed conflict to a stable peace. One of the most immediate interventions has become generically defined as Disarmament, Demobilization and Reintegration (DDR) programmes. This field continues to be defined and codified, for example, through the UN Integrated DDR Standards and the OECD-DAC's Implementation Framework for Security System Reform (IF-SSR). The current international models require continued discussion and development on strengthening the linkages between DDR and SSR activities. As part of this discussion and development process this paper argues that there remains a need to understand the DDR process in a more holistic manner with two specific areas requiring greater attention: First, the process of DDR should be viewed as a continuation of the political dialogue, and not purely as a programmatic undertaking; second, it is essential that the concept of demobilisation be expanded to encompass the transformation of the organization in question, as well as the requirements of individuals. This paper therefore argues that an armed insurgent organization requires specialized and focused assistance to evolve from an armed insurgent organization into an entity that possesses a future role within a peaceful environment. Neither of these points is reflected in current DDR models, programmes or practices. By adopting these concepts the linkages between DDR and SSR activities will be strengthened.
