1. Socio-Political History of Nepal: A Case Study of Nepali Local Government System

Abstract:
Nepal is one of the members of SAARC. Like most of other members, Nepal has also a long socio-political history. It has a particular culture that distinguishes it from the other members. The current study is mainly a descriptive study that is based on secondary data in which the researchers collected data from different articles, books and research reports. This article is an attempt to explore the social and political history of Nepal. Nepal has passed through different phases of political rules like the rule of Shah Dynasty and Rana’s rule. During 1950s, Nepal for the first time in the history opened for international community. Nepal practiced Panchayat System as well. The Maoist Movement is also an important phase in the political history of Nepal. Furthermore, the local government system is also discussed in detail by the researchers. Like the different political eras, it also faced many changes. Currently, Nepal is experiencing two tiers Local Government System that is District Development Committee (DDC) and Village Development Committee (VDC).

2. Nepal's Fitful Peace Process

Abstract:
Nepal is entering a new phase in its fitful peace process, in which its so-called "logical conclusion" is in sight: the integration and rehabilitation of Maoist combatants and the introduction of a new constitution. The Maoists, the largest party, are back in government in a coalition led by the Communist Party of Nepal (United Marxist-Leninist), UML party. Negotiations, although fraught, are on with the second-largest party, the Nepali Congress (NC), to join. Agreement is being reached on constitutional issues and discussions continue on integration. None of the actors are ramping up for serious confrontation and few want to be seen as responsible for the collapse of the constitution-writing process underway in the Constituent Assembly (CA). But success depends on parties in opposition keeping tactical threats to dissolve the CA to a minimum, the government keeping them engaged, and the parties in government stabilising their own precariously divided houses. It will also require the Maoists to take major steps to dismantle their army.

3. Nepal's Peace Process: The Endgame Nears

Abstract:
Nepal's peace process has moved into a phase of definitive progress. More than five years after the ceasefire, the parties have reached a deal on the Maoist fighters, who will leave the cantonments and enter the army or civilian life. An unofficial deal sets out power-sharing arrangements until the next election. The parties are focusing on the critical task of writing a new constitution, which promises a deep restructuring of the state to become more representative and decentralised. Challenges remain, including from continuously evolving coalition dynamics and divisions within parties. There will also have to be further discussions on the combatants. As the parties discuss federalism, which of all peace process issues goes most to the heart of ordinary Nepalis' expectations and anxieties, groups within and outside the Constituent Assembly will see their options narrow, which could strain the process. Yet, this is still the best chance the parties have had to reach formal closure on the war and to institute some of the fundamental changes they promised, provided they have the courage to make far-sighted compromises.

4. A Regional Power Promoting Democracy? India's Involvement in Nepal (2005-2008)

Abstract:
According to the theory of “democratic peace,” India, as the largest democracy in the world and as South Asia's predominant regional power, should be expected to promote democracy in neighboring countries. However, New Delhi lacks any official democracy‐ promotion policy, and its past record on democracy in the region is mixed at best. Against this background, the paper analyzes the substantial role India came to play in the peace and democratization process in Nepal in the years 2005–2008, asking whether this constitutes a departure from New Delhi's traditional policy of noninterference in its neighbors' internal affairs and a move towards a more assertive approach to democracy promotion. The analysis shows that India's involvement in Nepal was the product of short‐term stability concerns rather than being an indicator of a long‐term change in strategy with the intention of becoming an active player in international democracy promotion.

5. Nepal: Peace Postponed

Abstract:
Nepal's progress toward lasting peace is seriously but not yet irreparably faltering. A further postponement of constituent assembly (CA) elections reflected the weak implementation of the November 2006 Comprehensive Peace Agreement (CPA) and lack of will to follow the agreed process. Leaders have now vowed to forge a new consensus and agreed to hold the elections by mid-April 2008 but have yet to address the problems that led to past postponements. Suspicions among the parties – especially between Nepali Congress (NC), which dominates the government, and the Maoists, who remain outside – are echoed in ebbing public confidence: whatever promises they hear, most voters believe the politicians prefer to stay in power rather than face the electorate. All parties urgently need to inject new momentum into the peace process and take steps to win back trust and earn legitimacy. 6. Nepal's Constitutional Process

Abstract:
With the formation of an interim legislature incorporating mainstream parties and Maoists, Nepal's peace process hinges on writing a constitution that permanently ends the conflict, addresses the widespread grievances that fuelled it and guards against the eruption of new violence. Most political actors have accepted the Maoist demand for a constituent assembly (CA) tasked with framing a new dispensation, although royalists are worried over the future of the monarchy, which has in effect been suspended. The major challenge is to maintain leadership-level consensus while building a broad-based and inclusive process that limits room for spoilers and ensures long-term popular legitimacy. Recent unrest in the Tarai plains illustrates the dangers of ignoring popular discontent. Key political actors need to prepare more seriously for the CA. Led by the newly established United Nations mission in Nepal (UNMIN), the international community should pressure all sides to abide by their stated commitments and global norms and provide technical assistance to the electoral process.

Abstract:
This USIPeace Briefing highlights the findings regarding the security situation in Nepal in the run up to constituent assembly elections scheduled for November 22, 2007. Since February 2007 the United States Institute of Peace (USIP) has held individual meetings and group dialogue sessions on strengthening security and the rule of law in Nepal. These events have taken place in Washington, D.C., Kathmandu, Banke, Siraha, Kailali, Jhapa, Chitwan and Rupandehi Districts. During the sessions and meetings, including with members of the security sector, challenges and solutions to strengthening security and the rule of law were identified and discussed. While election security for the upcoming Constituent Assembly Election was not the primary subject of the discussions, various participants offered a number of recommendations and raised several concerns. Additionally, general security issues, many of which are related to election security, were discussed and can be included in a broader long-term security strategy.

8. Nepal's Crisis: Mobilising International Influence

Pro-democracy demonstrations and a general strike across Nepal in recent weeks mark a decisive shift in the country's political equations and probably signal the approaching end of King Gyanendra's direct rule. A successful popular movement could advance the search for peace but will depend on strong political party leadership in dealing with the Maoists; a messy transition would bring its own risks. Although domestic events will determine the speed and direction of political change, international players should us e their influence to establish practical plans to help stabilise the situation and build a more lasting foundation for peace. This briefing argues for the early formation of a Contact Group (consisting of India, the U.S. and UK, working with the UN) and a complementary Peace Support Group (other key donors and international financial institutions) to form a common front on strategy and tactics to maximise international influence in assisting Nepal's escape from its worsening conflict.

9. Nepal: Dangerous Plans for Village Militias

The Government of Nepal is creating local civilian militias – known as Rural Volunteer Security Groups and Peace Committees – in what risks becoming an alarming escalation of its conflict with Maoist rebels. Civilian militias are likely to become an untrained, unaccountable and undisciplined armed force that worsens a conflict that has already taken almost 9,000 lives. The scheme is controversial, and the government has publicly denied that it has already started distributing weapons despite evidence that it is indeed going ahead.

10. Nepal — Royal Murders

Abstract:
The new King of Nepal, Gyanendra Shah, promised an inquiry into the massacre that killed almost the entire royal family on June 1. Given the former king's legacy as adored head of state and symbol of stability, his violent death has created extreme political uncertainty. It has occurred at a time of general political unrest in the form of strikes and demonstrations in the towns and an increasingly violent Maoist insurrection in the countryside. In the short term, violent demonstrations over the unsatisfactory nature of official explanations of how the royal family died will continue. They may do so even after the findings of the independent inquiry into the deaths are announced. A return to calm depends largely on King Gyanendra's ability to govern in the same manner as his murdered brother.
