31. Generational Dynamics of Economic Crisis and Recovery: Prospects for Younger and Older Persons

Abstract:
Economic shocks affect young and older age groups disproportionately and highlight the insecurity of the youth labor market and volatility of older people’s savings. The COVID-19 pandemic exacerbated youth labor market challenges and caused young people to either lose jobs or work fewer hours. It also undermined the financial security of older people who tend to own small businesses given that half of the small businesses either closed down or lost significant revenue during lockdowns. Furthermore, COVID-19 exacerbated the digital divide between generations. While younger people are more likely to be technologically savvy, older generations often lack digital literacy to adapt to online work or virtual communications platforms. Dr. Goldin argues that to alleviate the disproportionate suffering experienced by young and elderly age groups during the pandemic, policymakers should increase targeting of social-protection measures, facilitate private-sector investment in education and training, invest in improving digital services and infrastructure, ensure access to financial services, and collect age-disaggregated data on economic and COVID-related indicators.

Abstract:
The International Civil Society Action Network (ICAN), with the support of Global Affairs Canada, has developed a set of “Case Studies on the Role of Gender and Identity in Shaping Positive Alternatives to Extremisms,” in Cameroon, Indonesia, Jordan, Libya, Pakistan, Somalia, Sweden, and the United States. The case studies demonstrate how conducting a Gender-Based Analysis Plus (GBA+) improves understanding of the drivers, narratives and roles that engender extremisms and violent extremist activity. By profiling examples of peacebuilding, deradicalization, reintegration and counternarrative work in these contexts, the case studies emphasize how attention to gender and intersectional identities can improve the effectiveness of interventions to transform extremisms – not only by preventing or countering it, but by providing positive alternatives that enable people to realize a peaceful, pluralistic future. The case studies cover a number of themes relevant to contemporary preventing/countering violent extremism (P/CVE) and counterterrorism (CT) work, including countering white supremacist extremism, the role of masculinities in recruitment and disengagement, addressing trauma and deploying mental health and psychosocial support (MHPSS) approaches in reintegration and rehabilitation, and work with religious leaders to promote peaceful, pluralistic and gender-just interpretations of religious texts and traditions. The case studies are intended for use by practitioners and policymakers to guide them in conducting a gender analysis and in integrating responsiveness to gender and identity factors in policies and interventions.

Abstract:
This paper examines whether frequent engagement with the Committee on the Elimination of Discrimination Against Women, the body of independent experts monitoring the implementation of the Convention of the Elimination of All Forms of Discrimination Against Women, is linked to improved compliance with women’s rights commitments. It further explores whether the relationship between treaty body interaction and compliance holds for states that have made reservations to articles concerning women’s rights. Data from state reports submitted to the Committee on the Elimination of Discrimination Against Women and indicators from the Social Institutions and Gender Index show that frequent engagement with the body is associated with improved equality for women, irrespective of state reservations. The results from this study challenge the idea that reservations undermine global governance regimes and are detrimental to human rights. Finally, this paper illustrates how compliance mechanisms work using a case study from Iraq. Through participation in the report-and-review process, states engage in negotiation around contentious areas of women’s rights with experts, civil society and the public, which facilitates respect for women’s rights.

Abstract:
For decades, social scientists have questioned whether women are more politically tolerant, peaceful, and less likely to prefer war to solve international conflict compared to men. Empirical analyses have been limited to a few geographic regions: North America (the United States); the Middle East (Israel and the core Arab World); and Africa (Rwanda). Furthermore, the measurement of the dependent variable, perceptions of war and peace, has been either evaluated with a single item or with a few items tapping on various dimensions of war and peace. This paper extends the geographic coverage in the literature to include a cross-national analysis containing North American, Latin American, Western European, Eastern European, African, Asian and Pacific nations, and utilizes thirteen items measuring gender differences in attitudes towards the perception of war, conflict resolution, foreign policy attitudes, international organizations’ appeal, political tolerance, and international cooperation. The analysis utilizes the most up-to-date data of national representative surveys, the World Values Survey and the Arab Barometer, featuring mean comparison methods to supply readers with simple results informing the relationship between gender and perceptions of war and peace on a global level. The evidence reveals that there is no difference in perceptions between men and women regarding international conflict perceptions across countries.

Abstract:
Situated within this global agri-food context, the purpose of this policy note is to examine the production process for the most prominent high value fruit grown in Turkey, the sweet cherry. This will serve to make problems embedded in relations of production visible. Based on my ethnographic fieldwork of the export-driven sweet cherry sector, conducted between 2018 and 2021 in three different production sites, I will make some suggestions to inform more democratic and equitable social policies.

Abstract:
Over the past years, the role of gender issues in addressing and preventing Islamist extremism has received increased attention. Since the fall of the ‘caliphate’ of the so-called Islamic State in Syria and Iraq (ISIS), most of the returnees to Western European countries have been women who had joined ISIS and other Jihadist organizations. Many travelled with children who had been brought along on the initial journey or who were born abroad. Working with women and minors, especially returnees, has become one of the main challenges for actors in tertiary prevention of Islamist extremism.

Low women's employment in Jordan is perplexing given the kingdom's middle-class attributes. Creativity in U.S. development initiatives could deliver lasting gains. In Jordan, a mere 14 percent of women are formally employed, compared to the global average of 51 percent. This outcome is somewhat perplexing given the Hashemite Kingdom’s relatively high education levels for women, declining fertility rates, high average marriage age, and other attributes of a middle-class society. Jordan watchers have therefore searched for a cause. One common explanation centers on cultural constraints, including pressure to stay home, families disapproving of vocational jobs, and concerns about women working in mixed-gender environments. But an alternative view suggests these concerns may be overstated, in part owing to recognition of the essential role women can play in a fragile economy. In this new Policy Note, Dr. Allison Jacobs Anderson, an expert on gender and development, makes the case for encouraging greater women’s economic participation in Jordan. She outlines the many associated personal and societal benefits, and shows how a creative approach by U.S. development entities could deliver lasting gains.

38. Turkey’s Refugee Resilience: Expanding and Improving Solutions for the Economic Inclusion of Syrians in Turkey

Since 2014, Turkey has not only hosted the world’s largest refugee population but has also modeled a best practice for the global refugee policy discussion. Turkey’s experience on the key issues such as jobs and employment should be examined as lessons for both refugee hosting countries and donor countries alike. The country has provided Syrians under Temporary Protection the right to access work permits and formal employment. Facilitating self-reliance for such a large number of refugees’ households remains a challenging task, even in the medium to long-term. This is especially the case in a context where increasing levels of unemployment in Turkey compounded by the socio-economic impact of the COVID-19 pandemic have posed a serious challenge to job creation and increased competition for available opportunities. Many Syrians living in Turkey experiencing partial or complete loss of income while incurring higher expenses, which is compounded for most households by a lack of savings. Addressing these challenges requires to draw lessons learnt at both policy and operational level to effectively support access to livelihoods opportunities. This notably involves fostering greater engagement and partnership with the private sector, on the one hand, and exploring innovative solutions such as e-work and online livelihoods opportunities on the other. The COVID-19 pandemic is proving to be an important test on the government’s and their international partners’ relevance and flexibility and their ability to quickly step up efforts in that direction. In this context, UNDP Turkey—a longstanding development partner and the co-lead of the Refugee and Resilience Response Plan (3RP)—joined hands with the Atlantic Council’s program on Turkey—”Atlantic Council IN TURKEY”—to explore policy options to foster socioeconomic inclusion among Syrians under Temporary Protection. Building on the experience and expertise of both organizations, our joint policy report : “Turkey’s Refugee Resilience: Expanding and Improving Solutions for the Economic Inclusion of Syrians in Turkey” aims at outlining pragmatic and innovative options to facilitate refugees’ access to decent employment so as to contribute to our common objective to #leavenoonebehind.

Abstract:
The achievement of the Joint List in the elections was made possible by the maturity of its constituents, the presentation of clear vision and objectives, the management of prudent media campaigns, the cumulative experience of parliamentary activity, and the response of Arab citizens to racist statements against them by Jewish politicians. The election of four Arab women for the Knesset on behalf of the Joint List breaks the glass ceiling for the political representation of women in Arab society. Arab women have high electoral potential and can reduce the gender gap between them and men. In the current political configuration in Israel, the Joint List has a significant political power and can no longer be ignored. However, unity has its price as the unique space of each constituent party is shrinking.

Recent efforts at settling the decades-long conflict in Afghanistan have featured an increasingly vibrant and visible display of women’s activism. Even with the support of the government and its international partners, Afghan women still face tremendous challenges to realizing their aspirations for a role in peacemaking. Based on extensive interviews throughout Afghanistan, this report attempts to better understand the changing public role of Afghan women today and their contributions to peacebuilding and ending violence.
