11. Water: A Key Driver for Sustainable Growth

Abstract:
Why is water important in the MNA region? • It matters for people. MNA countries cover 10 percent of the world’s area and home to 6% of the world’s population but receive less than 2% of the world’s renewable water supply. With rapid population growth since the mid 1970s, this has caused dramatic contraction in per capita renewable water resources. The MNA region is now the world’s driest region in the World. • It matters for the economy. Over 60 percent of the population of MNA lives in area of high-water stress compared to some 35% for the rest of the World. Water stress in MNA will be severe in the next 20 years as freshwater per resources per capita is estimated to keep on declining steadily unless fundamental shift occurs. The MNA region has the greatest expected economic losses from climate-related water scarcity, estimated at 6–14 percent of GDP by 2050. The MNA region will have to learn to do more with less – no matter what. • It matters for the environment. wastewater, 82% of which is not being recycled in the region, compared to just 30% in highincome countries. This presents a major threat to human and environmental health but also a massive opportunity to better satisfy water demand. Wastewater is the only natural resource that increases, as cities and populations grow. • It matters for equality. Equality between men and women; between urban and rural and between nations. MNA countries need to comprehend water as a political, economic and security issue in the region that plays a profound role in the future of the region and its growth and development, and take more concerted actions now.

12. A Holistic Assessment of the Water-for-Agriculture Dilemma in the Kingdom of Saudi Arabia

Abstract:
Prior to the emergence of the oil industry and the subsequent rapid agricultural expansion of the 1970s, there has been little to no concern about water for agriculture in Saudi Arabia since prehistoric times. However, a rapid expansion—a so-called “agricultural revolution”—introduced rampant use of highly water-consuming irrigation systems, mainly by center pivots, without any limitation. This has greatly compromised the future of nonrenewable water availability for agriculture. Current measures to alleviate the dilemma of water scarcity and sustainable agricultural development for the country have been challenging not only due to technical difficulties, but also because of overarching ideological and political factors. Based on the concluding findings in this article, a holistic approach combining both technical and sociopolitical recommendations is proposed, and is presented for alleviating the predicament.

Abstract:
Five months after Iraq’s May 2018 parliamentary elections, rival political blocs have broken deadlock and are set to form a new government. On October 2nd, the Iraqi parliament selected Barham Salih, a career politician from the Patriotic Union of Kurdistan (PUK), for the Iraqi presidency. Shortly after his election, Salih named Adil Abdul Mahdi, Iraq’s former oil minister, as prime minister. Iraqis and international observers applauded the selection of these politicians who have eschewed sectarian rhetoric as a victory for political compromise, but Salih and Abdul Mahdi face the challenge of answering popular calls for government reform after a summer marked by violent protests.

With the liberation of Mosul from so-called Islamic State (IS) in November 2017, Iraq entered – once again – a post-conflict period. In his Policy Brief Tobias von Lossow analyses how shrinking water quantities and acutely declining water quality pose tremendous challenges in the process of rebuilding the country: Dam building in Turkey and Iran has contributed to a remarkably reduced water inflow of the Euphrates and Tigris; Iraqi water installations had been in very poor condition before IS used water as a weapon and further damaged infrastructure; Tigris River’s waterflow upstream of Baghdad requires careful coordination between the Kurdistan Regional Government (KRG) and central government; extremely salinised water resources and environmental degradation in the Marshes risk the extinction of agricultural activities and livelihoods in that area. To address these challenges, technical measures will be important, and necessary – for instance, investment in water infrastructure. But that will not be nearly enough, as the water issue has the potential to accelerate re-emerging social divisions and political fragmentation and thus undermine Iraq’s stability and security. The political implications of water policies must be carefully taken into account in Iraq’s postconflict process and should complement technical efforts in this crucial sector. The basin-wide protection of the supply infrastructure could serve as a technical as well as a political entry point for water cooperation in the region.

15. Water Security and Growth: The case of the Middle East and North Africa Countries

Abstract:
Today, the challenge of water security is global, and growing. Achieving and sustaining water security, in both developed and developing countries, is likely to increase in complexity and priority—not only as climate change intensifies, but also as the demands of economic growth increase. While most developed countries invested heavily in water security, often starting early on their path to growth, most of the world’s developing countries remain relatively water insecure. The dominant threats to water security vary geographically and over time. Relative risks to populations vary globally: South Asia has the largest global concentration of population at risk of all water-related hazards; the Middle East and North Africa (MNA)2 stands out as having the highest percentage of the population facing scarcity and the only region where risks are still growing; and Sub-Saharan Africa has the highest percentage of population without access to water and sanitation. What is clear is that water security is not a stagnant goal, it is a dynamic process affected by changing climate, political set up, growing economies, and resource degradation. Moreover, as social, cultural, political, economic priorities and values evolve, water security will evolve with them. This note argues that in the MNA countries, instead of water security becoming an impediment to growth and factor in conflicts, water for growth and water security can be a factor of prosperity and peace.

Abstract:
Climate change is affecting us all – but some parts of the world will probably bear a far bigger burden than others. A recent study published in the journal Climate Change shows that rising temperatures in the Middle East and North Africa are likely to exceed 2 degrees Celsius by the end of the century, even if the global mean temperature remains below this threshold.

Abstract:
In the Middle East, water often crosses political borders; because water is a shared resource, its effective management demands cooperation among different users. In the absence of cooperation, conflict is likely. Indeed, conflict and cooperation over shared water has defined Israeli-Palestinian relations since 1967 when Israel gained full control over the Eastern and recharge zone of the western Mountain aquifer, as well as the southern Coastal aquifer. These resources, combined with water from the Sea of Galilee have provided about 60% of Israel’s water consumption. With the occupation of the West Bank and Gaza Strip in 1967, Israel placed restrictions on the drilling of new wells for the Palestinian population in the West Bank, and instead chose to supply water to Palestinian households through its national water company, Mekorot. The signing of the 1993 Declaration of Principles on Interim Self-Government Arrangements (Oslo I) and the 1995 Interim Agreement on the West Bank and Gaza Strip (Oslo II) between Israel and the Palestinian Liberation Organization offered an historic opportunity to move from conflict to cooperation over shared water resources. Unlike many other peace agreements, water was codified in the Oslo Accords, as it was understood that water sharing was of critical importance for human security, economic development, and regional cooperation. Specifically, the Oslo Accords called for the creation of a Joint Water Committee (JWC) during an interim period before the final status negotiations, comprised of equal number of members from Israel and the Palestinian Authority, whose functions would include the coordinated management of water resources and water and sewage systems in the West Bank. Oslo II, Article 40 on water and sewage recognized Palestinian water rights in the West Bank and the need to develop additional water supply. Oslo II also detailed specific water quantities to be allocated to the Palestinian population, mostly from the eastern Mountain aquifer in the West Bank.

Throughout 2016, MEI will be releasing several policy papers by renowned scholars and experts exploring possibilities to foster regional cooperation across an array of sectors. The purpose is to highlight the myriad benefits and opportunities associated with regional cooperation, and the high costs of the continued business-as-usual model of competition and intense rivalry. The Middle East and North Africa (MENA) is regarded as one of the most water-challenged regions in the world. The destabilizing impact of its resource constraints is compounded by the fact that some 60 percent of the region’s water flows across international borders, generating and exacerbating political tensions between states. Water insecurity will increase in the MENA region if the current situation of minimal water cooperation persists under the disabling conditions of political volatility, economic disintegration, institutional failure, and environmental degradation. Experiences from around the world demonstrate that countries that have achieved regional water cooperation have prospered together and kept the threat of conflict a remote possibility. It is time for the countries in the Middle East to realize that there is no alternative to sustainable water cooperation.

The purpose is to highlight the myriad benefits and opportunities associated with regional cooperation, and the high costs of the continued business-as-usual model of competition and intense rivalry. While the prospects for creating a regional architecture in the Middle East may seem grim currently, it is a crucial time to begin thinking about regionalization as a long-term project. The ongoing conflicts in the Middle East are likely to continue over the course of the coming decades, but it is possible that game-changing events could occur that create the political will necessary for adversaries like Saudi Arabia and Iran to cooperate. By looking at steps taken in Asia, Africa, Europe, and Latin America, this paper analyzes the conditions conducive to creating a regional order and how they arise at critical moments in history. Getting regionalization right can help create a pathway toward a regional institutional architecture and will be fundamental to establishing stability in the region.

20. Assessing Future Water Availability in Arid Regions Using Composition and Salience of Decision Criteria

Abstract:
Water resources development options are usually selected on a least-cost basis. While economic considerations are dominant in choosing projects, there are also a mix of other factors including social demands, political expediency, social equity, and environmental considerations that impact final decisions and development of water supply systems. Understanding local priorities in water resource management decisions can allow for forming expectations of future regional water availability. In this research, we propose that future water availability in arid regions may be assessed by considering key projects that have been identified or planned by regional experts. Using Multi-Criteria Decision Analysis methods as a framework to organize set of decision criteria and their relative salience, the likelihood of selection (and development) of a project can be determined and used to form expectations of future regional water availability. We use this approach in a case study for Jordan, and find that large-scale desalination projects–that have been in the planning books for decades-are now most likely to be pursued and implemented in the country. Finally, we discuss strengths, limitations, and the general applicability of this method for assessing future water availability in other arid regions.
