31. A Reversal: Will al-Qaeda’s Influence Recede in the Coming Period?

Abstract:
Al-Qaeda has sought to exploit the 17th anniversary of the events of 11 September 2001 to assert its survival and ability to stay at the forefront of terrorist organizations worldwide. In doing so, it seems to be trying to cover up the multiple challenges facing it at the present stage, which may cause its influence to diminish in the medium and long term. Thus, it cannot be ruled out that the fears expressed by many of its leaders over the organization declining influence is the main factor that prompted Ayman al-Zawahiri to increase the media messages he sends to the organization cadres and members along with other organizations, especially its rivals, as well as the international and regional powers concerned with combating terrorism. It is a remarkable shift from what happened in the past years, which witnessed a relatively limited appearance of al-Zawahiri to comment on events with the aim of proving that he is still alive and interacting developments. The new development raises many questions about the significance of the flurry of messages, particularly that they come at a time the region is witnessing numerous important variables with profound impacts, such as the receding influence of the pro-al-Qaeda groups in Syria against the backdrop of the recent security and political arrangements.

Abstract:
The raging controversy in Iran over the identity of the group that carried out the attack on the military parade in the city of Ahvaz on September 22, 2018, has not abated. Although many Iranians continue to believe that one of the Arab armed groups in Ahvaz is responsible for that operation, others have begun to promote the notion that ISIS was behind this attack, the second of its kind after the first twin attack on the shrine of Khomeini and the administrative building of the Islamic Consultative Assembly (Parliament), on June 7, 2017, for which ISIS claimed responsibility.

33. After ISIL: Justice and Protection for Children in Iraq

Abstract:
ISIL recruited children through a variety of means, including abducting children from orphanages and hospitals, or offering to pay parents hundreds of dollars a month in exchange for each child’s attendance at military training. Additionally, child soldiers were often taken from particular ethnic groups or religious communities, such as Yazidis and Christians, as a means to terrorize these groups. Since the territorial collapse of ISIL began in 2017, many of these child soldiers have defected; some fled ISIL territory and are living anonymously in Europe while others returned to their home countries. Debates about how national legal systems should handle these former child soldiers have arisen in all of these jurisdictions. In Iraq, which has dealt with a particularly large number of former ISIL child soldiers, there have been concerns about the national justice system’s capacity to adequately address the prosecution and rehabilitation of ISIL’s former child soldiers.

34. Libya’s Terrorism Challenge: Assessing the Salafi-Jihadi Threat

Abstract:
Salafi-jihadis have maintained an active presence in Libya due to a mix of push and pull factors. Historic participation in such groups, declining standards of living, the historical marginalization of minorities, and a pervasive sense of victimhood have all made Libya a ripe jihadi recruiting ground. Many Salafi-jihadis offer the status, salary, and services that the fractured state cannot provide. These movements can be diminished through investments like educational programs, aid to war-torn regions, demilitarization programs, and improved intelligence sharing by border officials in Libya’s neighboring states. However, until the political crisis that has plagued Libya for over three years ends, there is little Libya’s international partners can do to help confront these movements. And as long as the crisis continues, civil unrest will persist and institutions will remain weak. Such a scenario would provide the requisite chaos for the present Salahi-jihadi movements to flourish.

Abstract:
I deologically terrorist organizations have taken an increased prominence in the public consciousness. These organizations draw from a global support base, including young and increasingly educated populations. These organizations often take shape in the scope of a larger sentiment, and are able to rise to prominence through an ability to engage alienated individuals who are often on the margins of society. For many around the world, this issue has become an inescapable and harsh reality. It is time that we evaluate what is causing the growth of these networks, and consider sustainable development solutions to combat them. It is this paper’s attempt to highlight some examples of sustainable development solutions that successfully counter violent extremism, and to provide recommendations based on these successful examples. The answer to many of these problems can be having a bottom-up approach to building stronger communities. Inclusion and participation in public policy can empower citizens of all ages to become agents of human development and kick-start a virtuous cycle of peace that effectively eradicates extremism. It is the responsibility of public institutions to recognize best practices and support them to their best capacity with adequate policy and regulation. It is clear that we must first understand terrorism and its various foundations, before we can meaningfully fight against it.

36. The Blockade of Qatar

Abstract:
Accusing Qatar of supporting Islamic militants and Iran, Saudi Arabia, the United Arab Emirates (UAE) and Bahrain abruptly announced in June a travel blockade on Qatar. They tabled 13 demands for their fellow member state in the Gulf Cooperation Council (GCC) to fulfill before the blockade would be lifted. Egypt, which is particularly sensitive to Qatar’s hosting of Egyptian Muslim Brotherhood personalities critical of the Sisi regime, joined in this action. Qatar has protested that the demands constitute an unacceptable infringement on its sovereignty. It has offered to discuss the demands but has been told that the demands are non-negotiable. The blockade adds a further complication for American policymakers dealing with current Middle Eastern power struggles. The initiative for blockading Qatar appears to have been led by Saudi Arabia and the UAE. Bahrain joined, but Oman has steered clear of the controversy, perhaps partly because of its appreciation of Iranian support in earlier decades for the Sultan’s leadership against rebel Omani forces. Kuwait has sought to mediate the dispute but lacks the weight to alter Saudi and Emirati policies.

When we think of the Holocaust our mind slips inexorably to dismal images of cattle cars stuffed with people, or to gas chambers, crematoria and the cruel irony of the “Arbeit Macht Frei” gate. But of the six million Jews killed during the Holocaust over a million were shot with rifles and other small arms. They were not killed in concentration camps, but were murdered in fields or forests and pitched into mass graves outside villages in Nazi-occupied Eastern Europe. Before Auschwitz, Sobibor or Treblinka, the Holocaust began with bullets. The same is true of most mass atrocities carried out since 1945. From the killing fields of Cambodia to the burnt villages of Darfur, most of the killing was done with rifles and other small arms. It is for this reason that there is an enduring connection between preventing atrocities and confronting the international arms trade. The AK-47, or Kalashnikov, is the most popular weapon in the world today, with an estimated 70 million currently in existence. Numerous countries manufacture local variants of the ubiquitous assault rifle and while a new Chinese-made AK-47 might cost you $500, you can easily purchase one in many former conflict zones for as cheap as $50. When I lived in Johannesburg during the mid-1990s, leftover AK-47s from the civil war in Mozambique were still making their way through the townships and some entrepreneurial gangs were even renting out their AK-47s to other aspiring criminals at an hourly rate.
