Abstract:
To appreciate Afghanistan's predicament, it is essential to understand that all Afghan politics are tribal. Thus, while Afghans share a genuine national identity, their immediate concern in any political process is to advance or preserve the welfare of their ethnic or extended family group. Further, since the Russians and British artificially imposed the country's international borders, the tribes are not wholly contained within Afghanistan. They straddle the borders with surrounding nations. Thus, tribal politics are also international politics.

472. EU Security Policy: Contrasting Rationalism and Social Constructivism

Abstract:
There are two very different stories that can be told about EU security policy during 2003. On the one hand, some argue that the deep division among important EU countries in relation to the Iraq war is a final confirmation of the absence of an EU security policy. On the other hand, some argue that the last year has been a year of considerable intensity in relation to EU security policy–despite the fact that EU cannot yet be characterised as a unitary actor. One of the reasons for these very different stories is that they are based on fundamentally different ideas and theories about the basic mechanisms in international relations. In this paper Pernille Rieker will contrast how two different approaches, namely Rationalistism and Social constructivism would analyse EU security policy. The paper starts with a short presentation of the meta-theoretical foundation of these approaches. The second part discusses how each of them views the conditions for multilateral cooperation and security. In the third part these perspectives on EU security policy will be discussed and some empirical data that support each of them will be presented. Finally, the paper ends on a discussion concerning whether these approaches must be seen as being alternative or complementary approaches.

Abstract:
Despite the best efforts to resurrect the transatlantic bonhomie of the Cold War era, the limitations of any strategic partnership between the United States and Europe are growing increasingly clear. This is not merely a function of fallout over Operation Iraqi Freedom or animosity toward the Bush administration per se. Rather, the split between Europe and the United States reflects a more fundamental clash of strategic cultures. While Americans have historically emphasized preemption, unilateralism, and hegemony in formulating their national security policies, Europeans have preferred balance of power realism. It is time for Washington to recognize that any "partnership" with Europe is as likely to retard as advance U.S. interests in the democratization and liberalization of the Greater Middle East.

While the Bush administration has articulated an ambitious agenda for the liberalization of the greater Middle East, fighting to establish beachheads of freedom in Afghanistan and Iraq as well as pressuring regimes in the region to adopt domestic reforms, it has thus far proven somewhat reluctant to embrace this commitment to liberty in other parts of the world. Nowhere has this retreat from its rhetoric been more pointed than in Taiwan, a flourishing free-market democracy menaced by an authoritarian colossus next door. Taiwan's March 20 election provides fresh evidence of the extent to which the "one China" policy and "strategic ambiguity"—those avatars of conventional wisdom—have passed into the realm of anachronism. Indeed, if the Bush Doctrine represents anything, it is the conviction that there must be nothing ambiguous about America's support for the forces of freedom.

Abstract:
Libya's decision last December to renounce its unconventional weapons programs has been hailed as a "model" for other rogue states willing to come in from the cold. Indeed, Colonel Muammar Gaddafi—once scorned by President Ronald Reagan as "the mad dog of the Middle East"—today appears on the brink of international rehabilitation. But to embrace Tripoli is to embrace tyranny: Gaddafi's regime is among the most despotic in the region, as well as a significant source of instability and violence across Africa. If the Bush administration is serious about a "forward strategy of freedom" for the Muslim world, it cannot afford to turn a blind eye to Gaddafi's internal repression and international adventurism.

Abstract:
What used to be called the "post–Cold War world" has gone through three distinct periods. First, the "Long 1990s"—beginning with the fall of the Berlin Wall in 1989 and ending with the terrorist attacks of September 11, 2001—marked a time of drift and, at least in international politics, American confusion and indecision. The second, from 9/11 until the March 19, 2003, invasion of Iraq, was a period of transition, during which the Bush administration struggled to fashion a response to events that destroyed its illusions that the world's problems could be "managed" by a small knot of confident and competent pragmatists, acting in the spirit of humble realpolitik. The invasion of Iraq marked the start of the third period—a new era of Pax Americana, distinguished by the energetic exercise of U.S. power not simply to protect the status quo of American global preeminence but to extend the current liberal international order, beginning in the Middle East.

Abstract:
With the capture of Saddam Hussein and the diminishing number of attacks on U.S. troops in Iraq, there is a new sense of confidence and optimism about the direction of the Bush administration's foreign policy. It is important, however, to place these recent developments within the broader context of the endeavor to which the president has committed our nation. The invasion of Afghanistan in the autumn of 2001 and that of Iraq in the spring of 2003 together mark a significant departure from longstanding American strategy in the greater Middle East. In place of "off-shore balancing," wherein the United States sought to preserve the status quo by supporting a revolving rogue's gallery of native regimes, American power is now actively engaged in reshaping the political order of the Islamic world. This is, by definition, a generational commitment.

Many observers emphasize the importance and strategic location of the Caucasus region in the struggle for access to Central Asia. For Turkey and Western countries, the Caucasus is a linkage to Central Asia and, after the collapse of the Taliban regime in November 2001, to Afghanistan. For Central Asia, the Caucasus is a vital route to both the West and Turkey for transportation of energy resources, goods and commodities. For Russia, the Caucasus has always been a gateway to the Middle East.

Abstract:
We discuss initiatives that the League of Arab States and US allies and partners have put on the table to foster reform, change, and security in the Middle East. These initiatives have met both support and skepticism before and after they were formally launched at the summit of the League (Tunis, May 2004), and during the summits of the G8, US/EU, and NATO taking place the following month. We assess these developments with the League of Arab States Secretary General Amre Moussa, and Marina Ottaway, Senior Associate and Co-Director of the Rule of Law and Democracy Project at the Carnegie Endowment for International Peace. The CTR conducted these two interviews separately by telephone from The Hague, and in Washington, DC, in July 2004.

480. Challenges of Security Sector Governance in Kuwait

Abstract:
The security apparatus in Kuwait is divided into three main institutions, namely the Army, the Police, and the National Guard. The division of labour amongst the three institutions is clear. While the army is re sponsible for external defence duties (since offensive war is prohibited by the Constitution), the police are responsible for internal security, and the National Guard is responsible for providing emergency and supporting duties. According to the Constitution, the army is headed by the Amir (the Head of State) being the Commander-in-Chief of the armed forces, while in reality the army is headed by the Minister of De fence who is currently Sheikh Jaber Mubarak Alsabah, and operationally headed by the Chief-of-Staff Fahad Alamir. Although the military side of the army is run on a daily basis by the military staff, the Ministry of Defence that is basically civilian in its composition has a major impact on any work and decision-making that affects army affairs. The police on the other hand are completely administered through the Ministry of the Interior; the current Minister of the Interior is Sheikh Nawwaf Alahmad Alsabah. The currently Under-Secretary of the Ministry of the Interior is Nasser Alothman and he is assisted by seven Assistant Under-Secretary's for administering the daily operations of the police. Six out of the seven Under-Secretaries are police officers. Almost 90% of the top management of the Ministry of the Interior is made up of police officers, and this situation differs greatly from the state of affairs that is to be found in the Ministry of Defence. The National Guard is an independent institution of the Armed Forces, which reports directly to the Supreme Council of Defence, which is headed by a senior sheikh (currently Sheikh Salim Alali Alsabah and his deputy Sheikh Mishal Alahmad Alsabah).
