Abstract:
On February 24, 2005, the Palestinian Legislative Council (PLC) approved the new cabinet presented by Prime Minister Ahmed Qurei by a vote of fifty-four to ten, with four abstentions, establishing the first official government appointed after the January election of President Mahmoud Abbas. After a week of political infighting over the makeup of the cabinet, Qurei yielded to pressure from the Fatah bloc and offered a list composed almost exclusively of technocrats with professional expertise in the fields of their respective ministries. Nearly all of Yasser Arafat's political appointees from the old guard were removed. The reformers within Fatah who led the opposition to Qurei compromised as well by agreeing that no sitting member of the council (other than the prime minister and the new deputy prime minister, Nabil Shaath) could be in the cabinet, thereby keeping the most prominent political proponents of reform outside the executive branch.

462. Sustaining an Israeli-Palestinian Ceasefire

Abstract:
The Israeli-Palestinian ceasefire announced on February 8 in Sharm al-Sheikh created a window of opportunity that will slam shut quickly if terrorists resume attacks against Israel. After four-and-half years of incessant terrorist activity, Israeli tolerance for negotiating peace in the face of ongoing attacks is nil. The entire project, therefore, is premised on the assumption that the ceasefire will hold. But will it? Hamas and Palestinian Islamic Jihad (PIJ) have so far dismissed it, and previously negotiated ceasefires have all failed. Moreover, Iran and Hizballah are more proactively involved in recruiting, training, and financing Palestinian suicide bombers than ever before.

Abstract:
If new Palestinian Authority president Mahmoud Abbas is to succeed, he must deal with the issue of violence. Over the past year, positive changes have emerged in all areas of Palestinian public opinion except one: the role of violence. In the eyes of the public, violence pays. Three-fourths of Palestinians perceive the disengagement as a victory for violence. To be sure, more than two-thirds of Palestinians believe that Abbas should negotiate with Israeli prime minister Ariel Sharon. Yet, the public views Israel's unilateral moves as a threat, not an asset. They see only settlements, closures, checkpoints, and humiliation. These perceptions are responsible for their anger. Abbas must help remove dynamics that encourage the public to believe in the utility of violence; otherwise, the issue will continue to impede his ability to govern effectively.

The newly announced ceasefire provides an opportunity for progress in Israeli-Palestinian relations, especially with the newly elected Palestinian leadership and the new Israeli coalition government. The time has come for both Israeli prime minister Ariel Sharon and Palestinian Authority chairman Mahmoud Abbas (a.k.a. Abu Mazen) to roll up their sleeves and, with international support, get down to the formidable tasks facing them in the coming months: stabilization of the security situation, Palestinian institution-building, Israeli disengagement from Gaza and the northern West Bank, and Israeli-Palestinian reengagement.

Abstract:
ARE ISLAM AND DEMOCRACY COMPATIBLE? And are Islamists willing to accept a democratic order and work within it? Debate has swirled around these two grand questions for decades and has produced a broad variety of responses, often quite polarized. Whatever we may think about Islamists, the topic matters vitally because in the Middle East today they have few serious ideological rivals in leading opposition movements against a failing status quo. These Islamist movements are characterized by rapid growth, evolution, change, and diversification. In the Arab world the only ideological competition comes from Arab nationalism, the left, and liberal democracy, in diminishing order of size and importance. More significantly, since the Al Qaeda attacks of September 11, 2001, and the declaration of the Bush administration's war on terrorism, Arab nationalists and the left increasingly share a common cause with the Islamists in the face of growing political confrontation with the United States. This rising hostility shows no abatement as yet and permits political Islam (Islamism) to gain ever greater ground.

Abstract:
If history is any guide, the war and subsequent occupation and reconstruction of Iraq will shape U.S. relations with the Arab world—and perhaps with the whole Muslim world—for decades, just as prior military occupations altered U.S. relations with Latin America, the Caribbean, Europe, and Asia. What happens in Iraq is also likely to profoundly affect whether and with what degree of effort and success states choose to work together to constrain the spread of weapons of mass destruction (WMD). The war and its aftermath will affect U.S. foreign relations, influence U.S. policies regarding future armed interventions, and alter the international struggle against terrorism. It is a massive understatement, then, to say that a great deal is at stake, on the ground in Iraq, around the world, and in the lessons for the future that will be drawn here at home.

Former Secretary of Defense Robert S. McNamara was fond of saying that the Middle East was the graveyard of American diplomatic hopes and dreams, and this is a man who knows something about disappointment in global politics (as well as cemeteries). Now, the United States has embarked upon an ambitious mission to remake the Middle East – rebuilding war-ravaged and leader-abused countries in Afghanistan and Iraq, seeking to settle the conflict between Israelis and Palestinians, blocking further nuclear proliferation, pushing the region to embrace political moderation and reform, and hopefully improving America's image in the region in the process. There are unintentional though unavoidable echoes of the “best and the brightest” in this campaign as the U.S. embarks upon a global crusade (call it what it is) to help re-direct the course of one of the world's dominant civilizations and the institutions that have served it so poorly. This uniquely American sense of mission and manifest destiny is apparent in a range of endeavors worldwide but it is in the Middle East where U.S. ambitions approach the point of audacity.

Twenty-five years after its Islamic revolution, Iran represents a challenge and an opportunity for the United States. The issues at stake reflect the urgent and multifaceted dilemmas of U.S. security in the post–9/11 era: nuclear proliferation, state support of terrorism, the relationship between religion and politics, and the imperative of political and economic reform in the Middle East. At this time, as Iraq—Iran's neighbor and historic adversary—embarks on a difficult transition to post-conflict sovereignty, and as the International Atomic Energy Agency (IAEA) extends its scrutiny of Iranian nuclear activities, Iran looms large on the U.S. policy agenda. The United States will host the G8 Summit at Sea Island, Georgia, in June 2004. Many urgent and critical international issues need to be discussed at the summit, especially developments in the Middle East and in the worldwide war on terrorism. It will be important, however, that the summit also maintain the momentum of the past three years in the G8-Africa partnership. This will reinforce the work of African leaders who are championing democracy, human rights, and good governance. Africa, moreover, figures prominently in the three global issues the United States has selected for the summit: freedom, security, and prosperity.
