Abstract:
Nazrin Mehdiyeva's work is elegantly argued and timely volume on small states and energy politics; however, in looking to contribute to both of these literatures, she opens up questionable points in her book. Her main aim was to understand the conditions that allowed Azerbaijan to pursue an autonomous foreign policy after the Cold War while focusing on energy's role in the context of global energy insecurity. Mehdiyeva's structure relies on a simple and clear deductive narrative. Chapters 2 and 3 focus on small state literature and its application in Azerbaijan's institutional context; 4 focuses on Russia, the main 'antagonist' in the narrative, and 5 on the Caspian sea issue; while 6 and 7 deal with alternative allies in the form of Turkey and the United States. The last chapter concludes with the author's projection of future foreign policy.

The Islamic State's murder of Jordanian hostage Lt Moaz al-Kasasbeh was both a message to the group's fighters that it can counter the coalition's relentless airstrikes as well as an offensive move designed to provoke a high-profile overreaction The air campaign against the Islamic State has been relentless while at the same time has receded from the headlines-a double blow to the group in that it suffers the losses but doesn't benefit from the attendant spectacle The drawn-out 'negotiations' over this past month-while the hostage was already dead-were likely intended to sow division and tension in Jordan, and draw attention to the issue as long as possible before the gruesome finale While Jordan is understandably enraged and will have to strike back, the most effective response might be an escalation that continues to kill the group's fighters away from the headlines.

Outside of its own borders, Iran now has significant proxy presence and influence in four countries encompassing 1.1 million square kilometers and 82 million people, in Yemen, Iraq, Syria, and Lebanon It has done this by leveraging tactical decisions made by other countries into its own strategic expansion; from Lebanon, Iraq, Syria, and now Yemen, Iran is taking advantage of the short-term actions of others in its long-term plan The complete collapse of the U.S.-aided Yemeni president and the associated counterterrorism and military support is just the latest example of measures intended to address immediate pressures, which ultimately benefit Iran-all while U.S. airstrikes support Iraqi and Iranian militias in Tikrit against the immediate threat of the Islamic State It's not that Iranian leaders are all-knowing, masterful chess players but rather that the Middle East has for decades been a battlefield of ad hoc stability measures by numerous countries that have enabled Iran to steadily project power, to the extreme concern of countries such as Saudi Arabia, which has now launched airstrikes in Yemen.

Abstract:
Our Spring 2015 volume captures the troubling developments of the past year in the Middle East and North Africa. In 2014, the Syrian conflict that has so beguiled the international community spilled over into Iraq, with the swift and shocking rise of the Islamic State in Iraq and al-Sham (ISIS). ISIS is causing the ever-complex alliances in the region to shift in peculiar ways. In Iraq, US airstrikes provide cover for Iranian-backed militias fighting ISIS; while in Yemen, the United States supports a Saudi intervention against a different Iranianbacked armed group that has taken control of the Yemeni capital. Meanwhile, simmering political disputes in Libya escalated into a full-blown civil war, sparking concern in neighboring Egypt, where the old authoritarian order remains in control despite the country’s popular revolution. The Gulf countries contemplate their responses to record-low oil prices, continuing negotiations between the United States and Iran, and the threat of ISIS. And Tunisia remains one of the region’s only bright spots. In November, Tunisians voted in the country’s first free and fair presidential elections. This year’s Journal brings new analysis to many of these complex events and broader regional trends. We begin with the positive: an exclusive interview with former Tunisian Prime Minister Mehdi Jomaa. In this year’s feature articles: Brian Katulis zooms out to assess the Obama administration’s record in the Middle East over the past six years; Michael Wahid Hanna refutes the notion that the Iraqi and Syrian borders will need to be redrawn as a result of ISIS’ takeover; and Faysal Itani analyzes the US coalition’s strategy to defeat ISIS, arguing that it cannot succeed without empowering Sunni civilians. Muhammed Idris and Joelle Thomas turn to economics in an assessment of the United Arab Emirates’ efforts to go green. Tamirace Fakhoury points out a blind spot in the study of the Middle East and North Africa: how large diaspora communities affect political dynamics in their home countries. Farouk El-Baz takes us to Egypt, where he proposes a grand economic plan to pull the country out of poverty and set it on a path toward longterm growth. From Egypt, we move west to the oft-neglected country of Algeria, where Kheireddine Bekkai argues for more inclusive education policies on national identity. Abstract:
Research on Public Trust in the Police in Turkey, is based on survey data collected on a large-scale sample representative of Turkey. The report provides insights on perceptions of the public with regard to effectiveness/performance, legitimacy of the police and thereby lays bare the level of trust different segments in Turkey attribute to the police. The report utilizes sophisticated statistical methods and, for the first time in Turkey comprehensive scientific models on police trust are being applied giving the opportunity to comparatively analyze the results. Thus the following questions are examined in the report: What is the level of public trust towards police? What are the main components of police trust in Turkey? In how far do police legitimacy and police effectiveness/performance affect police trust in Turkey? What are the factors influencing public’s perception of police legitimacy and effectiveness? How does public’s perception of police legitimacy and effectiveness affect cooperation with and compliance to the police? How does this perception affect public’s toleration of police misconduct? How does public perception of police legitimacy, effectiveness and trust change with regard to different demographic factors in Turkey (political affiliation, ethnic background, religious affinity etc.)?

Abstract:
The United States has a number of interests and values at stake in India, Pakistan, and Afghanistan, or "South Asia" for the purposes of this analysis. But it also has a broader set of such concerns at stake regionally (in the greater Middle East, Eurasia, East Asia, and Southeast Asia)—and, of course, globally as well. Any long- term policy or strategy frame- work for South Asia needs to be built around the global and regional concerns that are most likely to persist across multiple changes in U.S. political leadership regardless of political party.

Abstract:
A number of US overseas bases were deployed around the world to protect allies and maintain regional peace. Some bases have been stationed in the partner countries for the long term, whereas others were withdrawn from their partners' territories in the face of strong local opposition. Understanding local support for US overseas bases is indispensable for managing alliance politics and pursuing US grand strategy. This article addresses the 1972–2006 Okinawa gubernatorial elections where the US base issue had been chronically politicized and locals supported pro-base candidates six out of ten times contrary to their anti-base preferences. This article addresses external threats as a determinant of vote choice. We analyze the gubernatorial elections as the opportunities for Okinawans to convey their support for or opposition to the current national security policy since US bases in Okinawa are critical to Japan's security. We find that external threats do encourage Okinawans to support pro-base candidates, but the effect of perceived security-related risks is moderate. Moreover, physical and psychological costs such as airplane crashes, environmental and noise pollution, and rape incidents have larger influence on the election outcomes rather than material benefits such as the fiscal transfers and base-related subsidies, which is contrary to the conventional view.

The Gulf has become a flashpoint for cyber conflict. Cyberspace has become an arena for covert struggle, with the United States, Israel and other nations on one side, and Iran and Russia on the other. Iran has far outpaced the GCC states in developing its cyber capabilities, both for monitoring internal dissent and deploying hackers to disrupt or attack foreign targets. Several such attacks over the past two years were likely either directed or permitted by Iranian state authorities. Even if Iran holds back from offensive actions as nuclear talks progress, the growth in Iranian capabilities remains a potential security threat for other Gulf states. The GCC countries have begun to develop their defensive capabilities, but they will need to expand their defenses and collaborate more effectively to deter future threats.

170. The Failure of the Security Paradigm in Syria: The human security perspective

Few would dispute the assertion that human security has failed in Syria. Authoritarian regimes in the Arab world have had well-documented deficits in human security emerging from coercive internal politics, a lack of respect for human rights such as freedom of expression, and limited freedom from fear and want. The concept of human security has developed mainly within the domain of UN development policy, but it has also made headway in security policy, being advocated as one approach in international crisis management and peacekeeping. Less attention has been paid to its adaptability in forming the basis for the internal security policy of any given state. The main argument of this paper is that human security principles can be the cornerstones of state security, potentially preventing, mitigating, and remedying security issues within a state that could lead to societal upheaval. The argument is presented by outlining some major developments in the history of modern Syria up to its present state of civil war. The paper shows that the security paradigm exercised in Syria has led to a double failure in which human insecurity has resulted in turmoil for ordinary people and has shattered the authoritarian governance. The paper suggests that the rebuilding of security sectors must be based on the principles of human security, not only in Syria but also in the Arab world at large.
