1. Vicious cycles: How disruptive states and extremist movements fill power vacuums and fuel each other

Abstract:
Great-power competition and the terrorist threat intersect and interact with one another in Africa and the Middle East. US disengagement from these regions to prepare for great-power competition in other theaters will increase a growing vacuum that is drawing more regional and global actors—states and non-state extremist groups—into a series of vicious cycles that will pose grave threats to American national security in the coming decades. Breaking the vicious cycle will require the US and its allies to separate the Libyan and Syrian conflicts and disentangle and discourage proxy conflict by external players while supporting the development of responsive governance in the two countries. Preventing similar crises will require a proactive strategy to seal off localized conflicts and prevent them from becoming larger competitions between external players while taking action to improve governmental responsiveness in at-risk areas.

2. Into Orbit: Iran’s Nour 1 Satellite and the Two-Wing Doctrine

“The Central Intelligence Agency has been secretly supplying Iraq with detailed intelligence, including data from sensitive U.S. satellite reconnaissance photography, to assist Iraqi bombing raids on Iran’s oil terminals and power plants in the war between the two nations … Iraq reportedly used the intelligence to calibrate attacks with mustard gas on Iranian ground troops.” (1) This was a Washington Post report in 1986. “In 1988, during the waning days of Iraq’s war with Iran, the United States learned through satellite imagery that Iran was about to gain a major strategic advantage by exploiting a hole in Iraqi defenses. U.S. intelligence officials conveyed the location of the Iranian troops to Iraq, fully aware that (Saddam) Hussein’s military would attack with chemical weapons, including sarin, a lethal nerve agent.” (2) This was part of one of the declassified CIA documents published by Foreign Policy on 26 August 2013. Satellite imagery, communications intercepts and CIA assessments forwarded by the United States to Iraqi commanders showing ‘where the Iranian weaknesses were’ led to the death of many Iranian soldiers and civilians during the bloody 1980-88 war. That bitter and costly experience left a profound impact on the minds of Iranian military strategists. Having an intelligence eye to watch enemies from the sky and prevent similar disasters in the future preoccupied their brains. At the outset, possessing instruments of visual observation in the sky appeared to be a dream for many Iranians. But that would be a long-term project to make sure that Iran would not suffer again. Reconnaissance satellite is now widely seen as a strategic asset enabling states possessing this technology to obtain first-hand key information about the activities and resources of their enemies. It also enables states to protect their national security in this competitive world. This paper argues that great powers threaten weaker states. And regional powers like Iran have no option to survive but to get strong in order not to be bullied. It also argues that Iran, by successfully launching its “first military satellite” into orbit, has demonstrated a new capability that may shift the balance of power in its favor amid increasing tensions with the United States.

3. Narrowing Interests in the Middle East: Planning for Great Power Competition

The United States dramatically increased the commitment of troops and military equipment to a string of permanent bases in the Middle East after the collapse of the Soviet Union and the defeat of the Iraqi army after its 1991 invasion of Kuwait. In the nearly two decades since the Al Qaeda-linked attacks on September 11, 2001, the United States has deepened its military and political commitment to the region, following the decisions to invade Afghanistan and Iraq, and then to intervene militarily in Syria. The Barack Obama and Donald Trump administrations have sought to focus more on Asia, but have failed to disentangle the United States from conflicts in the Middle East. This report assumes that the United States will retain an overwhelming interest in ensuring close alliances and partnerships with America’s transatlantic allies (North Atlantic Treaty Organization) and close partners and allies in the Indo-Pacific even if President Trump is re-elected in 2020. It also assumes that the United States will begin to focus primarily on Asia, with the Russian Federation being considered of secondary importance to the rise of the People’s Republic of China. Given these twin assumptions, the role of American forces and Washington’s policy priorities in the Middle East require new thinking about how to wind down wars that are draining American resources and to re-allocate finite, high-demand assets that could be leveraged for operations in Europe or the Indo-Pacific. This report proposes an interlinked political and military policy that would allow for the United States to retain a robust presence in the Middle East, but in a way that would de-escalate tensions with the Islamic Republic of Iran, and alter how U.S. forces are deployed around the world.

Abstract:
In December 2017, at the end of a bilateral meeting, the Turkish President Recep Tayyip Erdoğan and his Sudanese counterpart Umar al-Bashir announced a deal to restore Suakin, a ruined Ottoman port town on Sudan’s Red Sea coast. The agreement also gave Turkey the right to build a naval dock to maintain civilian and military vessels. More than one year later there are doubts as to how much work Turkey will do beyond restoring the Ottoman town. However, certain regional states are uncomfortable with the apparent consolidation of a permanent Turkish presence in the region, thereby feeding a process of perceived securitization in and around the Red Sea. A few months later, in April 2018, the flag of the United Arab Emirates (UAE) began to flutter on the small island of Socotra. The position of this isolated Arabian Sea island makes it a strategic outpost for the conduct of ongoing UAE military operations in Yemen as well as control of the Bab el-Mandeb Strait and the entrance, from the south, to the Red Sea. The two seemingly unrelated events are yet more evidence, for some, of a complicated game of chess between rival ideological and political blocs in the Middle East that now stretches into Africa. The Middle East region has been the scene, for decades, of political balancing acts amidst continuous power and influence scrambles due to its structural characteristics – a highly dynamic and amorphous regional system in which power relations are fluid and order is in short supply – and the lack of a clear regional hegemon. As noted by professor Fawaz Gerges, following the 2011 Arab Spring uprisings, a “psychological and epistemological rupture” has occurred in the Middle East.[1] Although mostly limited to the domestic dimension of the states, these dynamics appear to have taken on an extra-regional dimension that increasingly feeds perceptions and narratives of shifting distributions of power. A wide range of academic and think tank literature has emphasized these changes in light of an emerging identity Cold War pitting conservative Sunni monarchies against a revolutionary Shi’a Iran. Recent security interactions across the Red Sea seem to form part of this intertwined rebalancing dynamic across the wider Middle East regional security complex (MERSC).

As 2019 comes to close, Russian mercenaries are allegedly shifting the balance of forces in Libya, helping General Haftar to reignite his efforts to take Tripoli. Only a few weeks ago, Russia’s brokered ceasefire had successfully stopped Turkey’s advances in the Syrian northeast, pushing Kurdish forces away from the Turkish border and allowing the return of Bashar Al Assad’s forces to the region from where they had been absent since the beginning of the conflict. Similarly, in Idlib, Russia’s position will be essential to determine the course of the conflict.

Abstract:
China has significantly increased its economic, political, and – to a lesser extent – security footprint in the Middle East in the past decade, becoming the biggest trade partner and external investor for many countries in the region. China still has a limited appetite for challenging the US-led security architecture in the Middle East or playing a significant role in regional politics. Yet the country’s growing economic presence is likely to pull it into wider engagement with the region in ways that could significantly affect European interests. Europeans should monitor China’s growing influence on regional stability and political dynamics, especially in relation to sensitive issues such as surveillance technology and arms sales. Europeans should increase their engagement with China in the Middle East, aiming to refocus its economic role on constructive initiatives.

Abstract:
Following the so-called Arab Spring, the strategic situation in the Middle East has been one of disorder. A series of critical, complex and interrelated security failures have resulted in chaos and bloodshed unprecedented even for a region with Middle East’s history and legacy. The demand for intervention has been high but the response has been very low. In such an unchartered and rapidly deteriorating regional security setting, this paper argues that the conspicuous absence of US hegemonic engagement has allowed for the return to overt regional balance of power strategies and proxy conflicts. Our hypothesis is that a regional balance of power and the resulting order (or disorder) heavily depends on the type of great power regional engagement. In such a context, the “hands off” or non-hegemonic approach that characterizes US strategy since the Arab Spring eruption has heavily contributed to a highly disorderly regional balance of power landscape. In the absence of US hegemonic involvement, revisionist threats emerge and local rivalries intensify.
