It offered a preliminary overview of the operational and multicultural challenges of cooperation among different forces with NGOs, IOs and the local population in theatres.

In the 5th century BC, the Greek tragic playwright Euripides coined a phrase that still captures the particular toxic combination of hubris and illusion that seizes many of those in power: Whom the Gods would destroy, they first make mad. What other line could better describe British Prime Minister Tony Blair's recent address to his nation's troops hunkered down at Camp Bastion, in southern Afghanistan's Helmand Province? Here, Blair said. In this extraordinary piece of desert is where the fate of world security in the early 21st century is going to be decided. While Blair was turning Afghanistan's arid south into the Armageddon of terrorism, the rest of the country was coming apart at the seams. Attacks by insurgents have reached 600 a month, more than double the number in March, and almost five times the number in November of last year. We do have a serious problem in the south, one diplomat told Rachel Morarjee of the Financial Times on November 22, but the north is a ticking time bomb. Suicide bombers have struck Kunduz in the north, where former U.S. protégé Gulbuddin Hekmatyar and his Hezb-e-Islami organization are hammering away at the old Northern Alliance. The latter, frozen out of the current government following the 2001 Bonn Conference, is busy stockpiling arms and forming alliances with drug warlords. According to the Associated Press, opium poppy production is up 59%. While Blair was bucking up the troops, their officers were growing increasingly desperate. Major Jon Swift, a company commander in the Royal Fusiliers told the Guardian that casualties were very significant and showing no signs of reducing, and Field Marshall Peter Inge, former chief of the British military, warned that the army in Afghanistan could risk operational failure, military speak for defeat. The Brits don't have a monopoly on madness, however. Speaking in Riga, Latvia on the eve of the North Atlantic Treaty Organization (NATO) meeting, President George Bush said, I am not going to pull our troops off the battlefield before the mission is complete. We can accept nothing less than victory for our children and our grandchildren. In the meantime, the Iraq War that Defense Secretary Donald Rumsfeld said would cost $50 billion at the most, was burning up more than twice that each year. The Pentagon just requested $160 billion in supplemental funds for the Iraq and Afghan wars for the remainder of fiscal 2007. Nobel Laureate economist Joseph Stiglitz says the final costs may exceed $2 trillion.

The issue of threats and risks, and policy responses to them, acquired a profound importance after 2001. The post-Soviet developments in the South Caucasus is an interesting case study, reflecting problems and contradictions in the relations between the West and the East, developed democracies and states in transition, Christians and Muslims. It also contributes to the current debates about: asymmetric threats and ways of addressing them, relations between democracy and security, which effect integration processes may have had on the security challenges of the century.

I would like to thank The Washington Institute, Rob Satloff, Soner Cagaptay, and in particular, Mark Parris, one of my distinguished predecessors as ambassador to Turkey, for inviting me. This institutions excellent work in promoting U.S.-Turkish relations does not go unnoticed and I am proud to be a part of it. In fact, I would argue that the Institutes work on Turkey is more important now than it has ever been. I would also like to take this opportunity to acknowledge the important efforts of my successor, Ambassador Ross Wilson, who with great dedication and skill works everyday at maintaining our strong relations.

On September 18, 2005, Afghanistan held its first democratic parliamentary and provincial elections in more than thirty-five years. The vote marks the successful completion of the transitional political process outlined by the 2001 Bonn Accords, the internationally brokered framework that has guided Afghanistan since the ouster of the Taliban. The United States and its allies in Kabul can rightly celebrate the passage of this milestone and the remarkable progress that has been achieved over the past four years. At the same time, the end of Bonn is also a natural time to raise questions about the Bush administration's long-term road map for Afghanistan. Two problems with the current American strategy—too much faith in NATO and too little investment in indigenous Afghan institutions—deserve particular attention.

The Black Sea Naval Cooperation Task Group (BLACKSEAFOR), a regional maritime security initiative started by Turkey in 2001, was activated August 14-27. With world attention devoted to Iraq and the Middle East, important developments in the nearby Black Sea region involving energy politics, frozen conflicts, and new regional security initiatives have gone mostly unnoticed. The Black Sea is a stable but complex basin with vast economic resources and strategic importance as a medium for energy transportation. Is the Black Sea a bridge or a barrier between United States and Turkey? Does the issue of Black Sea security provide an opportunity to mend deteriorated relations or a new source of friction?

Anatolian Eagle is one of the largest and most complex joint air force exercises in the world, paralleled only by Red Flag, held periodically at Nevada's Nellis Air Force Base, and the annual Maple Flag exercise in Canada. The Turkish Air Force (TUAF) is now preparing for the multinational leg of the next Anatolian Eagle, scheduled to take place September 12-23. Anatolian Eagle has obvious public relations value for Turkey and its air force as hosts of the event. Moreover, as an exercise mimicking realistic aerial war minutes away from the U.S. forces, it also serves as an important component of U.S.-Turkish military cooperation.

50. PRTs in Afghanistan: Successful but not Sufficient

The report analyses the contributions made by the provincial reconstruction teams (PRTs) on the ground in Afghanistan. It concludes that the PRTs are successful because they have helped to extend the authority of the Afghan government beyond Kabul, facilitated reconstruction and dampened violence. At the same time, it is equally clear that they cannot address the underlying causes of insecurity in Afghanistan. The PRTs only make sense as part of an overall strategy in which they serve to buy time while other instruments are employed to tackle the military threat posed by the Taliban and Al Qaida; the infighting between the warlords; the increased lawlessness and banditry; and the booming opium poppy cultivation and the drug trade. A comprehensive strategy that couples the deployment of more PRTs by NATO with determined action against these causes of instability is therefore required. Future PRTs should be based on the UK PRT model, which is generally considered the most successful. To heighten its profile in Afghanistan, Denmark should consider establishing a PRT of its own or contributing to the establishment of a joint Nordic PRT.
