Abstract:
The Arab Spring has created significant challenges and unprecedented opportunities for NATO and its partners in the Mediterranean region. New security issues have emerged alongside new regimes and regional instability looms. State failure, civil conflict, and institutional collapse could present a number of major security threats, among them the creation of a refugee crisis affecting NATO members, increased illegal arms trafficking, and a breeding ground for militant groups in a Somali-like setting near European shores. These threats highlight the need for NATO to set up a plan for fostering regional stability and developing good relations with new and emerging leaders. The changing nature of regional security and Arab governance demands a multi-faceted approach which requires NATO to draw on expertise beyond its own, especially in empowering civil society and youth groups that are the cornerstone of sustainable democracy. Such new challenges require new partnerships and this memo intends to convey two core recommendations: restructure the Mediterranean Dialogue (MD) to allow for a more incentivized and effective partnership, and partner with other institutional actors to enable NATO to offer a more comprehensive assistance package. Within the coming year, the American led-NATO mission will begin withdrawing troops from Afghanistan. Though the decrease in troop levels in the short-term has been expected, the final date wherein all American and NATO troops leave the country is still a matter of heated debate, primarily for two reasons: the inconclusive steadiness of the present Afghan regime and the uncertainty of what a post-withdrawal Afghanistan would like. With this in mind, this article intends to explore both the logic of NATO intervention and the subsequent occupation of that war-torn country. It examines the primary reasons why stability and progress within Afghanistan have been elusive, the current debate amongst policy makers regarding the steps ahead, and finally proposing an alternative model that proposes a new US and NATO regional strategy that places the burden on Afghanistan stability and reconstruction on neighbors who share the larger NATO goal of a self-sufficient and stable Afghan government. Accordingly, the most potentially successful NATO approach towards Afghan stability would adopt the proven economic, social, political, infrastructural, and local governance models of regional states, and honing and adopting those models into the broader Afghan domestic theatre. For this to happen, a new plan of cooperation from both NATO and American policy makers with regional states and their respective civil societies needs to be constructed and implemented.

34. Will Oil Drown the Arab Spring?

Summary: No state with serious oil wealth has ever transformed into a democracy. Oil lets dictators buy off citizens, keep their finances secret, and spend wildly on arms. To prevent the “resource curse” from dashing the hopes of the Arab Spring, Washington should push for more transparent oil markets -- and curb its own oil addiction. MICHAEL L. ROSS is Professor of Political Science at the University of California, Los Angeles, and the author of the forthcoming book The Oil Curse: How Petroleum Wealth Shapes the Development of Nations. Even before this year's Arab uprisings, the Middle East was not an undifferentiated block of authoritarianism. The citizens of countries with little or no oil, such as Egypt, Jordan, Lebanon, Morocco, and Tunisia, generally had more freedom than those of countries with lots of it, such as Bahrain, Iraq, Kuwait, Libya, and Saudi Arabia. And once the tumult started, the oil-rich regimes were more effective at fending off attempts to unseat them. Indeed, the Arab Spring has seriously threatened just one oil-funded ruler -- Libya's Muammar al-Qaddafi -- and only because NATO's intervention prevented the rebels' certain defeat. Worldwide, democracy has made impressive strides over the last three decades: just 30 percent of the world's governments were democratic in 1980; about 60 percent are today. Yet almost all the democratic governments that emerged during that period were in countries with little or no oil; in fact, countries that produced less than $100 per capita of oil per year (about what Ukraine and Vietnam produce) were three times as likely to democratize as countries that produced more than that. No country with more than a fraction of the per capita oil wealth of Bahrain, Iraq, or Libya has ever successfully gone from dictatorship to democracy. Scholars have called this the oil curse, arguing that oil wealth leads to authoritarianism, economic instability, corruption, and violent conflict. Skeptics claim that the correlation between oil and repression is a coincidence. As Dick Cheney, then the CEO of Haliburton, remarked at a 1996 energy conference, "The problem is that the good Lord didn't see fit to put oil and gas reserves where there are democratic governments." But divine intervention did not cause repression in the Middle East: hydrocarbons did. There is no getting around the fact that countries in the region are less free because they produce and sell oil.

This moment in American history represents a confluence of major national and international events almost unparalleled in modern history. The United States faces two major wars, a massive and seemingly intractable recession that has robbed many of its citizens of their livelihoods and savings, and a sclerotic system of American government that seems to have lost its ability to take on and overcome big challenges for the good of the American people. Internationally, the “Arab Spring” in the Middle East has led to the toppling of feckless dictators and a move toward democracy in Egypt. However, it has also led to the deaths of thousands of civilians, further political repression in certain parts of the region, and a civil war in Libya, which also features military action by NATO and the United States and its Arab and Western allies. This chaotic and troubling time presents numerous challenges for the United States and the world.

In 2000, President Clinton suggested the presence of an international force to oversee security following an Israeli-Palestinian peace agreement. This could be a NATO force, according to Thomas Friedman. His idea was revived in 2008 by President Obama's National Security Advisor James Jones. The suggestion of a NATO presence in the Middle East sparked a debate that up to now has revolved around a multitude of aspects: the pros and cons, the timing, the actors of such a NATO involvement, the possible preconditions and consequences, and has also triggered a debate in Germany on whether the conduct of patrols in the civility of Israel would be reconcilable with Germany's past.

The past several years have seen a renewed interest in the confluence of energy security and national security policy. Defining the intersection between such wideranging policy areas has been predictably inconsistent, and highly dependent on respective national and agent-based interests. At both national and multinational levels, conflicting objectives and definitions have driven confused attempts to develop singular "energy security" policies within an international security context. Since 2006, NATO has been engaged in a concerted if arduous and controversial process of defining the value the organization adds to the security environment. The new U.S. administration has put energy security front and center on its agenda, particularly in relation to foreign and security policy, but a confused interagency jumble has left many hands on the rudder of foreign energy policy. In the media as well as policy circles, cut-offs of Russian gas, Somali piracy, SCADA system vulnerabilities, terrorist attacks on Middle East pipelines, nuclear safety, and volatile gasoline prices have been too often lumped together.

Abstract:
Turkey has been involved, historically and demographically, with many of the regions of “frozen conflict” in post-Soviet space. At this point, one might consider the position of Turkey as being at the epicenter of Euro-Atlantic and Russian extremes concerning the frozen conflicts. Georgia, since 1991, has been considered a valuable “strategic partner” by Turkey for several reasons. Turkish Prime Minister Tayyip Erdogan's Caucasus Pact idea is a good opportunity to create an inclusive (Russia, Turkey, Georgia, Armenia, and Azerbaijan) new foreign policy approach at this stage. This approach should be merged with the representation of all the frozen or unfrozen conflict areas, peoples, ethnic groups and regions included under the roof of such an alliance.
