Abstract:
President Donald Trump and NATO Secretary General Jens Stoltenberg had a brief visit at the White House on Wednesday, April 12, 2017, which was followed by all of the typical press conferences and media interviews expressing new found agreement and harmony. It is yet another example in the Presidency of Donald Trump where explicitly bold and brash campaign trail criticism ended up not just softened but utterly reversed.

12. Scenarios for a peace mission for Syria

Abstract:
This policy brief reviews the current political and humanitarian situation in Syria and analyses possible scenarios for a peace mission for Syria. The brief argues that the most likely scenario for an end to the conflict would require a regionally led solution involving Iran, Turkey and Saudi Arabia, with the eventual backing of the US and Russia. Four preliminary conclusions have been identified: There is a highly fragmented military situation and any peace deal will face armed opposition. There will probably be a need for a peace mission. One option may involve limited missions to secure local ceasefires. A second option could involve a two-tier mission that, following a peace deal, is able to perform a mix of tasks that includes peace enforcement and peacekeeping. A coalition of EU states should assume the hard military core of any two-tier mission within a “Berlin Plus” framework that allows for the use of North Atlantic Treaty Organization (NATO) assets and capabilities. They should act, however, with the participation of a wider grouping of states, including BRICS countries such as Brazil, Russia and India, as well as members of the Arab League. There is no solution to the Islamic State of Iraq and Syria (ISIS) challenge in isolation from the broader issues at the root of the conflict. A democratic political process with elections and a new constitution must be the end game for any peace mission.

At the North Atlantic Treaty Organization (NATO) Summit in Wales on September 4-5, 2014, NATO leaders were clear about the security challenges on the Alliance's borders. In the East, Russia's actions threaten our vision of a Europe that is whole, free, and at peace. On the Alliance's southeastern border, the Islamic State of Iraq and the Levant's campaign of terror poses a threat to the stability of the Middle East and beyond. To the south, across the Mediterranean, Libya is becoming increasingly unstable.

NATO leaders have cited missile defense as an example of applying the principles of the Smart Defense initiative endorsed at the 2012 NATO Summit to enhance collective defense at minimum cost. As ballistic missiles continue to proliferate and become more accessible to both state and nonstate actors, it is important to foster global partnerships to pursue NATO's missile defense mission and protect North American and European interests. NATO should consider opportunities to further apply the principles of Smart Defense now to reduce future costs of deterring and countering missile proliferation.

Joel S. Migdal revisits the approach U.S. officials have adopted toward the Middle East since World War II, which paid scant attention to tectonic shifts in the region. After the war, the United States did not restrict its strategic model to the Middle East. Beginning with Harry S. Truman, American presidents applied a uniform strategy rooted in the country's Cold War experience in Europe to regions across the globe, designed to project America into nearly every corner of the world while limiting costs and overreach. The approach was simple: find a local power that could play Great Britain's role in Europe after the war, sharing the burden of exercising power, and establish a security alliance along the lines of NATO. Yet regional changes following the creation of Israel, the Free Officers Coup in Egypt, the rise of Arab nationalism from 1948 to 1952, and, later, the Iranian Revolution and the Egypt-Israel peace treaty in 1979 complicated this project. Migdal shows how insufficient attention to these key transformations led to a series of missteps and misconceptions in the twentieth century. With the Arab uprisings of 2009 through 2011 prompting another major shift, Migdal sees an opportunity for the United States to deploy a new, more workable strategy, and he concludes with a plan for gaining a stable foothold in the region.

As NATO winds down its long combat operation in Afghanistan, the Alliance is facing a new and dynamic security environment that is more strategically constraining and competitive than at any time since the end of the Cold War. This is spurred by a set of long-term trends that are driving a transformation of global arrangements and power relationships and is further reinforced by fiscal austerity and uncertain political leadership on both sides of the Atlantic. Furthermore, along with these long-term challenges, increasing turbulence in the Middle East and the Ukraine crisis mean that NATO today has serious security concerns to tend to on the immediate periphery of Alliance territory.

As the complex global security environment faced by NATO members continues to evolve in the coming years, terrorism – waged by actors both in and outside of their borders – will remain a vexing challenge. For over a decade, NATO's counterterrorism strategy has been built on taking the fight abroad. Member nations have been intimately involved in this effort as contributors to the International Security Assistance Force (ISAF) in Afghanistan, to the Multi-National Force in Iraq and in a variety of smaller missions around the globe. Imagine a dystopian future in which NATO, struggling against Islamist terrorism, has to deploy troops on a constant basis across Africa and the Middle East. Then all of a sudden it is struck by a series of calamities: more than 40 personnel are taken hostage in the Middle East, soldiers start dying on a weekly basis on the edge of the Sahara and an operation to handle an outbreak of ebola begins to spiral out of control. NATO, you might expect, would give up in exhaustion. After Afghanistan, western powers have little appetite for quagmires.
