Abstract:
Turkey undertakes an important role in responding to the Syrian humanitarian crisis by hosting the largest number of refugee population around the world through opening its borders to Syrian refugees subsequent to the conflict in Syria after 2011. Turkey has been managing the refugee phenomenon at the beginning with a discourse of 'guest'. The temporary protection regime for Syrian refugees in Turkey ratified in October 2014 on the one hand, and the discourse of 'guest' on the other, constitute significant basis to the sociological aspect of the matter at hand. By nature, the terms 'host' and 'guest' imply an element of temporariness. Against this backdrop, there is a pressing need to focus on the fact that over 2.5 million refugees settled in the urban areas will not be returning shortly to their country of origin even if the war is over now. This study, based on gendered perspective, aims to explore the factors determining the perception of the insider for the outsider and vice versa within the scope of Simmel's 'stranger' typology. Following Simmel's definition of the stranger, in this article I consider Syrian refugees as people who comes today and stays tomorrow. The methodology of this study is based on in-depth interviews with refugee women from Syria and native women in Turkey as well as focus group meetings in Hatay and Gaziantep provinces, conducted in the framework of my PhD thesis.

Abstract:
Host societies typically draw boundaries towards immigrants on the basis of specific axes of diversity that are important to their self-understanding. This article analyzes Turkey's self-definition and resulting treatment of immigrants in the context of the current refugee influx by evaluating choices and justifications of political decision-makers. It argues that the highlighting of religious brotherhood towards Syrian refugees and the use of religious arguments to justify hospitality point to a recurrence of religion as key variable of identification in Turkish society and provides evidence for a neo-Ottoman turn. Also, it suggests that Syrian refugees in Turkey are mainly treated as temporary guests who are tolerated, rather than seen as permanent members of society. therebye, Turkey highlights a boundary towards outsiders and protects a homogenous core, thus employing aspects of an assimilationist mode of immigrant incorporation. Overall, this research outlines how the underlying self-image can find relevance in political decision-making such as the treatment of immigrants and thus sheds light on how boundaries and social categories are created and dissolved. Abstract:
Oxfam's research shows that less than three percent of the Syrian refugee population have actually arrived in rich countries through resettlement programmes. By analysing resettlement policies and practices in eight key countries, looking at capacity (i.e. investment in staff and facilities), security procedures, resettlement criteria and the general political climate towards refugees, this paper shows why resettling at least 10 percent of the refugee population from Syria is both necessary and possible.

Abstract:
While the issue of Syrian refugees has led an increasing number of countries to work on curbing arrivals, one country, Turkey, hosts almost half of these refugees. Yet, far from imposing restrictions, Turkey has distinguished itself for its open border policy and large-scale humanitarian contribution. Turkey’s generosity alone is not sufficient to understand this asylum policy put in place specifically for Syrians. There are indeed a number of political factors that indicate a certain level of instrumentalisation of this issue. In particular, Turkey’s benevolent attitude can be explained by Turkey’s early opposition to Assad in the Syrian conflict and its wish to play a role in the post-conflict reconstruction of Syria, as well as by its willingness to extract material and symbolic benefits from the European Union. But the refugee crisis also matters at the level of domestic politics, where different political parties (in power or in the opposition) seem to have used the refugee issue opportunistically, at the expense of a climate favorable to Syrians’ healthy integration in Turkey.

Abstract:
The manuscript analyzes the current refugee’s crisis in Europe and the situation of the Syrian refugees in Syria’s neighboring countries such as Jordan, Lebanon and Turkey. The presented comparative analysis between the first instance decisions in asylum policies of several European countries is accompanied by additional statistics of the refugee’s influx. Several suggestions related to the necessary measures to be taken in short and long term in order to ensure more sustainable migration patterns are discussed in detail.

The death of Aylan, a 3-year-old boy on a Turkish beach, prompted European leaders and public opinions to acknowledge that Europe is the deadliest migration destination in the world. In spite of this disturbing truth, there is little agreement on an EU solution to the Syrian refugee crisis. In September 2015, the EU Interior Ministers struggled to agree over the relocation of 120,000 refugees through a common compulsory mechanism, as Eastern European countries oppose the idea of “sharing the burden.” Progress regarding other solutions such as a European rescue at-sea-mission, the delivery of humanitarian visas or the opening of legal means of migration have also met strong member state resistance. If Europe is not up to the task, can international organisations (IOs), often critical of European states for their inaction, impulse change? What influence do IOs have on EU and Mediterranean migration and refugee policies? This paper investigates how IOs have been trying to frame an alternative debate and the challenges they meet in promoting transregional governance.

Abstract:
After surviving its worst economic downturn since the Great Depression and the near collapse of its common currency, Europe is now engulfed by hundreds of thousands of desperate migrants and refugees from the Middle East and Africa. It needs new and permanent migration institutions and resources not only to accommodate the influx of refugees but also to set up a new border control system throughout the region. These demands pose a challenge for European policymaking as serious as the euro crisis of the last five years. Kirkegaard proposes a migration and mobility union, to be implemented gradually, with the goal of comprehensively reforming European migration policy.

Abstract:
Our Spring 2015 volume captures the troubling developments of the past year in the Middle East and North Africa. In 2014, the Syrian conflict that has so beguiled the international community spilled over into Iraq, with the swift and shocking rise of the Islamic State in Iraq and al-Sham (ISIS). ISIS is causing the ever-complex alliances in the region to shift in peculiar ways. In Iraq, US airstrikes provide cover for Iranian-backed militias fighting ISIS; while in Yemen, the United States supports a Saudi intervention against a different Iranianbacked armed group that has taken control of the Yemeni capital. Meanwhile, simmering political disputes in Libya escalated into a full-blown civil war, sparking concern in neighboring Egypt, where the old authoritarian order remains in control despite the country’s popular revolution. The Gulf countries contemplate their responses to record-low oil prices, continuing negotiations between the United States and Iran, and the threat of ISIS. And Tunisia remains one of the region’s only bright spots. In November, Tunisians voted in the country’s first free and fair presidential elections. This year’s Journal brings new analysis to many of these complex events and broader regional trends. We begin with the positive: an exclusive interview with former Tunisian Prime Minister Mehdi Jomaa. In this year’s feature articles: Brian Katulis zooms out to assess the Obama administration’s record in the Middle East over the past six years; Michael Wahid Hanna refutes the notion that the Iraqi and Syrian borders will need to be redrawn as a result of ISIS’ takeover; and Faysal Itani analyzes the US coalition’s strategy to defeat ISIS, arguing that it cannot succeed without empowering Sunni civilians. Muhammed Idris and Joelle Thomas turn to economics in an assessment of the United Arab Emirates’ efforts to go green. Turkish Economic and Social Studies Foundation – TESEV and Friedrich Naumann Foundation have organized, in collaboration with the Mersin Chamber of Commerce and Industry a conference titled “Migrant Management of Syrians in Turkey in the Framework of the EU Migration Policy” on October 20th, 2015 in Mersin. The opening remarks were made by Burhanettin Kocamaz, the Mayor of the Mersin Metropolitan Mucipality; Şerafettin Aşut, the Chairman of the Mersin Chamber of Commerce and Industry; and Prof. Dr. Aydın Uğur the Chairman of the Executive Board of TESEV. During three panels entitled as Migrant management in Turkey in the framework of the EU migration policy, Management of Syrian migrants in Turkey, and Being a Syrian migrant in Turkey, public authorities, academics, and Syrians have discussed the challenges and policy recommendations to improve Syrians’ lives and migrant management in Turkey.
