Abstract:
During the last five years, and more specifically since the US invasion of Irak, different Sunni policy makers and religious actors have ventilated their concern for what they see as the rise of Shiite Islam. Although the condemnation of Shiism by more rigorous currents such as Wahhabism is hardly new, recently different governments in the Middle East have taken concrete measures against Shiite actors. The same 'Cold War scenario' the region witnessed immediately after the Iranian Revolution seems to appear again, making Arab Sunni voices reverberate up to Western policy makers, who start to worry themselves about the role of Iran and its allies. In this paper we will try to give an evaluation of this alleged shift in the Sunni-Shi`a power balance, and point out the possible consequences for Belgium and the EU emanating from this controversy.

Of all the explanations why calm has prevailed in the Israeli-Lebanese arena since the end of the 2006 war, the principal one also should be cause for greatest concern: fear among the parties that the next confrontation would be far more devastating and broader in scope. None of the most directly relevant actors – Israel, Hizbollah, Syria and Iran – relishes this prospect, so all, for now, are intent on keeping their powder dry. But the political roots of the crisis remain unaddressed, the underlying dynamics are still explosive, and miscalculations cannot be ruled out. The only truly effective approach is one that would seek to resume – and conclude – meaningful Israeli-Syrian and Israeli-Lebanese peace talks. There is no other answer to the Hizbollah dilemma and, for now, few better ways to affect Tehran's calculations. Short of such an initiative, deeper political involvement by the international community is needed to enhance communications between the parties, defuse tensions and avoid costly missteps.

Abstract:
Many of the functional and structural recommendations of the Institute's March 2009 bipartisan task force have since been adopted by the Obama administration, and remarkable progress has been made in certain areas. Nevertheless, more must be done to combat radical Islamism, particularly given the recent acceleration of homegrown radicalization. Proving that ideology recognizes no borders, the global threat of violent Islamism has come home. This new study recognizes the important steps the Obama administration has taken to address violent extremism and suggests ways to advance counterradicalization efforts even further.

Abstract:
The State Department's recently released Country Reports on Terrorism 2009 (CRT 2009) reveals several important trends in the evolution of global terrorism. The good news is that al-Qaeda is facing significant pressure, even as the organization and its affiliates and followers retain the intent and capability to carry out attacks. What remains to be seen is if the dispersion of the global jihadist threat from the heart of the Middle East to South Asia and Africa foreshadows organizational decline or revival for al-Qaeda itself and the radical jihadist ideology it espouses. How governments and civil society alike organize to contend with the changing threat will be central to this determination. The bad news is that governments and civil society remain woefully ineffective at reducing the spread and appeal of radical Islamist extremism.

Although Iran was a country of great strategic importance at the time of the Islamic Revolution, the United States had few sources of information about what was occurring there, especially after the U.S. embassy was seized and official relations ended. Accordingly, Iran became an early priority for former CIA director William Casey in the 1980s. Information provided by Iranian insiders such as Reza Kahlili became critically important in this regard.

Abstract:
Iran has the most politically active youth among the 57 nations of the Islamic world. As the most restive segment of their society, Iranian youth also represent one of the greatest longterm threats to the current form of theocratic rule. Young activists have heavily influenced the Islamic Republic's political agenda over the past 13 years. After the 2009 presidential election, youth and women were the two biggest blocs behind the region's first sustained “people power” movement for democratic change, creating a new political model in the Middle East. The Islamic Republic has forcibly regained control over the most rebellious sector of society through mass detentions of young activists, expulsions from universities and widening the powers of its own young paramilitary forces. Nevertheless, the demands from young people have not changed over the past year, and their anger is boiling just beneath the surface. The regime also remains vulnerable because it has failed to address basic socioeconomic problems among youth. The impact of Iran's youth on the political, economic and social agenda of the country over the next 25 years is important for U.S. policymakers to consider when facing complex decisions in balancing Iran's nuclear program and its internal political turmoil.

209. Victim and rebel: Al-Qaida's salafist rhetoric and the pitfalls of anti-terrorism

Abstract:
Following the July 2005 London terrorist attacks the focus of anti-terrorism efforts has moved towards radicalisation within European societies and away from the conflicts in the Middle East and South Asia. This report argues that this shift in focus is based on a misconstrual of al-Qaida as it mistakes effect for cause. Based on an examination of the communication strategy of al-Qaida and the political rhetoric of Salafism the need for an analysis of militant Salafism in its political and societal context is demonstrated. The radicalisation theory is criticised and it is argued that the wars in Iraq and Afghanistan, as well as the increased focus on efforts to counter radicalisation within European societies more or less have failed because al-Qaida has been able to exploit this strategy and reorganise itself around an operational centre in Pakistan. The report concludes that only politically viable solutions in South Asia and the Middle East can effectively suppress al-Qaida and militant Salafism.

Known by her articles on Ibn Khaldun, Theodor Noeldeke, and Middle Eastern modernity, this historian researched the development of Middle Eastern studies as part of a wider discipline: Oriental studies, then still a minor discipline at the faculty of philosophy within the modern German university system.
