32. Why Europe must stop outsourcing its security

- The EU claims to be in the business of “crisis management” – ready if need be to make “robust” military interventions to control conflict, especially in its neighbourhood. In practice, it now prefers to “outsource” such interventions to others, notably the United Nations and African Union (AU), limiting itself to supporting roles. This is not just shabby; it also saps Europe's influence in a world in which European interests and values are increasingly contested. And it places too great a burden on organisations such as the UN and AU. Unless the EU rediscovers a willingness to bear the costs and risks of military operations to control conflict, Europe can expect everintensifying refugee pressure on its southern borders. Although military force will not help in Ukraine or the turmoil of the Middle East, the EU could make a big difference if it were prepared to do more in crisis management in Africa. The EU could contribute to or complement UN or AU efforts in a variety of ways. Responding to the crisis in UN peacekeeping, Ban Kimoon has ordered a review. New EU High Representative Federica Mogherini should do the same, involving outside experts in a stock-take of international efforts to control conflict to Europe's south and commissioning specific proposals to get the EU back to playing a properly responsible security role.

- In the Middle East today there are armed groups that have no respect for the humanitarian imperative. What challenges does this present to the Red Cross? I see two key challenges. The first one is very basic. We want to maintain a very close relationship with people affected by conflict, and access these days is more complex because we are in a very polarized environment. Look at the Iraq front–the problem is not new but it is exacerbated. The second issue is to be able to engage governments and non-state armed groups on a very pragmatic basis on issues related to people under their control. That normally works rather well. What I have found more complex these days is to engage them on issues related to international humanitarian law and the Geneva conventions.

- The plight of Syrians living as refugees in neighbouring countries has been documented on many levels. Accurately assessing their needs is vital to ensure that the aid essential for their survival is provided. However, the majority of studies have focused on primary needs, with most evaluations employing rapid techniques of data gathering and analysis, which rely on second-hand information and formal records. Oxfam commissioned the Beirut Research and Innovation Center (BRIC) to carry out a wide survey investigating in detail refugees' perceptions of both their current situation and their future prospects. The survey's aim is to paint a bigger picture of the long-term conditions and needs of Syrian refugees living in Lebanon.

- On April 29, 2011, the first Syrian refugees crossed the border into Turkey. Two years later, the country hosts some 600,000 Syrian refugees—200,000 of them living in 21 refugee camps with an additional 400,000 living outside of the camps (see charts 1 and 2 below). These estimates, reported by both the Turkish government and the Office of the UN High Commissioner for Refugees (UNHCR), are conservative. Indeed, officials working directly with refugees on the ground suggest that the number living outside of the camps may be as high as 800,000.

- As the situation in Syria continues to deteriorate, could the humanitarian crisis afflicting the country and its neighbors provide an entryway for regional cooperation? This policy paper examines how regional responses to humanitarian crises have succeeded or failed to meet humanitarian objectives in order to inform approaches to contemporary crises. It also assesses whether such regional responses contributed to strengthening regional integration and cooperation, paving the way for increased regional stability and an improved capacity to respond to emergencies. The report explores two different humanitarian crises: the war in the former Yugoslavia in the 1990s and Cyclone Nargis in Myanmar in 2008. Examining the ways in which countries in each region and regional organizations addressed humanitarian needs, it draws a number of lessons that could be applied in contemporary crises: Regional ownership over the response is crucial, but not necessarily spontaneous. External actors can usefully contribute through a balanced mix of pressure and technical support. Preexisting regional organizations can provide a valuable institutional framework on which to build the response. An approach that focuses on the specific needs of the most vulnerable individuals can help to depoliticize discussions while strengthening trust among regional stakeholders. Complementary policy-level and expert-level processes can equip the response with both political commitment and regular working relationships for addressing tangible needs.

- The Yemeni people are facing a worsening humanitarian crisis with more than ten million–44 per cent of the population–facing food insecurity. With the onset of the hunger season, many families have exhausted their coping strategies and are being driven deeper into poverty. Donors remain deeply divided over their approaches to the region's poorest country, thus delaying responses and hindering funding. As the crisis builds, donors must take steps to address immediate humanitarian needs as well as making long term commitments to promote development. The Friends of Yemen ministerial meeting in Riyadh offers a critical opportunity for donors to be decisive, creative and generous if they are to break the cycle of hunger and poverty in Yemen. Yemen's future depends upon reducing people's vulnerability and building resilience for the long term, breaking the hunger cycle and empowering people to realize their potential. Failure to act now will put more lives at risk and further entrench poverty in the country.

- A few weeks ago I found myself on the outskirts of a remote village in the Jordanian desert. One of my travel companions received a call on his mobile phone. It was a member of Jordan’s security services, saying we should call if we needed anything as they would have people nearby at all times. It was then I began to realize that the small projects I had come to observe had a global impact. I am not a traditional international relief worker. I grew up in a small town in Kansas, became a corporate finance lawyer, worked on the management team of a movie studio, and ran a startup healthcare services company. Perhaps this corporate background contributed to my skeptical view of the value of the U.S. spending overseas during bad economic times. During my two-week trip to Jordan and Iraq, however, I witnessed first-hand how seemingly minor development programs can help support stability and international values. Although Jordan projects an image of tourist-friendly calm, its location between Israel, Syria, Iraq, and Saudi Arabia makes it a strategically important player in any Middle East peace process – or conflict. All its borders, except those with Israel, are porous, and the country has received over 750,000 Iraqi refugees since 2003. Recently, over 140,000 refugees crossed from Syria as that country’s conflict has escalated. In the small town of Mafraq in northern Jordan, I met a Syrian woman and her three daughters who had fled their home the morning after Syrian forces killed all of the males in the home next door, including children. She has had no contact with her husband and sons since she left. The Jordanian people and government have responded compassionately, absorbing refugees into their homes and neighborhoods. A consequence of this kindness, however, is that communities are finding themselves overburdened. Jordan’s severe water shortage leaves most areas with running water only two days a week. Doubling or tripling the size of households turns water rationing from inconvenience into impossibility. The same is true for sewage, waste management, and public infrastructure as antiquated systems are pushed past their capacity. Even the free market works against the Jordanian hosts, as the swelling refugee population drives up the price of housing, food, and other commodities, while pushing down wages.
