Abstract:
Although Aleppo is now under the control of forces supporting the Syrian government and the city has been evacuated, it is but one city and the Syrian crisis is far from over. Millions have been displaced by the violence, either within Syria or across its borders, and the refugee crisis reverberates across the Middle East, Europe and beyond. While there has been much discussion of the refugee crisis, there has been limited coverage in mainstream American media of the needs of refugees and displaced people beyond the basics.

Abstract:
This policy brief is published in the framework of “Women’s Participation for Sustainable City” project under the umbrella project “Supporting Sustainable Cities” of TESEV funded by the Friedrich Naumann Foundation for Liberty. No matter which measure of residential settlement one takes, women constitute around half the population everywhere in Turkey. Especially with regards urban areas with a smaller spatial scale, there is almost unanimous agreement that space-oriented policies concern women directly. It is important to keep these circumstances in mind in order to strengthen the political presence of women at the local level, and to pursue local policies with a woman-centered approach.

Abstract:
Regulatory reforms are not sufficient to increase the representation of women, examination of sociological causes is essential to better comprehend the reasons behind the low ratio of women representation. This report explores the relation between women representation and services provided for women in all metropolitan municipalities in Turkey. Both the gender roles and governance processes need to be analyzed together to understand this relationship. Furthermore, the quality of representation and services are examined in terms of gender awareness. While the findings of fieldwork in Aydın, Gaziantep, İstanbul, Konya and Ordu, and a detailed desk research of 11 cities identify the problems regarding gender awareness, they aim to provide concrete policy recommendations for future implementations.

Abstract:
Since its inception, Daesh has been successfully recruiting women across national and ideological lines to assume key positions in advancing the organization’s objectives. According to recent estimates, out of 31,000 fighters within Daesh territories, almost one-fifth, roughly 6,200, are women. Yet, to date, research and policy focus on women’s involvement in Daesh has been scant. Several media accounts that have covered female participation tend to be alarmingly reductionist in their description of the roles women play in Daesh. These reports primarily categorize women as either passive victims, “Jihadi brides,” or subsidiary supporters of male guardians with negligible influence. This approach not only ignores the multiplicity of roles played by women to expand Daesh’s ideological and operational agenda, but also oversimplifies the motivations behind their decisions to join Daesh. Just like their male counterparts, women are complex human beings with conflicting aspirations, ideological leanings, and life struggles that inform the choices they make.

The research that forms the basis of this study aims to address women’s roles within peace operations, as well as their contribution to security and peace-building. Based on Italy’s contribution to the NATO-led missions – the International Security Assistance Force (ISAF) and, currently, Resolute Support (RS) – the subject of the analysis is Afghanistan, and particularly Herat Province. The research e ort is speci cally aimed at assessing the impact of the civil–military cooperation (CIMIC) initiatives implemented by Italian troops in Herat, with a speci c focus on gender and Afghan women. The rst part of this paper addresses the theoretical framework on women’s participation in stabilization and reconstruction e orts. It introduces concepts such as gender analysis and gender mainstreaming, and, consequently, the bene ts of focusing on gender when carrying out CIMIC initiatives within peace operations. The second part focuses on the CIMIC activities implemented by the Italian contingent in Herat Province. The concluding section of the paper provides some “food for thought”, aimed at contributing to further enhancing the e ectiveness of the CIMIC projects carried out by the Italian military and their related e ects.

37. Gender Equality and MENA Women’s Empowerment in the Aftermath of the 2011 Uprisings

Abstract:
The MENA countries which this Project has considered form part of a ‘band’ across the map from Morocco in the West to perhaps India in the East which is profoundly patriarchal in its norms and values, treating half the population like children where they are not thought of more as property. Such treatment also brings social cohesion into question, however: women cannot sensibly be part of a consensus about fair dealing and equal treatment when even the laws are not fair with respect to them. The main conclusion of this Report is that there is that there is little support among either men or women in MENA for gender equality and the empowerment of women. Women are much more supportive than men, although even among women support is low. The gap in support between men and women is noticeably larger in Morocco, Jordan and Iraq and lowest in Libya, with Tunisia and Egypt lying between. The more educated, the better off and those living in urban areas are more supportive and those who support all status law being based on shari’a are less supportive. As in other research, age makes no difference, indicating that young people are no more supportive than older ones and confirming that there has been no generational shift to more liberal values. The differences between countries are statistically significant, with Iraq being the most supportive, closely followed by Morocco and Tunisia, and Libya the least supportive closely followed by Egypt. Jordan lies between the two groups. This finding is much as would be expected. Egypt has long been recognised as one of the countries most restrictive of women’s rights in the MENA region and the information emerging from Libya since the fall of Gadhafi indicates very conservative attitudes to women’s rights. Tunisia and Morocco have been widely reported as having more progressive attitudes to the promotion of gender equality and the empowerment of women. Iraq is not frequently mentioned in the literature as having progressive attitudes, but until the new Constitution of 2005 it had some of the most progressive status law in the region. The analysis suggests that since the beginning of the 21st Century attitudes towards gender equality and the empowerment of women have become more conservative in Egypt and less conservative in Morocco and Iraq. In Tunisia support for personal status law being enacted in accordance with shari’a has increased noticeably, possibly possiby to the influence of Political Islam in the country since 2011. The Arab region retains deeply conservative gender attitudes against the trend of moves to more liberal values generally across the globe.  Arab citizens say they support gender equality but women are generally treated as second class citizens especially in family law.  Islam is often blamed for gender conservatism, but the systematic repression of political alternatives to Islamism and often-perfunctory way in which women's equality agendas are treated by autocratic regimes are more important.  Efforts to promote gender equality and the empowerment of women need to be led by Arab women and men and incorporate Islamic feminists as well as secular ones

Abstract:
After a respite from mass-casualty terrorism for more than a decade, the United Kingdom this past spring suffered three such attacks in the space of just 73 days, making clear it faces an unprecedented security challenge from jihadi terrorism. In our cover article, Raffaello Pantucci outlines what investigations have revealed so far about the March attack on Westminster Bridge, the bombing at a pop concert in Manchester in May, and the June attack on London Bridge and Borough Market. The early indications are that the Westminster attacker, Khalid Masood, had no contact with the Islamic State and the Manchester and London Bridge attackers were, at most, loosely connected to the group. The current threat environment, Pantucci writes, continues to be mostly made up of individuals and smaller scattered cells planning lower-tech attacks with very short planning and operational cycles—sometimes remotely guided by the Islamic State—rather than cells trained and dispatched by the Islamic State to launch large-scale, Paris-type attacks, but this could change as more British Islamic State recruits return home. Our interview this month is with Edward You, a Supervisory Special Agent in the Biological Countermeasures Unit in the FBI’s Weapons of Mass Destruction Directorate. While the full liberation of Mosul last month effectively ended the Islamic State’s caliphate pretensions, Michael Knights warns the Islamic State and other jihadis are already bouncing back in several parts of Iraq and more strongly and quickly in areas where the security forces are either not strong enough or not politically flexible enough to activate the population as a source of resistance. As the Islamic State transitions from administering territory to a renewed campaign of terrorism and insurgency, Charlie Winter and Devorah Margolin examine the Islamic State’s apparent lifting of its moratorium on using women as suicide bombers. In a commentary, Aaron Brantly argues that creating back-doors in encryption, or banning it, would create significant societal costs without stopping terrorists from accessing the technology.

Abstract:
It is rare to find a journal that examines women’s participation in South Sudan in one chapter and the exploitation of outer space resources in the next; that dissects the effects of Chinese investment in Sub-Saharan Africa and demystifies the Ferguson effect. But the Journal of Public and International Affairs is not your average journal. It represents the very best of what graduate-level public policy students have to contribute to the pressing policy debates of today. It is wide-ranging in subject matter and trenchant in its recommendations. Founded in 1990, but with an ancestor publication dating back to 1963, the JPIA is based on the notion that students of public policy have important things to say about public affairs and that careful analysis and targeted critique can pave the way for meaningful change and progress. The graduate students published in this year’s JPIA combine practical experience from around the world with intensive academic study. They have spent the last year diving deep into the issues they are passionate about and have all been challenged by the need to move past descriptive analysis and towards concrete solutions. These papers represent the best of their scholarship.
