Abstract:
The Yemeni economy is often portrayed as a dire picture of impending disaster, as the country runs out of oil and even more devastatingly of water. Yemen's economic problems are real, but they are not caused by an absolute, irreparable shortage of resources. Rather, it is Yemen's contentious politics and its lack of institutional development that constitute the main obstacle to surmounting present economic difficulties.

The events of the Arab Spring have dramatically increased the risk perceptions of foreign investors. In directly affected countries, these events led to disruptions in economic activity including plummeting tourism and foreign direct investment (FDI) flows, all of which negatively impacted economic growth. While the economic impact was uneven across the Middle East and North Africa (MENA) region, for the region's developing countries the growth rate assumption underpinning survey analysis in the Multilateral Investment Guarantee Agency's (MIGA's) World Investment and Political Risk Report for 2011 was 1.7%. How much will these developments affect future FDI?

Abstract:
The issue of state fragility and the presence of radical religious movements in Yemen have occasioned misperceptions and confusions in recent debates about the country. This report argues that the language of “failed states” arises nearly exclusively in relation to countries deemed threatening to US security interests. Moreover, this language obscures rather than reveals how regime incentives to build state institutions can be incompatible with regime interests in survival. The result is that a seemingly neutral analytical category misrepresents local realities even while it is used as a warrant for policy initiatives that are likely to be counterproductive.

A unified state for just 20 years, Yemen has endured decades of social and political turmoil. It is also afflicted by a number of interlocking armed conflicts. These range from separatist political clashes between state security forces and protesters to all-out civil war—drawing in Saudi Arabia— and terrorism, which has seen the United States, the United Kingdom, and others become involved. Meanwhile, under the international radar, simmering social conflicts—primarily over land and water—reportedly account for some 4,000 violent deaths every year.

A central pillar of democracy promotion is that judicious institutional engineering—crafting new institutions and other elements outlining the democratic rules of the game—can overcome these obstacles and engender stable democracies.
