481. Troop Levels in Stability Operations: What We Don’t Know

Abstract:
Troop levels in Iraq have been one of the most hotly contested issues om American foreign policy over the past three years, from debates over the initial deployment in 2003 to those surrounding the troop surge in 2007. The Bush administration has faced significant criticism for ignoring the conventional wisdom regarding the number of soldiers required to secure Iraq, and recent attempts to change course in this area are seen by some as too little, too late. Specifically, the Pentagon’s deployment of only 120,000 American troops for the invasion and the decision by Paul Bremer, U.S. Administrator in Iraq, to disband the Iraqi army and police has kept the ratio of security forces to Iraqi civilians well below the 20 per 1,000 seen as the basic ante required to play the high stakes stabilization game. Many supporters of higher troop levels blame these missteps for the emergence of the robust insurgency and the coalition’s failure to defeat it. But where exactly does the 20 per 1,000 figure come from, how strong is the evidence sup- porting it, and what steps are being taken to assess and improve the conventional wisdom in this area? While the answer to the first part of the question is relatively accessible, the latter are more difficult. They address a daunting problem, but unveil a disconnect between the objectives and methods of policy and social science.

Abstract:
Taliban insurgents and their Al Qaeda allies, once thought defeated in Afghanistan, are regaining strength. Regrouped and reorganized, better equipped and financed, and more sophisticated tactically, they are threatening both the reconstruction process and the U.S.-led coalition forces on the ground. According to the U.S. Department of Defense, sixty-six U.S. troops were killed in combat in Afghanistan in 2005, more than in the previous four years combined.

Ambassador R. Nicholas Burns is the Under Secretary of State for Political Affairs, the Department of State's third ranking official. Prior to his current assignment, Ambassador Burns was the United States Permanent Representative to the North Atlantic Treaty Organization. As Ambassador to NATO, he headed the combined State-Defense Department U.S. Mission to NATO at a time when the Alliance committed to new missions in Iraq, Afghanistan and the global war against terrorism, and accepted seven new members.

Having lapsed in importance following the end of the Cold War, public diplomacy has reemerged as a focal point for policymakers, scholars, and practitioners. Particularly following the attacks of September 11, 2001, American public diplomacy in the Middle East has rocketed to a place of prominence in the U.S. foreign policy toolkit. Yet even as resources and attention are trained on refining the U.S. public diplomacy strategy, there is little consensus on core problems, effective solutions, and what success might tangibly look like.

Abstract:
The lack of sustained attention to energy issues is undercutting U.S. foreign policy and U.S. national security. Major energy suppliers—from Russia to Iran to Venezuela—have been increasingly able and willing to use their energy resources to pursue their strategic and political objectives. Major energy consumers—notably the United States, but other countries as well—are finding that their growing dependence on imported energy increases their strategic vulnerability and constrains their ability to pursue a broad range of foreign policy and national security objectives. Dependence also puts the United States into increasing competition with other importing countries, notably with today's rapidly growing emerging economies of China and India. At best, these trends will challenge U.S. foreign policy; at worst, they will seriously strain relations between the United States and these countries.

Abstract:
In the post-Vietnam era, the nature of American politics and the congressional role in foreign policy have been greatly altered. The role of media, money, lobbyists, political parties, the White House, and Congress—as an institution and as individual members—have collectively established a system that allows special interests to shape the narratives of key foreign policy issues and, in turn, manipulate the manner in which Congress asserts itself. The reaction of the 107th Congress to the second Palestinian intifada, which began in September 2000, is a case in point: Congress selectively viewed the conflict through the lens offered by others. The reaction of Congress has little to do with deep-seated bias toward Israel or instinctive hostility toward Palestinians. Rather, for its own reasons—including self-serving political calculations—Congress sided with Israel. As a congressional staff member during this period, I was privy to inside information—letters to and from members of Congress, “Dear Colleague” internal memos, letters from the administration and foreign governments, letters from interest groups pertaining to Middle East policy—and witnessed or participated in numerous conversations and debates about the Middle East. My first-hand source material and experience gave me a unique perspective on the often misunderstood process of congressional decisionmaking.

When Larry Lindsey, President Bush's economic adviser, suggested that they might reach $200 billion, there was a quick response from the White House: that number was a gross overestimation. Deputy Defense Secretary Paul Wolfowitz claim e d that Iraq could “really finance its own reconstruction,” apparently both underestimating what was required and the debt burden facing the country. Lindsey went on to say that “The successful prosecution of the war would be good for the economy.”

Slowly, incrementally, the realisation that a new strategy is needed for Iraq finally is dawning on U.S. policy- makers. It was about time. By underscoring the U.S. intervention's disastrous political, security, and economic balance sheet, and by highlighting the need for both a new regional and Iraqi strategy, the Baker-Hamilton report represents an important and refreshing moment in the country's domestic debate. Many of its key – and controversial – recommendations should be wholly supported, including engaging Ira n and Syria, revitalising the Arab-Israeli peace process, reintegrating Baathists, instituting a far-reaching amnesty, delaying the Kirkuk referendum, negotiating the withdrawal of U.S. forces with Iraqis and engaging all parties in Iraq.
