Abstract:
Prior to President Bush's trip to the Middle East last week, many pundits expected him to focus little, if at all, on his longstanding "freedom agenda." Instead, he adopted a nuanced approach that managed to restate the key elements of his policy and to press, however gently, for further political and economic reform. Speaking before the trip, a senior State Department official summed up the approach: the president would not "beat up on anyone" but would press privately for stronger reform efforts at each stop and give praise where it was due. Indeed, the president's reiteration of the freedom agenda signaled that the United States remains engaged on certain policy issues that many governments hoped would disappear altogether. At the same time, however, these issues were clearly the trip's third priority (after Arab-Israeli peace and regional security), confirming that the freedom agenda has become a tertiary concern for the Bush administration.

Most of President Bush's eight-day trip to the Middle East was spent in the Persian Gulf, visiting Kuwait, Bahrain, the two leading sheikhdoms of the United Arab Emirates (UAE), Abu Dhabi and Dubai, and Saudi Arabia. As long-term allies of the United States, these Gulf Arab states still look to Washington as their ultimate security guarantor in what remains a dangerous region. In return for security, the United States asks for a reasonable world price for oil, support for its efforts to secure peace between Israelis and Palestinians, and cooperation in countering the threat of a potentially nuclear-armed Iran. The success of the trip may be judged by future progress on these policies.

President Bush's recent visit to Israel and the Palestinian territories came six weeks after the Middle East peace conference in Annapolis. That parley marked the first time the United States did not mandate a purely sequential approach to the peace process. Instead, Washington now wants issues to be solved in parallel, with the implementation of past obligations occurring simultaneously with final agreement on the core issues of Jerusalem, refugees, and security. Bush's reiteration of this policy approach during his trip suggests that he has adopted Secretary of State Condoleezza Rice's peacemaking approach as his own.

Abstract:
This article considers the August 2008 visit to Turkey by Iranian President Mahmoud Ahmedinejad, and analyzes relations between Turkey and Iran in general. The tensions and crises that followed the 1979 Iranian Revolution are briefly presented in order to provide a better understanding of the present state of relations. Then we draw a picture of the situation after the Justice and Development Party (AKP) came to power in 2002, bringing widespread changes to Turkish foreign policy. We also call attention to Turkey's changing role in the regional balance of power, and to the significance of that role both in Turkey's relations with Iran and with the United States.

Turkish policymakers exhibit a high degree of selfconfidence and willingness to pursue intensive diplomatic initiatives in the Middle East. Turkey pursues a multidimensional policy line to foster peace and stability in the region, and has already enjoyed some degree of success. Turkish policymakers seek to utilize Turkey's good relations with Syria and Israel to wield an influence on these countries to facilitate Israeli-Syrian negotiations. The increasing level of trust to Turkey's new image of civil-economic power in the Middle East and the U.S. support for Turkey's potential contribution to chronic problems of the region have made Turkey a potential mediator in the decades-long Syrian-Israeli conflict.

Punctuated by conflict in Iraq, an ascendant ran, and continued instability in Lebanon and the Palestinian territories, rising volatility in the Middle East threatens U.S. interests in the region. Meanwhile, sectarianism, al-Qaeda–inspired terrorism, and the proliferation of weapons of mass destruction (WMD) all serve as troubling overlays to this complex mix. Mired in Iraq and Afghanistan, the United States has yet to develop a comprehensive strategic framework that addresses these interrelated challenges. Instead, U.S. policy has been largely crisis-driven, attempting to put out fires by confronting issues on an ad hoc basis rather than seeking to respond to the underlying forces and tensions that catalyze conflict and instability in the Middle East.

The emerging conventional wisdom holds that success could have been achieved in Iraq with more troops, more cooperation among U.S. government agencies, and better counterinsurgency doctrine. To analysts who share these views, Iraq is not an example of what not to do but of how not to do it. Their policy proposals aim to reform the national security bureaucracy so that we will get it right the next time.

The Bush administration's democratization rhetoric was never buttressed by an unambiguous, sustained policy to promote political reform. Concerns about security and stability have now virtually halted U.S. democracy promotion efforts. This is a short-sighted policy because political reform is imperative in countries where political systems remain stagnant in the face of rapid societal change. The United States needs to renew its efforts, taking into account that past policies have undermined its credibility in the region. It thus must abandon the empty rhetoric of the last few years in favor of modest goals developed and pursued in cooperation with regional and local actors, rather than imposed from Washington.

On April 8, Iran announced that it was expanding its plans to enrich uranium, despite demands from the United Nations (UN) Security Council that it halt the program. Iran will start installing six thousand more centrifuges in addition to its three thousand existing ones. In testimony before the Senate Finance Committee, AEI vice president Danielle Pletka reviewed recent U.S. and UN policy toward Iran; examined the evidence on sanctions, arguing that they are taking a toll on Iran's economy; and looked at what other options we now have for dealing with Iran.
