Abstract:
Russia’s increasingly salient weaknesses in its war against Ukraine have unsettled what was a delicate balance in the Southern Caucasus and Central Asia. Turkey is trying to reap the benefits of this unsettled situation by further intensifying cooperation with a region that it has long considered kin to itself due to linguistic and cultural affinities. These efforts dovetail with rehabilitation attempts of an ever-worsening Turkish economy in the face of an upcoming election in 2023 of historical decisiveness. Beyond these immediate triggers, lurking underneath Ankara’s renewed interest in the region is the post-Cold War strategic ambition to position Turkey as a logistics and energy hub connecting Europe and Asia. Yet skepticism within Europe over Ankara’s strategic orientation at a time of intense geopolitical confrontation and competition abounds. As such, it is necessary to soberly think about Turkey’s place within an emerging Eurasian space and the costs and benefits of engaging with Turkey.

Abstract:
Over the past few years, the Eastern Mediterranean has become a major hotspot for both natural gas and geopolitical competition. Natural gas discoveries in the last decade have attracted growing interest from regional countries and beyond. However, recent escalations in tensions and outright confrontations suggest that competition goes beyond the scramble for energy. Indeed, natural gas is just one of the factors that contribute to shaping security and geopolitical dynamics in the Eastern Mediterranean, which has emerged as a crucial strategic area in the broader Mediterranean and the Middle East. Moving from the analysis of these interconnected factors, this Report examines the strategy and the plethora of interests of regional and international players, as well as the interplay between cooperative and competitive dynamics in the region. What are the geopolitical, security, and energy interests of the countries involved? What are the implications on the regional security context of the moves and policies of regional and international powers?

Residents of the beleaguered country desperately need electricity, but a U.S.-Arab scheme carries complications that could benefit Syria's Assad regime. The Lebanese people have endured painful reductions in electricity over the last two years, and now the lights are on for just hours a day. To address this dire situation—and counter a Hezbollah initiative to import Iranian energy products to Lebanon—the United States and its Arab partners are pursuing a complex two-part scheme, with the first involving excess Jordanian electricity and the second, although not yet public, relying on natural gas originating in Egypt and Israel. But both components would involve energy transiting Syria and potentially benefiting the Assad regime, which is under heavy U.S. and international sanctions for its wartime abuses. In this timely Policy Note—richly illustrated with maps—former U.S. State Department senior advisor and NSC director Andrew J. Tabler and his Washington Institute coauthors disentangle the current U.S.-Arab proposal, including how it might interact with the anti-Assad sanctions regime. They also offer alternative avenues that avoid Syria altogether, such as using offshore LNG platforms and delivering to Lebanon sustainable energy systems, from solar panels to geothermal technology.

36. Strangers to strategic partners: Thirty years of Sino-Saudi relations

This year marks the thirtieth anniversary of diplomatic relations between China and Saudi Arabia. Over the past three decades, the bilateral relationship has transitioned from one of marginal importance for both countries to a comprehensive strategic partnership, largely on the back of a trade relationship founded on energy. This report begins with a brief historical overview of Sino-Saudi relations, describing how the two countries transitioned from mutual hostility to diplomatic relations, and then how political and economic cooperation strengthened the relationship to the point that they signed a comprehensive strategic partnership in 2016. It then discusses how the partnership has developed through the 1+2+3 cooperation pattern, especially through projects linking China’s Digital Silk Road with Saudi vision 2030, as well as nascent levels of security cooperation. It ends with an analysis of the bi- lateral relationship within the context of the US-Sino-Saudi triangle: How does it affect each state’s larger strategic interests, and can issues where their interests diverge put a ceiling on future Sino-Saudi ties?

Over the last years the Gulf monarchies have emerged as assertive players both in the MENA region and in the global context. Relying on their huge energy reserves and financial assets, these states acquired increasing international leverage. On the one hand, the oil monarchies moved eastwards exploiting the opportunity provided by emerging Asian markets to diversify their energy relations and economic interests. On the other, in the wake of the Arab uprisings they adopted a more proactive approach that dramatically altered their influence in the region. Nonetheless, Gulf activism comes at a time when the monarchies are facing important internal and external challenges. In this complex puzzle, the report aims to assess to what extent the rising Gulf monarchies are able to play as key actors both at the regional and the international levels. Are these monarchies adopting sustainable domestic policies in the long-term? How have they extended their influence in the MENA region? How are they reshaping their international relations? How do they act in the world energy market? What are the implications of the Gulf’s new assertiveness for the EU?

38. Playing the Field: Alleviating US Energy Dependency on the Persian Gulf with Alternative Partners

Abstract:
Energy security is poised to become as contentious an issue in the 21st century as ideology was in the 20th. Russian President Vladimir Putin has called for post-Soviet Russia to reclaim its great power status as an energy hegemon that doles out subsidized energy to friendly states and allies, implying that unfriendly states will find themselves short of such supplies in times of crisis. Chinese state-owned oil companies are on a procurement spree worldwide, as Beijing acquires oil and gas from rogue states otherwise ostracized by the world community, buying up stakes in future developments to ensure a long-term flow of energy. President George Bush committed the United States to energy independence (and even self-sufficiency) in his 2006 State of the Union address to Congress when he expressed a desire to make US reliance on Middle Eastern oil “a thing of the past.”1 Despite the president’s optimism, the goal of eliminating America’s dependency on Persian Gulf oil remains far-fetched. Energy independence for the United States will require as-yet undeveloped technologies and resources and, until these goals are realized, the United States must counterbalance current energy consumption trends by boosting supplies from non–Middle East producers. What follows is an assessment of countries outside of the Middle East that will have a direct impact on Washington’s energy security as the United States works to alleviate its Persian Gulf dependency. Some potential secondary producers of oil and gas that are expected to alleviate US dependency are illustrated in case studies on Azerbaijan, Nigeria, Venezuela, and Trinidad & Tobago. Many of these energy partners share key aspects of insecurity common to developing states; they are often engaged in two of Charles Tilly’s four characteristic state activities.2 Extraction, primarily conducted through energy rents, allows these regimes to acquire the resources necessary to battle internal rivals. Eliminating internal threats, or state making, is a common preoccupation of developing states. The current international system usually obviates (or precludes) war making against external rivals. Thus, US security assistance to these countries can play a crucial role in supporting the state making process. Support for states that have a limited capacity to deal with internal threats, precisely because they are rentier states in a formative phase, will help the United States and its energy partners achieve their ultimate security goals.3 Development aid and military training in the Caucasus will likely prove beneficial to US interests; security/intelligence cooperation with Trinidad and Tobago will help safeguard energy in the Caribbean against terrorist threats; US policymakers will face tougher challenges in Venezuela and Nigeria, where President Hugo Chavez seems willing to cut off US oil and the resource-rich Niger River Delta region threatens secession.
