On January 11, President Ebrahim Raisi submitted his budget proposal to the Majlis for the Iranian year 2023/24. Drafted amid the most severe protests the Islamic Republic has faced since its establishment in 1979, the proposal includes no economic olive branches to the people and avoids structural reforms that could help rein in inflation and fuel growth.

Abstract:
Russia’s war on Ukraine prompted a frenzy of energy deals between EU member states and countries in the Middle East and North Africa, but their implementation is slow. The EU needs a new approach to energy cooperation with states in the Middle East and North Africa that serves both its energy security imperative and its climate goals. The Gulf monarchies represent a good test case for such an approach, due to their green ambitions, abundant resources, and significance to the fight against climate change. Political and ideological differences are currently the greatest obstacle to long-term, strategic energy cooperation between the regions. But this year’s COP28 in Dubai is an opportunity for both sides to focus on practical ways to accelerate the green transition. Europeans should emphasise four promising areas of energy cooperation with the GCC states: energy efficiency and electrification, renewable energy, and the circular carbon economy.

Abstract:
The rapid social and economic development in the world is leading to increased levels of water stress that point to potential water crises. As the most vital and strategic of natural resources, water can serve as an instrument of domination or of cooperation. Given the presence of key geopolitical concerns in the Near East, regional hydro-diplomatic cooperation is necessary to ensure fair sharing of the resource and to avoid additional tensions and conflict. Nine of the seventeen EMME countries are below the absolute water scarcity threshold of 500 m3/year per capita, including all six countries in the Gulf region, Jordan and Palestine. Those countries that share major transboundary basins in the EMME region such as the Nile, Jordan and Tigris-Euphrates basins are subject to multiple challenges which include unilateral water resources management, water scarcity, and environmental degradation leading to food insecurity. Hydrodiplomacy is a tool for applying integrated water resource management at a national and transboundary level in accordance with a cooperative model seeking peace among riparian countries. Multiple UN agencies contribute to bringing riparian countries together with a view to fostering dialogue and the sharing of information on water management and transboundary cooperation.

Since the 1990s, Turkey has become a major destination for tourists and migrants from Ukraine, Russia, and other former Soviet states. Yet Russia’s 2022 invasion of Ukraine set into motion an even greater wave of migrants from both countries. Those fleeing the crisis have used myriad channels to enter and remain in Turkey, from obtaining “golden visas” to applying for protection. Going forward, their presence could have a sizable effect on future socioeconomic ties between the three countries.

Abstract:
Following President Recep Tayyip Erdoğan’s victory in the Turkish general elections in May 2023, Turkish foreign policy in Iraq has the potential to evolve in a different direction under the new Minister of Foreign Affairs, Hakan Fidan. Though the management of Turkey’s affairs in Iraq has shifted between various Turkish institutions since 2003, President Erdoğan has consolidated decision-making into his own hands since 2017, and his recent appointment of Fidan—a former intelligence director and loyal ally of Erdoğan—signals a continuation of this process, especially vis-a-vis Iraq. As Director of National Intelligence, Fidan oversaw the most sensitive backchannels with various regional and international actors, and he played a leading role in formulating Turkish intelligence and security policy. Notably, Fidan also led Turkey's reconciliation efforts with a variety of adversaries, including Egypt and Saudi Arabia. He has also been intimately involved in Turkish efforts to combat the Kurdistan Workers’ Party (PKK), targeting many PKK leaders and allied factions in northern Iraq, particularly in Sinjar, Makhmur, and al-Kuwayr. In this regard, Fidan comes equipped with deep connections to Iraq’s bureaucratic circles, having already succeeded in building bridges between various Iraqi actors and institutions. In particular, Fidan has developed close ties with both Sunni and Kurdish political leaders and has good relations with Falih al-Fayyadh, chairman of the Popular Mobilization Forces, whom he met during one of his secret trips to Iraq in September 2022. Fidan notably conducted such bridge-building efforts during the formation of the current Iraqi government led by Mohammed Shia al-Sudani. Given this background in Iraqi politics along with his experience in intelligence, Fidan is an important player through which Erdoğan can rethink Turkish involvement in Iraq on a number of different issues. Though Fidan’s appointment certainly indicates a shift toward more security-focused policies for Turkey, the new minister will also have to balance Turkey’s political ties, economic and energy interests, environmental concerns, and military operations in Iraq. Indeed, Erdoğan likely hopes that Fidan can both diversify Turkey’s relationship networks in Iraq and reestablish normalized energy negotiations with key partners while also curbing the threat of the PKK and Iranian-aligned militias operating in Turkey’s areas of involvement in Iraq.

Climate change and environmental degradation are adding serious strain to Iraqi coping capacities and governance mechanisms in a county already struggling with elevated water scarcity, instability and demographic growth. Widely recognised as a country at high-risk from climate change, Iraq faces the urgent need to diversify its economy away from hydrocarbon resources, while developing mechanisms of cooperation and co-dependency with regional neighbours to provide sustenance and opportunities to its youthful population. Drawing on Iraq’s history as a trade hub and bread basket for the region, Iraq and its neighbours need to urgently work together to overcome divisions and plan for a better future if the challenge of climate change is to be transformed into an opportunity capable of promoting stability and integration in an increasingly fragile Middle East.

Abstract:
In 1907, Theodore Roosevelt was asked how his cup of coffee tasted, to which he responded “good to the last drop”. The Middle East and North Africa (MENA) region is exhausting its limited water resources, and without adaptive management and alternative water sources will soon reach the “last drop”. This threatens the future of humanity in this region, as the UN recognized in 2010 by declaring that access to water and sanitation (termed the “human right to water and sanitation” or HRWS) is a basic human right due to its necessity for sustaining human life. Many MENA countries always had scarce surface waters, mainly springs, that were quickly diminished or totally lost to pumping of groundwater for agriculture. In 1990 and before placing significant curbs on pumping, Saudi Arabia had forty-six active springs. It now has only fifteen. Major aquifers of the region containing “fossil water” from moderate climate periods thousands of years ago have been significantly reduced in size and volume to a point where they are no longer viable water sources. Nations have recently resorted to building expensive desalination plants to supply their basic water demands. Even nations relying on major rivers (the Nile, Tigris, or Euphrates) as traditionally inexhaustible sources of water have seen both the quantity and predictability of water threatened by climate change and increased human demands in the multiple countries they flow through. Current water sources are either too expensive or too threatened politically to be wasted.

The United Arab Emirates is hosting COP28 in Expo City Dubai from November 30 to December 12, 2023, the largest yearly gathering dedicated to tackling the phenomena of climate change, an urgent global crisis that transcends national borders and necessitates resolute international cooperation to prevent the harm it causes. Undoubtedly, the UAE's hosting of the conference, which has a long track record of efforts in combatting the effects of climate change and investing in clean energy, will provide momentum for Gulf states to lead climate action efforts at the regional and international levels. However, it is untrue that the issue of climate change has risen to the top of the Gulf states' priority list solely because of the COP28 summit. This has received much attention for over a decade because Gulf nations are among the countries most affected by climate change, so they must be at the forefront of countries fighting to prevent it.

Abstract:
This policy paper examines the interlinkeages between Jordan’s social and economic development goals and the clean energy and sustainable energy goals. The concept of this report is presented with a focus on Jordan by outlining and analyzing the programs that were put in place where applications for renewable energy (RE) and energy efficiency (EE) were set for households (HHs) in Jordan and scaled up locally and regionally. This is done in order to maximise the socio-economic impact while at the same time achieving the planned development for vulnerable groups. What is the interlinkage between Jordan’s clean energy ambitions and plans for social and economic development? What economic and social impacts do Jordan’s RE efforts have on low-income HHs, local communities, and vulnerable groups? How can Community Based Organisations (CBOs) support the implementation of policy actions and related programmes towards energy transition and social justice? This paper provides an overarching analysis, formulates policy recommendations, and proposes actions towards social justice, equity and inclusivity through a sustainable development approach and energy transition.
