The use of drones as weapons in the Middle East and North Africa has grown rapidly in recent years, especially as non-state actors from the Houthis in Yemen to militants in Syria seek to level the playing field. Often powered by widely available commercial technology, these systems present a real and present security challenge. What should policymakers do to adapt to this new threat? How can they best structure defenses and leverage available technology to protect key assets? “Drone Attacks Against Critical Infrastructure,” by Dr. Scott Crino and Conrad “Andy” Dreby, addresses these questions and more. Crino is founder and CEO and Dreby is director of red-teaming at Red Six Solutions, LLC. The authors analyze developments in the use of weaponized drones in the Middle East and beyond, exploring how regional policymakers can adapt to mitigate this threat.

Iran has embraced unmanned aerial vehicles (UAVs) as a major pillar of its military strategy. Iranian officials may exaggerate their capabilities, but Western analysts should not dismiss the threat posed by Iranian drones. Iranian authorities have invested in and experimented with drones for 35 years. Iranian authorities use drones for two main purposes: surveillance and attack. Iranian controllers now have the ability to conduct missions over the horizon and in most weather. Attack drones fall in two categories: Those with the ability to drop bombs or launch missiles and return to base and “kamikaze” drones that seek targets of opportunity. Iranian authorities have had more success with the latter. The biggest danger posed by Iranian UAVs, however, in years to come may be the result of Iranian proliferation of its drones to proxy groups, such as Lebanese Hezbollah, and the transfer of the ability to manufacture those drones. This will create some ambiguity in the operational environment as uncertainty about the identity of the drone’s controller can undercut momentum to hold that controlling country or group to account. This ability to escape accountability might actually make the use of drones more likely in surprise and terrorist attacks in the coming years.

3. The Intelligence Cycle of Targeted Killing in the United States

Abstract:
The United States has been using Remotely Piloted Aircraft (RPA) to assassinate terrorist targets since its first RPA strike on November 3, 2002, when a U.S. Predator fired a hellfire missile at a car traveling through the Mar’ib province of Yemen. The intelligence cycle of this targeted killing process is murky at best, and the policy has changed throughout the successive administrations of U.S. presidents. Details exist but there is no defined tangible chain of analysis concerning the selection of the target, the monitoring of the target, and finally, the assassination of the target. This paper attempts to elucidate the intelligence chain of analysis concerning American targeted killing and examine how the intelligence cycle of targeted killing varies through successive presidential administrations. ​ This paper will begin with a short analysis of relevant literature, although sources concerning this topic are scarce. The occurrence of targeted killings of U.S. citizens will also be explained in the literature section. The paper will continue with an elaboration of a generic intelligence cycle model, which will be used to illustrate the intelligence cycle of U.S. targeted killings using both the Reaper and the Predator RPA.[1] The paper will then address differences in the intelligence cycles and processes that have occurred between successive presidents since targeted killing first began in 2002 with President George W. Abstract:
Paul Rivlin examines the economic effects of the recent drone strikes carried out in Saudi Arabia by Iranian proxies. On 14 September, drones and/or missiles hit the Abqaiq processing facility in Saudi Arabia, the world’s largest oil processing plant. In addition, fires engulfed the Khurais oil field after it was also hit. While there is uncertainty about where the attack came from, it is widely agreed that Iran was behind it. Iran, whose economy is suffering badly from the effects of sanctions as well as massive mismanagement, has used proxies in Iraq, Syria, Lebanon and Yemen against its enemies: Saudi Arabia, Israel and the US. The attacks on Saudi Arabia are among the most dramatic and economically significant in this war.

Abstract:
Leadership targeting, or decapitation, which involves the removal of an organization’s leader, has been utilized in various military conflicts. The use of drones has been particularly consequential in such schemes, earning themselves the reputation of being “Washington’s weapon of choice.” The existing literature on leadership targeting gravitates around the question of the practice’s strategic effectiveness, focusing on the targeted groups’ internal characteristics to explain their (in)ability to withstand decapitation. However, this literature overlooks a key feature of terrorist groups, namely their identity’s organizational dynamics. Highlighting the importance of group identities in determining the outcome of decapitations, this article fills this void. Looking at the cases of al Qaeda in Iraq and Ansar al-Sharia in Yemen, it argues that groups which have a global identity are likely to retain cohesion when their leaders are the victim of decapitation while groups whose identity stems from an ethnic or tribal lineage tend to fragment, therefore creating “veto players.”

Abstract:
The deadly attack at Fort Lauderdale airport earlier this month by an individual claiming to have been influenced by voices he heard and to have acted on behalf of the Islamic State has renewed attention on the nexus between terrorism and mental health. In our cover article, Emily Corner and Paul Gill explore what they argue are complex and often misunderstood links. Their preliminary findings show that the proportion of attackers in the West possibly influenced by the Islamic State with a history of psychological instability is about the same as the rate of such instability in the general population, though the rate is higher than in the general population if Islamic State-directed attacks are excluded. This is in line with their previous findings that group-based terrorists are much less likely to have mental disorders than lone-actor terrorists. They also question the degree to which lone-actor terrorists with mental disorders are symptomatic at the time of attacks. Lone-actor terrorists with mental disorders, they have found, are just as likely to engage in rational planning prior to attacks as those without. Their research has also found a significantly higher rate of schizophrenia among lone-actor terrorists than in the general population. There is a long-running debate about whether this condition could make individuals of all ideological persuasions less inhibited in moving from radical thought to radical action. In a joint interview, Peter Edge, Acting Deputy Director of U.S. Immigration and Customs Enforcement, and Wil van Gemert, Deputy Director of Europol, focus on the challenges of identifying, tracking, and interdicting foreign terrorist fighters and steps being taken to deepen transatlantic cooperation. Michael Horton argues that AQAP’s deepening ties to anti-Houthi forces in Yemen’s civil war is making the terrorist group even more resilient and difficult to combat. Don Rassler examines the contest between the United States and jihadis on drones and drone countermeasures. Jason Warner looks at the three newly self-declared affiliates of the Islamic State in sub-Saharan Africa.

Abstract:
Remotely Piloted Aircraft (RPAs), commonly referred to as “drones,” have been the subject of much discussion surrounding potential operations in Syria, primarily in the context of enforcing a “no-fly” zone or enforcement role similar to their role in Libya and modeled after operations in Afghanistan, Pakistan, and Yemen. This LISD White Paper examines the prospects of the use of RPAs in Syria and possible future humanitarian crises. In conflict zones, deploying RPAs as currently operated would likely be counterproductive to political aims in an enforcement capacity. Smaller RPAs, however, operating in a number of tactical and other roles, could play a critical role in ameliorating humanitarian crises—for instance in Syria, Iraq, and elsewhere. Tasks may include monitoring key sites designated by the international community and allowed by the host country government, to providing humanitarian aid, to the over-watch of convoy movements and possible general surveillance functions. The stigma of RPAs given their use in other conflicts and elsewhere must be overcome to allow RPAs to be evaluated and used as an instrument for monitoring, assisting, and aiding in humanitarian crises among other roles, not just as (offensive) intelligence or weapons platforms. Examples of RPA use in natural disasters and relief operations in Southeast Asia and pending models for search and rescue operations in the United States and beyond provide a blueprint for similar RPA operations, with their scope limited by the mutual consent of parties to the conflict.
