201. The Political Economy of Postwar Reconstruction in Lebanon

Abstract:
This paper studies the postwar economic and political reconstruction in Lebanon. The paper shows that the 'reconstruction boom' was short-lived. The economy experienced a growth trap early in the reconstruction period, and entered a cyclical crisis in 1998 which resulted from an ill-designed fiscal-monetary policy mix. The expansionary fiscal policy resulting from the high resource demands — due to economic and political reconstruction and from the needs of addressing horizontal inequality codified in the peace agreement known as the Taef Accords — led to a fiscal crisis of the state. The monetary and central bank policy was finance-biased with emphasis on financial and exchange rate stability and foreign capital inflows. Such a mix led to a real interest rate shock in the postwar period that played a role in the onset of the cyclical downturn. The finance-biased policy led to the rise of a rentier economy leading to deindustrialization during this period. The rise of a growth-impeding political economic structure resulting from the Taef Accords also played a role in intensifying the economic crisis through exerting pressures on public resources and through the engendering of a political crisis that brought to an end the era of postwar reconstruction.

The views expressed do not reflect those of the Institute, which does not take policy positions. Syria is facing unprecedented pressure from the international community on issues ranging from Syrian meddling in Lebanon to its support for terrorist groups. The United Nations investigation into the assassination of former Lebanese Prime Minister Rafik Hariri will release its second report in mid- December 2005. The current crisis has increased speculation about prospects for political change in Syria. The opacity of Syrian politics means there are more questions than answers. Nonetheless, a number of key indicators suggest a changing political environment, in a country where political development has essentially been frozen for thirty-five years.

Iraq will elect a new parliament on December 15th. The new government—whatever its composition—will then be in a race to build a democratic order before the insurgency creates enough chaos to break it down. Whether or not the government succeeds depends on how political events of the past two years have set the stage for the December elections—and on the prospects of creating a national narrative that encompasses all of Iraq's main political and ethno-sectarian groups.

205. PRTs in Afghanistan: Successful but not Sufficient

Abstract:
The report analyses the contributions made by the provincial reconstruction teams (PRTs) on the ground in Afghanistan. It concludes that the PRTs are successful because they have helped to extend the authority of the Afghan government beyond Kabul, facilitated reconstruction and dampened violence. At the same time, it is equally clear that they cannot address the underlying causes of insecurity in Afghanistan. The PRTs only make sense as part of an overall strategy in which they serve to buy time while other instruments are employed to tackle the military threat posed by the Taliban and Al Qaida; the infighting between the warlords; the increased lawlessness and banditry; and the booming opium poppy cultivation and the drug trade. A comprehensive strategy that couples the deployment of more PRTs by NATO with determined action against these causes of instability is therefore required. Future PRTs should be based on the UK PRT model, which is generally considered the most successful. To heighten its profile in Afghanistan, Denmark should consider establishing a PRT of its own or contributing to the establishment of a joint Nordic PRT.

Soon after the signing of the Declaration of Principles (DoP) in Washington on September 13, 1993 some forty donor states and organisations met and pledged to donate US$ 2.4 billion over a five-year period (i.e. coinciding with the transitional five year (1994-1999) period of the Oslo process). As the peace process during the late 1990s was characterised by stalemate, the donor community in October 1998 (coinciding with the signing of the Wye River memorandum) decided to extend their aid and to support the Palestinians with another US$3.3 billion for the period of 1999-2004 (Sayigh Shikaki, 1999). Although not all the promised aid has been disbursed, the PNA has during the past decade become increasingly dependent on foreign aid, and today the Palestinians are among the most receiving entities per capita worldwide.

Saudi Arabia no longer faces a major threat from Iraq, but must deal with the growing risk that Iran will become a nuclear power. Abstract:
The Middle East is a demographic time bomb. According to the United Nations Development Program's (UNDP) Arab Human Development Report 2002, the population of the Arab region is expected to increase by around 25 percent between 2000 and 2010 and by 50 to 60 percent by 2020—or by perhaps 150 million people, a figure equivalent to more than two Egypts. Even under the UNDP's more conservative scenario, Bahrain, Kuwait, Qatar, and the United Arab Emirates will be the only Arab countries in 2020 with median ages above 30.

Despite progress in the return of refugees and the prevention of humanitarian disasters, stability in Afghanistan is threatened by ethnic tension, feuding warlords, and violence perpetrated by regrouping elements of the Taliban and their allies. The United States is being asked to increase its level of commitment to rebuilding Afghanistan as a means of stabilizing the country, even as American troops battle the resurgent Islamic extremists who operate along the Afghan-Pakistan border.
